Credit Gabriella Demczuk for The New York Times<\/p><\/div>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-1\">\n<p class=\"story-body-text story-content\" data-para-count=\"324\" data-total-count=\"324\">WASHINGTON \u2014 Lawmakers are facing mounting pressure to end Capitol Hill\u2019s culture of secrecy over sexual harassment as they return from a holiday break, with members of both parties calling for Congress to overhaul its handling of misconduct claims and to unmask lawmakers who have paid settlements using taxpayer money.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"418\" data-total-count=\"742\">On Sunday, the roiling debate over sexual harassment cost one lawmaker who has paid such a settlement \u2014 Representative John Conyers Jr. of Michigan \u2014 his post as the top Democrat on the House Judiciary Committee, at least temporarily. Mr. Conyers, the longest-serving member of the House, announced that he was stepping aside as the House Ethics Committee\u00a0<a href=\"http:\/\/www.nytimes.com\/2017\/11\/21\/us\/politics\/conyers-sexual-harassment-democrats-pelosi.html?_r=0\">investigates<\/a>\u00a0<a href=\"http:\/\/www.nytimes.com\/2017\/11\/21\/us\/politics\/conyers-sexual-harassment-democrats-pelosi.html?_r=0\">allegations<\/a>\u00a0that he sexually harassed aides.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"233\" data-total-count=\"975\">And on the other side of the Capitol, Senator Al Franken, the Minnesota Democrat who has been accused of groping several women, told a home state newspaper that\u00a0<a href=\"http:\/\/www.startribune.com\/ashamed-franken-says-he-ll-return-to-work-on-monday\/460108233\/\">he would return to work<\/a>\u00a0on Monday feeling \u201cembarrassed and ashamed.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"365\" data-total-count=\"1340\">The announcements by Mr. Conyers and Mr. Franken came as both Democrats and Republicans took to the Sunday morning television talk shows to call for greater transparency in how harassment claims are dealt with. Under a 1995 law, complaints are handled confidentially. Lawyers for the House and the Senate have required that settlements be kept confidential as well.<\/p>\n<p id=\"story-continues-1\" class=\"story-body-text story-content\" data-para-count=\"438\" data-total-count=\"1778\">\u201cAll of this, as difficult as it is in some respects for our society, is really important because I think it will end up changing people\u2019s attitudes and changing our culture,\u201d Senator Rob Portman, Republican of Ohio, said on NBC\u2019s \u201cMeet the Press.\u201d \u201cSo I am glad it\u2019s being discussed. I think it should be more transparent. I certainly think that if you accept taxpayer funds for settlement, that should be transparent.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"438\" data-total-count=\"1778\">The House is expected this week to adopt a bipartisan resolution mandating that all members and their staffs participate in anti-harassment and anti-discrimination training; the Senate has already adopted such a resolution. The more difficult task will be passing legislation that overhauls the way sexual harassment claims are handled.<\/p>\n<\/div>\n<\/div>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-2\">\n<p class=\"story-body-text story-content\" data-para-count=\"346\" data-total-count=\"2460\">In the House, a bipartisan group of lawmakers, led by Representative Jackie Speier, Democrat of California, and Representative Barbara Comstock, Republican of Virginia, is pushing for legislation that would require claims to be handled in public. In the Senate, Senator Kirsten Gillibrand, Democrat of New York, has put forth similar legislation.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"216\" data-total-count=\"2676\">\u201cIt was a system set up in 1995 to protect the harasser,\u201d Ms. Speier said on the ABC program \u201cThis Week,\u201d adding, \u201cWe say zero tolerance, but I don\u2019t believe that we put our money where our mouths are.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"259\" data-total-count=\"2935\">One major question, however, is whether the Speier-Comstock legislation should apply retroactively, meaning that those who have paid past settlements would now be identified. The legislation would cover any settlement reached since the beginning of this year.