Sometimes called a <em>&#8220;one strike and you&#8217;re out&#8221;<\/em> law, a conviction under this section triggers life in prison, even with a first offense. Anyone convicted of sex acts with a child under 10 in California will be required to register as a Tier\u00a0III sex offender for life.<span class=\"Apple-converted-space\">\u00a0 <\/span>One day before the report went to the Orange County District Attorney\u2019s office, the alleged child rapist fled the U.S. on June 29, 2013.<span class=\"Apple-converted-space\">\u00a0 <\/span>It was not a minute too soon because unbeknownst to Mahathep Srikureja, ICE was on his trail and was in the process of deporting the illegal immigrant who was allegedly in the US on a fraudulent immigrant visa.\u00a0<\/span><\/p>\n<p><iframe loading=\"lazy\" title=\"BringLexiHomeNow\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/f21F79cR7ug?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p class=\"p2\"><span class=\"s1\">Mahathep Srikureja\u00a0entered Canada on a<span class=\"Apple-converted-space\">\u00a0<\/span>visitor visa, then fraudulently applied for refugee asylum, but the Canadian authorities were not buying his lies.<span class=\"Apple-converted-space\">\u00a0 <\/span>The officials contacted Ruby to state that, even though he evaded prosecution in the US, they believed he\u00a0was guilty of the crimes in the US and worried he would commit in Canada whereby Canadian children were not safe with this alleged child rapist living among them.\u00a0<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">ICE agents said he was permanently deported from the United States, so how did the alleged child rapist get into the U.S. recently? <\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Why did the Hillary Clinton State Department allow the illegal immigrant accused of child rape that ICE had deported? Now the State Department is going one step further&#8230; a step that may forever change this little girl\u2019s life,<span class=\"Apple-converted-space\">\u00a0<\/span>potentially taking away her freedom permanently.<span class=\"Apple-converted-space\">\u00a0 <\/span>The HRC State Department employees Saynora Pittman and Daniel Githens have given less than one business day\u2019s notice to Ruby that on Monday February 12, they intend to issue a U.S. passport to the alleged rapist whose only country of permanent residency is Thailand, a country where Lexi may disappear never to be seen again.\u00a0 Requests and concerns can be emailed to either Pittman and Githens at the following address: <\/span><a href=\"mailto:preventabduction1@state.gov\"><span class=\"s1\">preventabduction1@state.gov<\/span><\/a><\/p>\n<p class=\"p5\"><span class=\"s1\">What is the urgency to expedite Lexi\u2019s removal against the vehement objections of her mother, who was granted full custody of her daughter by the Canadian government and who, unlike their southern counterparts, listened to the doctors who testified on behalf of the little girl whose voice was suppressed in Orange County.<\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">In today\u2019s political climate in which the #metoo movement has demonstrated the widespread prevalence of sexual assault and harassment, why is the State Department\u00a0<\/span><span class=\"s1\">not believing the testimony of an innocent child?<span class=\"Apple-converted-space\">\u00a0 M<\/span>ultiple child doctors (including pediatric gynecologists, emergency room physicians, an M.D. psychiatrist), forensic psychologists, teachers and several Tustin Police officers have stated clearly that Lexi has been violently and sexually abused.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>Why would the State Department believe a man who ICE deported and who the Tustin PD wanted prosecuted over that of a little girl who has suffered more pain in a few short years of her childhood than most adults experience in a lifetime?<\/span><\/p>\n<h3 class=\"p1\"><strong><span class=\"s1\">Or was it because of Mahathep\u2019s ties to the OCDA? <\/span><\/strong><\/h3>\n<p class=\"p2\"><span class=\"s1\">&#8230; Or is it because of the $275,000 he paid to his attorneys&#8212;Matthew DeArmey and Al Stokke.<span class=\"Apple-converted-space\">\u00a0 <\/span>The same Al Stokke who is an ardent campaign contributor having raised millions of dollars for Orange County District Attorney Tony Rackauckas.<span class=\"Apple-converted-space\">\u00a0 <\/span>The 2002 Grand Jury report, an in-depth investigation of Tony Rackaukas, stopped just short of accusing the DA of criminal conduct.<span class=\"Apple-converted-space\">\u00a0 The<\/span>\u00a0grand jury investigation, which was sparked by Rackauckas\u2019s own veteran prosecutors, accused their boss of interfering in criminal investigation involving campaign contributors, misusing public funds and punishing enemies of the OCDA et al. <\/span><\/p>\n<p class=\"p4\"><span class=\"s2\"><a href=\"http:\/\/articles.latimes.com\/2002\/jun\/30\/local\/me-da30\">http:\/\/articles.latimes.com\/2002\/jun\/30\/local\/me-da30<\/a><\/span><\/p>\n<hr \/>\n<h3 class=\"p6\"><span class=\"s2\"><b>Ruby and Lexi Dillon\u2019s Story<\/b><\/span><\/h3>\n<p class=\"p7\"><span class=\"s1\">Sexual abuse toward children and adolescents is a stark reality worldwide. It\u2019s a reality that Ruby Dillon never imagined would become a nightmare for her young daughter. Ruby was a<span class=\"Apple-converted-space\">\u00a0<\/span>dentist who had just graduated from<span class=\"Apple-converted-space\">\u00a0<\/span>UOP School of Dentistry when she met Mahathep Srikureja, who has just completed his medical residency.