Bush I & Clinton leveraged tech to create at the NSA the ability to monitor all American communications plus much of the world network.
Bush II weaponized this capability by giving it actual power to spy on every American and whomever it wished overseas. Obama took it nuclear by turning it into a domestic weapon against political opponents.
This inherently gave NSA controllers the ability to make foreign and even domestic policy. Given the large data set it is easy to write algorithms to filter the data for points supporting a desired policy. Smart, ideologically committed people can then arrange that subset to create a picture of reality seemingly supported by data. When allied with like-minded ideologues in the action agencies, CIA, FBI, DHS, etc., they can then present decision makers with a portrait compelling a certain desired direction, and make it seem as if the action alternatives presented are the only options available.
They are at that point of driving policy, not informing elected decision makers, often in directions that are contrary to the elected officer’s stated world view. And even though the portrait is at odds with what the entire data set reveals as reality.
McMasters is assembling a team of ideologues committed to the general Neocon agenda. They will present decision makers and the country with a compelling portrait from a cherry-picked subset of data, which seems to leave no option but their desired policy. And they will use their tools to attack anyone who remains opposed to the agenda.
Mueller the enforcer
Where does swamp creature Mueller fit in? He was a leading part of the domestic enforcement are of this project assembled by Bush II and used politically by Obama. Leveraging NSA/IC* assets, he uses incredibly powerful legal/investigatory tools of DOJ/FBI to isolate and attack any agent — government or private — that stands in the way of the Deep State agenda.

Given the nature of US law and business operations now existing, no one functioning with any measure of success in the current environment is safe from some measure of legally enforceable sanction, especially given the tools and powers that can now be brought to bear at the whim of a tiny group of people.
No one is safe. Not only can the Intelligence Community now make policy by subterfuge, they can eliminate any dissenter to that policy. No matter how politically powerful the dissenter becomes by commanding votes. Which used to be the path to political power. Now the path to political power is compliance with IC decision makers.
Bob Mueller is one of their enforcers. It is a mob operation through and through.
