Why did the U.S. Federal Government engineer the California drought?

While California reels from its worst drought in centuries, the federal government does everything in its power to make it worse.
What’s really going on in California?
The Obama Administration along with a Democrat governor and legislature advocates the saving of a fish habitat — specifically of the 3 inch fish known as the Delta Smelt — by guaranteeing that it has enough water to swim in. In so doing the various forces behind the ensuing mini-drought are incredibly aided and abetted but the government.

In fact, there are a whole slew of ways in which the government has literally created the Perfect Storm for this epic drought to begin and continue … even after El Nino has brought some rain back into the Golden State’s weather patterns. There are so many bad laws and ill-conceived statutes, stupid rules and confounding regulations around the issue of the California water supply and deliver system that it just boggles the mind.
In all fairness the California State Government has also contributed plenty to this historic drought. Particularly under Governor Jerry Brown has the government response to this drought been as shockingly irresponsible as it is absurdly neglected.
Apparently Governor Brown would rather spend money on a new high-speed rail than upgrading the water infrastructure throughout the state. Go figure. The folks in the Golden State will soon be buzzing from one parched ‘golden’ landscape to another. Only in California!
Then there is the relentless geoengineerng that the Governor has permitted throughout the entire state during this ongoing drought. Those clandestine weather-modifying programs are particularly curious in that chemtrails used to be sprayed (originally that is) as a means of making rain, not preventing it. Together with HAARP it appears that the U.S. Government has been quite intent on drying up the state so that they had a good ‘natural’ excuse for the drought. All the time the FEDs were rearranging the institutional arrangements and legislating the laws in a manner that guaranteed a full-blown drought. In this fashion both the natural and manmade components were certain to only get worse.
What else have both federal and state governments done to create a catastrophic manmade drought?

What else can be said when the previous exposés have proved categorically that the California drought was not just manmade, it was deliberately engineered by both the California and U.S. Federal Governments.
Why? Why are both governments working closely together to collapse the largest agricultural state in the union.

There is a critical takeaway from this article which has not yet been advanced on the alternative news side of the Internet. Not only did the FEDs fabricate this drought via HAARP and chemical geoengineering technologies, they also used those covert programs as a cover to execute the rest of their water-siphoning agenda. After all, everyone now knows that such satellite imagery (see image below) has captured weather formations which do not happen in nature.