<span class=\"Apple-converted-space\">\u00a0 <\/span>She imagined a perfect world of white picket fences and surburbia but when her child was born, that dream rapidly disintegrated.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span><\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">Mahathep became increasingly jealous of the new baby, throwing away her food, attempting to get unnecessary surgery and, at one point, accused the baby of being &#8220;a devil&#8221;.<span class=\"Apple-converted-space\">\u00a0 <\/span>When Lexi was 6 months old and at the urging of her pastor, she left the increasingly violent father.<span class=\"Apple-converted-space\">\u00a0 <\/span>A court in Orange County awarded Ruby sole custody, orders that stayed in place for over 5 years.<span class=\"Apple-converted-space\">\u00a0 <\/span>During this time, Lexi flourished and Ruby was the happiest she had ever been in her life, raising her little girl who was the center of her universe.<span class=\"Apple-converted-space\">\u00a0 <\/span>Mahathep saw his child sporadically and Ruby often wondered why the little toddler screamed and cried when she had to visit her father.\u00a0<\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">Unfortunately a horrendous reality was about to unfold. In November of 2010, Lexi&#8217;s father and the man who had been stalking Ruby since 2005, re-opened their custody case.<span class=\"Apple-converted-space\">\u00a0 <\/span>This is the same man who, although he made hundreds of thousands of dollars a year, never paid Ruby a dime in child support, and although he had limited daytime visitation rights, Ruby allowed ample custodial time to.\u00a0<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">On February 25, 2011, Ruby Dillon\u2019s life changed forever. It started out as normal day in beautiful, sunny Orange County.<span class=\"Apple-converted-space\">\u00a0 <\/span>Around lunch time she discovered that Lexi had left her lunch in the car so Ruby went to school to pick up Lexi and take her to Macaroni Grill for lunch.<span class=\"Apple-converted-space\">\u00a0 <\/span>Ruby waited outside while Lexi used the bathroom who eventually came out to\u00a0<\/span><span class=\"s1\">let her mommy know she was bleeding from her bottom.<span class=\"Apple-converted-space\">\u00a0 <\/span>Ruby looked into the stall and saw blood all over the toilet.<span class=\"Apple-converted-space\">\u00a0 <\/span><\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Ruby then immediately took Lexi to Hoag Hospital where an ER physician examined 6-year-old Lexi and pulled her into his medical office and stated, <em>\u201cYou are a medical person and I am going to give it you straight.<span class=\"Apple-converted-space\">\u00a0 <\/span>I suspect a rectal foreign body.\u201d<\/em> The ER doctor quickly called Child Protective Services which sent out a young male social worker (who looked remarkably like Lexi&#8217;s father) to interview the little girl regarding child abuse. The<span class=\"Apple-converted-space\">\u00a0<\/span>social worker quite suspiciously failed to conduct a medical exam in which colposcopic photos would have been taken; photos which would be crucial evidence later.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">This first responder error would haunt Lexi later as<span class=\"Apple-converted-space\">\u00a0<\/span>CPS workers often back the first social worker rather than conduct their own independent investigations which, despite overwhelming evidence of abuse, CPS failed to substantiate.<span class=\"Apple-converted-space\">\u00a0 <\/span>This is not uncommon as a statewide audit of CPS in California, spear-headed by then Assemblyman Tim Donnelly, revealed similar errors in all three counties audited.\u00a0\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">This circle the wagon mentality is what lead to the torture and death of a little Palmdale boy named Gabriel Fernandez at the hands of his mother and her boyfriend. At the time of Gabriel&#8217;s death there were six open CPS investigations and the case marked the first time in Los Angeles that county social workers faced criminal charges in performing their duties, prosecutors said, and is one of only a handful of such cases filed nationwide in recent decades.\u00a0<\/span><\/p>\n<p class=\"p1\"><a href=\"http:\/\/voiceofoc.org\/2014\/05\/problems-in-oc-child-welfare-system-get-statewide-scrutiny\/\"><span class=\"s1\">http:\/\/voiceofoc.org\/2014\/05\/problems-in-oc-child-welfare-system-get-statewide-scrutiny\/<\/span><\/a><\/p>\n<p class=\"p1\"><span class=\"s1\">Over the course of the next couple years, Lexi would be increasingly forced to live with her alleged abuser, Mahathep Srikureja.<span class=\"Apple-converted-space\">\u00a0 <\/span>Meanwhile, her loving and protective mother watched helplessly as Lexi deteriorated and who at one point expressed suicidal thoughts. Lexi&#8217;s emotional deterioration prompted Dr. David Sheffner, the neutral expert appointed by the court, to write a letter to the judge saying: <em>\u201cI implore the Court and the child\u2019s attorney to take immediate action or I fear for the safety of this child\u201d<\/em>.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The court instead listened to Harold LaFlamme, a former arm&#8217;s dealer from the Middle East, whose firm has held the Orange County contract for providing legal representation for children taken by CPS for over 20 years\u2013a contract that \u00a0awards him millions of dollars a year.