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"254\" data-total-count=\"3189\">While Mr. Portman said he would support retroactive releases, others, including Representative Nancy Pelosi, the House Democratic leader, were more cautious, saying that unmasking lawmakers could reveal the identity of victims who want to remain private.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"164\" data-total-count=\"3353\">\u201cAll of these nondisclosure agreements have to go,\u201d Ms. Pelosi said on \u201cMeet the Press.\u201d But, she said, \u201cif the victim wants to be private, she can be.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"88\" data-total-count=\"3441\">Debra Katz, a lawyer who represents victims of sexual harassment, echoed those concerns.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"272\" data-total-count=\"3713\">\u201cFor a number of my clients, that\u2019s the last thing in the world they would want and could have life-altering consequences,\u201d Ms. Katz said in an interview on Sunday. \u201cThey settled their cases to be able to move on with their lives while protecting their privacy.\u201d<\/p>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" data-para-count=\"339\" data-total-count=\"4052\">In the case of Mr. Conyers, the lawyer Lisa Bloom, who announced on Sunday that she was representing the woman who filed the complaint against him, said a confidentiality agreement was preventing the woman from telling her side of the story. Ms. Bloom urged Mr. Conyers to release her client from the agreement so she could speak publicly.<\/p>\n<div id=\"newsletter-promo\" class=\"newsletter-signup variant-1-hidden \" data-newsletter-productcode=\"NN\" data-newsletter-producttitle=\"Morning Briefing\" aria-labeledby=\"newsletter-promo-heading\"><\/div>\n<div id=\"#continues-post-newsletter\"><\/div>\n<p class=\"story-body-text story-content\" data-para-count=\"353\" data-total-count=\"4405\">News of Mr. Conyers\u2019s settlement\u00a0<a href=\"http:\/\/www.buzzfeed.com\/paulmcleod\/she-complained-that-a-powerful-congressman-harassed-her?utm_term=.qx9Az9pV7l#.fbXk1XN8W7\">was<\/a><a href=\"http:\/\/www.buzzfeed.com\/paulmcleod\/she-complained-that-a-powerful-congressman-harassed-her?utm_term=.qx9Az9pV7l#.fbXk1XN8W7\">\u00a0reported<\/a>\u00a0last week by BuzzFeed News, which published documents showing that he had settled a complaint in 2015 by a former employee who had said she was fired because she rejected his sexual advances. The news site said it had received documents about the case from Mike Cernovich, a right-wing online commentator.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"103\" data-total-count=\"4508\">BuzzFeed has since reported that\u00a0<a href=\"http:\/\/www.buzzfeed.com\/paulmcleod\/another-woman-accused-rep-john-conyers-of-sexual-harassment?utm_term=.gfLaj6K4mY#.vpn0qeBwNM\">a second woman<\/a>\u00a0has also accused Mr. Conyers, 88, of sexual harassment.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"271\" data-total-count=\"4779\">\u201cI deny these allegations, many of which were raised by documents reportedly paid for by a partisan alt-right blogger,\u201d Mr. Conyers said in a statement on Sunday. \u201cI very much look forward to vindicating myself and my family before the House Committee on Ethics.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"245\" data-total-count=\"5024\">Mr. Conyers said that he would \u201clike very much to remain as ranking member,\u201d but had \u201ccome to believe that my presence as ranking member on the committee would not serve these efforts while the Ethics Committee investigation is pending.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"400\" data-total-count=\"5424\">His lawyer, Arnold E. Reed, said in a phone interview on Sunday that Mr. Conyers had taken several days to decide to step aside from his committee post because he did not want to make an \u201coff the cuff\u201d move. Mr. Conyers spoke with several family members and deliberated during the Thanksgiving holiday before determining that the allegations had become too much of a distraction, the lawyer said.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"382\" data-total-count=\"5806\">\u201cHe wanted time to think about this and reach a conclusion that he was comfortable with. And it was the right thing to do in his mind,\u201d Mr. Reed said. \u201cHe is maintaining that he did not do anything wrong. He is maintaining his innocence. This is a temporary stepping aside his position as ranking member so this can be a completely transparent and unfettered investigation.