An astringent, earthy aroma infused the Pacific zephyrs wafting through the buskers, joggers, skateboarders, tourists and panhandlers.<\/p>\n<p>\u201cWeed is part of the culture here,\u201d said Oni Farley, 30, perched on a sandy mound, watching life go by. \u201cIt\u2019s part of the LA\/California scene, the laid-back vibe.\u201d He ignored a police patrol car that inched through the throng. \u201cI\u2019ve blazed in front of cops and they don\u2019t say anything. To be honest, most of the time I\u2019m so high I don\u2019t notice them.\u201d<\/p>\n<p>Pot wasn\u2019t hiding. In multiple different ways it was on display.<\/p>\n<p>\u201cAddicted to weed, anything green helps,\u201d said a scrawled sign tilted against the backpack of Alexander Harth, 36, a dusty member of the boardwalk\u2019s homeless population.<\/p>\n<p>On the pavement, Marc Patsiner hawked wooden ornaments etched with Californian symbols: sunglasses, palm trees and marijuana leaves. \u201cIt\u2019s pretty bohemian out here. People associate us with the leaf.\u201d It is hoped that legalization can help people medicate certain conditions whilst also bringing in much-needed tax revenue. The state of play in Canada is that nationwide legalization has been highly successful. You can even <a href=\"https:\/\/tripleloud.ca\/\" alt=\"\" title=\"\">Buy Weed Online in Canada<\/a> now. There is certainly hope that the roll out of legalized recreational marijuana will be just as successful here.<\/p>\n<p>A vape shop offered glass pipes and other pot paraphernalia. T-shirt stores peddled images of Barack Obama smoking a joint alongside other herb-themed garments saying \u201cbest buds\u201d and \u201cjust hit it\u201d.<\/p>\n<p>On Monday, <a class=\"u-underline\" href=\"http:\/\/www.theguardian.com\/us-news\/california\" data-link-name=\"auto-linked-tag\" data-component=\"auto-linked-tag\">California<\/a>, the US\u2019s most populous state, and the world\u2019s sixth biggest economy, will officially \u201chit it\u201d by legalising cannabis.<\/p>\n<aside class=\"element element-pullquote element--supporting\">\n<blockquote>\n<p class=\"pullquote-paragraph\">There\u2019s going to be a lot of people making money and people will want to tax those dollars. This is going to spread<\/p>\n<footer><cite class=\"pullquote-cite\">Philip Wolf, cannabis entrepreneur<\/cite><\/footer>\n<\/blockquote>\n<\/aside>\n<p>Think Amsterdam, but sunnier and vaster \u2013 a watershed event for the legalisation movement. Overnight a shadow industry worth billions of dollars annually will emerge into the light, taking its place alongside agriculture, pharmaceuticals, aerospace and other sectors that are regulated and taxed.<\/p>\n<p>It will answer to the newly created Bureau of <a class=\"u-underline\" href=\"http:\/\/www.theguardian.com\/society\/cannabis\" data-link-name=\"auto-linked-tag\" data-component=\"auto-linked-tag\">Cannabis<\/a> Control \u2013 bureaucratic confirmation that a day many activists did not dare dream of has indeed come to pass.<\/p>\n<p>A product pilloried in the 1936 film <em>Reefer Madness<\/em> will become culturally normalised and economically integrated, said Philip Wolf, an entrepreneur who runs a cannabis wedding company and a firm that <a class=\"u-underline\" href=\"http:\/\/cultivatingspirits.com\/\" data-link-name=\"in body link\">pairs pot with gourmet food<\/a>. \u201cIt\u2019s going to help destigmatise the plant. There\u2019s going to be a lot of people making money and people will want to tax those dollars. This is going to spread. California is a trend-setting state.\u201d<\/p>\n<p>California legalised pot for medicinal purposes in 1996, ushering in a web of dispensaries, spin-off businesses and creeping mainstream acceptance. That culminated in voters last year <a class=\"u-underline\" href=\"http:\/\/www.theguardian.com\/us-news\/2016\/nov\/08\/state-ballot-initiative-election-results-live-marijuana-death-penalty-healthcare\" data-link-name=\"in body link\">approving proposition 64,<\/a> a ballot initiative which legalised pot sales for recreation. History will mark the date it came into effect: 1 January 2018.<\/p>\n<p>It is expected to unleash profound changes across the state. The Salinas Valley, an agricultural zone south of San Francisco nicknamed America\u2019s salad bowl, has already earned a new moniker: America\u2019s cannabis bucket. Silicon Valley investors and other moneyed folk are hoping to mint fortunes by developing technology to cultivate, transport, store and sell weed. Entrepreneurs are devising pot-related products and services. Colorado <a class=\"u-underline\" href=\"http:\/\/www.theguardian.com\/society\/2014\/jan\/01\/colorado-first-recreational-marijuana-sales\" data-link-name=\"in body link\">grabbed that mantle in January 2014<\/a>when it became the first jurisdiction in the world \u2013 beating Washington state and Uruguay by months \u2013 to legalise recreational cannabis sales. California is one of 29 US states where pot is legal for medical or recreational use. With medical certificates you can criss-cross the country getting legally stoned.