<span class=\"Apple-converted-space\">\u00a0 <\/span>This is the same Harold LaFlamme who once practiced with Milo DeArmey, the alleged rapist\u2019s (Mahathep Srikureja) attorney.<span class=\"Apple-converted-space\">\u00a0 <\/span>The following Fox News investigative report outlined this blatant conflict of interest.\u00a0<\/span><\/p>\n<p><iframe loading=\"lazy\" title=\"Fox 11 News Investigates Children Lost in the System\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/D3HngJ-luG0?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p class=\"p1\"><span class=\"s1\">When\u00a0Mahathep Srikureja\u00a0fled the U.S., Ruby thought her nightmare was finally over, but the Orange County Court continued to hold custody hearings even though he failed to show for over 17 court-ordered appearances.<span class=\"Apple-converted-space\">\u00a0 <\/span>In June of 2014, Ruby learned her mother had been diagnosed with fatal pancreatic cancer and she went to Canada to care for her dying mother, also a grandmother who had grieved daily for her grand-daughter Lexi.<span class=\"Apple-converted-space\">\u00a0 <\/span>When Ruby tried to return to the United States, Mahathep allegedly called in false information to the Customs Border Protection preventing Ruby from coming home to Orange County.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">With both parents then living in Canada permanently, she filed for custody in Mahathep\u2019s hometown and two years later on March 17, 2017 a Canadian judge, after taking in expert physician testimony, awarded Ruby full custody.\u00a0<\/span><\/p>\n<h3 class=\"p1\"><span class=\"s1\">Tell our President to stop the State Department from sending Lexi to Thailand<\/span><\/h3>\n<p class=\"p3\"><span class=\"s1\">Once upon a time, Ruby believed that people were inherently good and that the world is just and that our society placed the well-being of children above everything.\u00a0 She believed that righteous people governed the masses and that criminals were condemned and sent to prison and shunned by society.\u00a0 Most of all, she believed that life for her baby girl was limitless and that \u201chappily-ever-after\u201d was a destiny they were certain to share together as mother and daughter.<\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">Imagine this. Imagine your worst nightmare, and then multiply those horrors by a million. Imagine the pain of a thousand childrens&#8217; suffering through war and famine as well as utter devastation and destitution. If you can imagine this, then you can imagine what Lexi has endured the last few years. Ruby Dillon lives through her daughter\u2019s pain every day that she is gone, hanging on to hope that one day her baby girl can be saved.<\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">Now Ruby\u2019s greatest fear is coming to fruition, that Lexi will disappear into Thailand, where Lexi\u2019s abuser has citizenship \u2026.. \u201cThis is the most horrific nightmare any parent can imagine.<span class=\"Apple-converted-space\">\u00a0 <\/span>We tell our children daily that Mommy and Daddy will protect them, but there is no greater pain than not being able to protect your child\u201d,<span class=\"Apple-converted-space\">\u00a0<\/span>Ruby\u2019s voice cracked as she uttered these words. <\/span><\/p>\n<h3 class=\"p5\"><span class=\"s1\">Perhaps only President Trump can save Lexi now<\/span><\/h3>\n<p class=\"p6\"><span class=\"s1\">So while a number of child traffickers have supposedly been arrested since President Trump\u2019s Inauguration, why is the man, whom the Tustin Police sought in connected with the alleged rape and sodomy of Alexandria (Lexi) Dillon, allowed to get into the USA?\u00a0 Why is this foreign alleged rapist being given a U.S. passport for a British\/Canadian\/<br \/>\n<\/span><span class=\"s1\">American child?\u00a0 <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">The mother, Ruby Dillon, who is an upstanding and respected professional, and who has tried tirelessly to rescue her daughter, while the State Department is allowing the alleged rapist to traffic the girl to Thailand.\u00a0 The same State Department is also blocking the mother from coming into the U.S. from Canada to rescue her daughter.\u00a0 The Canadian Government has given the mother full custody of Lexi but Saynora Pittman and Daniel Githens of the U.S. State Department refuse to recognize international law in connection with this child.<\/span><\/p>\n<hr \/>\n<p class=\"p6\"><em><span class=\"s1\">So did Secretary of State Rex Tillerson fail to receive Trump\u2019s memo about protecting children?\u00a0 Or did Tillerson just not yet read the important memo? Or is Tillerson unaware of what bureaucrats from the previous Obama administration are doing?<\/span><\/em><\/p>\n<hr \/>\n<p class=\"p6\"><span class=\"s1\">Stop!\u00a0 For just a moment.\u00a0 Please&#8230;open your eyes, open your ears and especially open your heart.\u00a0 Please consider if you can do something &#8212; <strong>ANYTHING<\/strong> &#8212; to help an innocent young girl who has been seriously sexually abused and is being sent to Thailand, of all places &#8212; the child sex trafficking capital of the world &#8212; to stay with her abuser.<span class=\"Apple-converted-space\">\u00a0 <\/span><\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">Ruby was a model soccer mom who doesn\u2019t even have a traffic ticket.
