Credit Gabriella Demczuk for The New York Times<\/p><\/div><\/p>\n<p>By SHERYL GAY STOLBERG and JONATHAN MARTINNOV. 20, 2017<\/p>\n<p>WASHINGTON \u2014 After making the transition from comedy to politics, Senator Al Franken, Democrat of Minnesota, positioned himself as a staunch defender of women\u2019s rights. \u201cSexual harassment and violence are unacceptable,\u2019\u2019 he\u00a0<a href=\"http:\/\/twitter.com\/SenFranken\/status\/922574516852871168\">wrote on Twitter last month<\/a>. \u201cWe must all do our part to listen, stand with and support survivors.\u2019\u2019<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"478\" data-total-count=\"818\">Now it is Mr. Franken who stands accused, and his uncompromising stance in support of \u201csurvivors\u201d of harassment has left him few options but to apologize and try to weather the storm. On Monday, a second woman said the senator touched her inappropriately,\u00a0<a href=\"http:\/\/www.cnn.com\/2017\/11\/20\/politics\/al-franken-inappropriate-touch-2010\/index.html\">telling CNN<\/a>\u00a0that he grabbed her rear end as her husband took a photo of the two of them at the Minnesota State Fair in 2010. Mr. Franken said that he did not remember the episode but that he was contrite nevertheless.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"433\" data-total-count=\"1251\">The disclosure \u2014 just days after\u00a0<a href=\"http:\/\/www.nytimes.com\/2017\/11\/16\/us\/politics\/al-franken-sexual-harassment-groping-forcible-kissing.html\">Leeann Tweeden, a radio news anchor in California, accused Mr. Franken of forcibly kissing and groping her<\/a>\u00a0while he was working as a comedian in 2006 \u2014 complicates an already tenuous situation for Mr. Franken, making it more difficult for him to carry out his senatorial duties and raising questions about whether his political career can survive as he is likely to face an ethics investigation.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"397\" data-total-count=\"1648\">Already, a rape victim with whom he was working on legislation\u00a0<a href=\"http:\/\/www.washingtonpost.com\/news\/posteverything\/wp\/2017\/11\/18\/al-franken-wrote-a-bill-to-help-rape-survivors-like-me-he-cant-lead-on-it-now\/?utm_term=.85feef81a3b6\">has asked him to no longer<\/a><a href=\"http:\/\/www.washingtonpost.com\/news\/posteverything\/wp\/2017\/11\/18\/al-franken-wrote-a-bill-to-help-rape-survivors-like-me-he-cant-lead-on-it-now\/?utm_term=.85feef81a3b6\">\u00a0sponsor the bill<\/a>, which called for federal funding to train law enforcement officers in how to interview victims of sexual trauma. The victim, Abby Honold, 22, said in an interview on Monday that she had asked Mr. Franken\u2019s Minnesota colleague, Senator Amy Klobuchar, to take over his work on the measure.<\/p>\n<p id=\"story-continues-1\" class=\"story-body-text story-content\" data-para-count=\"124\" data-total-count=\"1772\">\u201cMy main focus is this bill,\u201d Ms. Honold said, \u201cand I think if his name was on it, it would send the wrong message.\u201d<\/p>\n<\/div>\n<\/div>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-2\">\n<p id=\"story-continues-3\" class=\"story-body-text story-content\" data-para-count=\"349\" data-total-count=\"2121\">Mr. Franken, 66, who has been mentioned as a possible presidential aspirant in 2020, joined the Senate in 2009 after a successful career in comedy, including as a writer and cast member of \u201cSaturday Night Live.\u201d The new accusation against him, made by Lindsay Menz, 33, of Frisco, Tex., is the first to involve Mr. Franken\u2019s time as a senator.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"247\" data-total-count=\"2368\">CNN reported Monday morning that Ms. Menz, who previously lived in Minnesota, reached out to the network after Ms. Tweeden went public last week, saying that she wanted to share an \u201cuncomfortable\u201d interaction that left her feeling \u201cgross.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"298\" data-total-count=\"2666\">Ms. Menz told CNN that she attended the Minnesota State Fair with her husband and father in summer 2010. Her father\u2019s business was sponsoring a radio booth, she said, and she spent the day meeting various elected officials and political candidates, including Mr. Franken, who was elected in 2008.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"150\" data-total-count=\"2816\">When Mr. Franken walked into the booth, she said, they had a brief exchange and her husband held up her phone to take a photograph of the two of them.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"238\" data-total-count=\"3054\">The network quoted her as saying that Mr. Franken \u201cpulled me in really close, like awkward close, and as my husband took the picture, he put his hand full-fledged on my rear,\u201d adding, \u201cit was wrapped tightly around my butt cheek.