<\/p>\n<aside class=\"element element-rich-link element-rich-link--tag element--thumbnail element-rich-link--upgraded\" data-component=\"rich-link-tag\" data-link-name=\"rich-link-tag\">\n<div class=\"rich-link tone-news--item \"><\/div>\n<\/aside>\n<p>But cultural, political and economic heft makes California a landmark in the global legalisation campaign. This is the state that incubated the political careers of Richard Nixon, who launched the war on drugs in 1971, and Ronald Reagan, who continued hardline prohibition policies under his wife Nancy\u2019s slogan \u201cjust say no\u201d.<\/p>\n<p>California\u2019s path to yes wound through <a class=\"u-underline\" href=\"http:\/\/www.theguardian.com\/us-news\/2017\/mar\/06\/venice-beach-los-angeles-homelessness-crisis\" data-link-name=\"in body link\">Venice<\/a>, a gritty beachside haven for beat poets, artists and musicians long before hippies wore flowers on their way to San Francisco. The Doors, among others,<a class=\"u-underline\" href=\"http:\/\/www.rayandrobby.com\/laguide-venicesanta.html\" data-link-name=\"in body link\"> kept the counterculture torch lit in Venice<\/a>: here they wrote Light My Fire, Moonlight Drive and Break on Through. A giant mural of a shirtless Jim Morrison still peers down from a wall. It was in Venice that generations of Angelenos and tourists toked illicit spliffs. They still do, though it is now a<a class=\"u-underline\" href=\"http:\/\/www.theguardian.com\/us-news\/2016\/dec\/01\/venice-gentrification-oakwood-african-american-california\" data-link-name=\"in body link\">gentrifying tech enclave<\/a>.<\/p>\n<aside class=\"element element-pullquote element--supporting\">\n<blockquote>\n<p class=\"pullquote-paragraph\">Cultural, political and economic heft makes California a landmark in the global legalisation campaign<\/p>\n<\/blockquote>\n<\/aside>\n<p>When California legalised pot for medicinal purposes many cities and neighbourhoods refused to issue licenses for pot dispensaries. In Venice they popped up like toast, as did \u201cclinics\u201d where for a fee ranging from around $20 to $40 doctors issued pot recommendation letters to ostensible patients. Some were genuine, with ailments and pain alleviated by the herb. Many just wanted to get high. \u201cPretending you have an affliction just to smoke, that\u2019s ridiculous,\u201d said Farley, the boardwalk observer. Having served in the navy, he claimed to have post-traumatic stress disorder. \u201cI don\u2019t, but that\u2019s what I said.\u201d<\/p>\n<p>The <a class=\"u-underline\" href=\"http:\/\/cacvenice.squarespace.com\/\" data-link-name=\"in body link\">California Alternative Caregivers<\/a>\u2019 dispensary set up shop in 2005 on Lincoln Boulevard, on the second floor of a maze of little shops and offices. \u201cIt was by design, upstairs, all the way to the back. We didn\u2019t advertise,\u201d said the manager, Jim Harrison, 46. Pot, medicinal or not, still needed to be discreet. If asked about his profession Harrison would say he was a healthcare professional.<\/p>\n<p>The sky failed to fall in on Venice, or other areas with dispensaries, and little by little pot became more mainstream, even respectable. Harrison, who wears a white coat and calls his patrons patients, is proud that his dispensary\u2019s protocols, such as sealing and labelling bags and containers, have been replicated in the new state regulations for recreational pot.<\/p>\n<p>Full legalisation feels historic, he said. \u201cIt\u2019s pretty amazing. The cat\u2019s out of the bag.\u201d His dispensary will create a new space for recreation customers and keep a separate room for patients. Tax on medicinal pot is lower so dispensaries expect that market segment to dwindle but not disappear.<\/p>\n<p>The new era may begin with a whimper. State authorities have given counties and cities authority and responsibility to govern the new industry. The result is a patchwork. Some places, such as Kern county, are still banning all commercial pot activity. LA and San Francisco only recently approved local regulations so it could be weeks or months before newly licensed pot shops start sprouting. The attorney general, Jeff Sessions, has compared the herb to heroin and<a class=\"u-underline\" href=\"http:\/\/www.theguardian.com\/commentisfree\/2017\/jul\/18\/jeff-sessions-against-weed-reefer-madness-marijuana\" data-link-name=\"in body link\"> threatened a crackdown<\/a>.