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"217\" data-total-count=\"6023\">On Wednesday, Mr. Reed had said in an interview that Mr. Conyers believed that some of those suggesting that he step down, including fellow Democrats, had been scheming for years to push him out of his Judiciary post.<\/p>\n<p id=\"story-continues-5\" class=\"story-body-text story-content\" data-para-count=\"332\" data-total-count=\"6355\">A senior House Democratic aide said the decision had come after days of effort by Ms. Pelosi, who was working with Mr. Conyers to find a way for him to step aside gracefully. Ms. Pelosi hinted at as much on \u201cMeet the Press,\u201d where she said, before Mr. Conyers\u2019s announcement, that she expected him to \u201cdo the right thing.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"289\" data-total-count=\"6644\">The interview showed the delicate position that Ms. Pelosi is in. She declined to say that Mr. Conyers should step down, calling him an \u201cicon in our country\u201d who had done \u201ca great deal to protect women.\u201d Ms. Pelosi later came under some criticism on social media for those remarks.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"300\" data-total-count=\"6944\">On Sunday night, 12 women who once worked for Mr. Conyers released a statement in support of him. \u201cOur experiences with Mr. Conyers were quite different than the image of him being portrayed in the media,\u201d the women said, adding that he was \u201crespectful\u201d and \u201ctreated us as professionals.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"265\" data-total-count=\"7209\">Former Franken aides have also been coordinating an effort to line up women in support of him. On Sunday, they released a statement signed by 65 women that expressed disappointment over the allegations but called him a \u201csteadfast supporter of women\u2019s rights.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"343\" data-total-count=\"7552\">Representative Jamie Raskin, a Maryland Democrat who holds the recently created position of vice ranking member on the Judiciary Committee, praised Mr. Conyers for making a \u201cwise decision,\u201d adding, \u201cThe House is ready to clean house with respect to sexual harassment, and everybody agrees that we need to have a zero-tolerance policy.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"270\" data-total-count=\"7822\">As Democrats wrestled with the allegations against Mr. Conyers and Mr. Franken, congressional Republicans on Sunday bemoaned President Trump\u2019s support for Roy S. Moore, the Republican Senate candidate in Alabama who is accused of making unwanted advances on teenagers.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"392\" data-total-count=\"8214\">Many Republicans on Capitol Hill have called for Mr. Moore to step aside, but he has refused to do so. In a\u00a0<a href=\"http:\/\/twitter.com\/realDonaldTrump\/status\/934781939088629761?ref_src=twsrc%5Etfw&amp;ref_url=http%3A%2F%2Fnymag.com%2Fdaily%2Fintelligencer%2F2017%2F11%2Ftrump-tweets-more-support-for-roy-moore.html\">pair of tweets<\/a>\u00a0on Sunday, Mr. Trump\u00a0<a href=\"http:\/\/twitter.com\/realDonaldTrump\/status\/934792302341521408\">warned<\/a>\u00a0that electing Mr. Moore\u2019s Democratic opponent, Doug Jones, \u201cwould be a disaster!\u201d Senator John Thune, Republican of South Dakota, issued his own warning, saying that a victory by Mr. Moore would hurt Republicans just as much as a loss.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"315\" data-total-count=\"8529\">\u201cIf Moore wins, there will immediately be an ethics investigation, and he will be working under a cloud. He is a distraction,\u201d Mr. Thune, the No. 3 Republican in the Senate, said on \u201cFox News Sunday.\u201d \u201cI would like to see the president come out and do what we\u2019ve done, saying Moore should step aside.\u201d<\/p>\n<div id=\"addenda\" class=\"addenda\">\n<div class=\"story-addendum story-content theme-correction\"><strong>Correction: November 27, 2017\u00a0<\/strong><br \/>\nAn earlier version of this article misspelled the given name of a senator.