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"289\" data-total-count=\"3343\">In response to the disclosure, Mr. Franken issued a statement, saying: \u201cI take thousands of photos at the state fair surrounded by hundreds of people, and I certainly don\u2019t remember taking this picture. And The Washington Post\u00a0<a href=\"http:\/\/www.washingtonpost.com\/investigations\/eight-women-say-charlie-rose-sexually-harassed-them--with-nudity-groping-and-lewd-calls\/2017\/11\/20\/9b168de8-caec-11e7-8321-481fd63f174d_story.html?hpid=hp_no-name_no-name%3Apage%2Fbreaking-news-bar&amp;tidr=a_breakingnews&amp;utm_term=.6a1da83acc1f\">published a report<\/a>\u00a0saying eight women had accused the longtime television host Charlie Rose of making unwanted sexual advances.<\/p>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" data-para-count=\"237\" data-total-count=\"4091\">Senate Republicans, meanwhile, are grappling with their own scandal; in Alabama, multiple women have accused the Republican candidate for Senate, Roy S. Moore, of making inappropriate sexual advances toward them when they were teenagers.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"437\" data-total-count=\"4528\">Mr. Franken issued an apology last week after Ms. Tweeden came forward, and he has supported calls from both Democrats and Republicans for the Senate Ethics Committee to investigate. James Barone, a member of the Democratic National Committee from Minnesota, said it \u201cwould be premature\u201d to demand Mr. Franken\u2019s resignation before an inquiry into his conduct.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"138\" data-total-count=\"5035\">But Mr. Barone said that his conversations with fellow party activists over the weekend found a sense of \u201csadness and disappointment.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"183\" data-total-count=\"5218\">\u201cWhen you see somebody doing good work and you see someone personally being such a caring person, you don\u2019t like seeing a dark side come out,\u201d Mr. Barone said. \u201cIt\u2019s sad.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"111\" data-total-count=\"5329\">Mr. Franken himself remained in Washington, spending time with his wife and daughter, who lives in the capital.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"221\" data-total-count=\"5550\">But even as Mr. Franken\u2019s allies insisted that he had no plans to step down, Democratic officials acknowledged that his fate was largely contingent on his colleagues, particularly women in his party, not abandoning him.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"287\" data-total-count=\"5837\">So far, none have; a spokeswoman for Senator Kirsten Gillibrand, Democrat of New York, who has been a fierce advocate for victims of sexual assault, said Monday that Ms. Gillibrand \u201cbelieves the Ethics Committee investigation is the appropriate step and needs to happen immediately.\u201d<\/p>\n<p id=\"story-continues-5\" class=\"story-body-text story-content\" data-para-count=\"333\" data-total-count=\"6170\">Past investigations by the committee have been long and drawn out. The panel spent 22 months investigating allegations that former Senator John Ensign, Republican of Nevada, had made false statements and violated federal conflict of interest rules to cover up an extramarital affair; he resigned in 2011, as the inquiry was underway.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"225\" data-total-count=\"6395\">If just one Senate Democrat says Mr. Franken should quit, it would heighten the pressure on Senator Chuck Schumer of New York, the Democratic leader, to take action. On Monday, a spokesman for Mr. Schumer declined to comment.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"157\" data-total-count=\"6552\">Senate Republicans, who might be eager to tear into Mr. Franken, have been hamstrung by accusations of sexual misconduct and assault against President Trump.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"377\" data-total-count=\"6929\">And prominent women\u2019s rights groups on the left remained subdued after the disclosure on Monday, declining to go beyond what they had said after Ms. Tweeden made her claims last week. Mr. Franken\u2019s former female aides continue to stand by him. Fourteen have signed a statement saying he treated them with the \u201cutmost respect\u201d and \u201cvalued our work and our opinions.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"331\" data-total-count=\"7260\">Were Mr. Franken to quit, Gov. Mark Dayton of Minnesota, a Democrat, would appoint a successor and a special election to fill the seat through 2020 would be held next year.
