Rising floodwaters are taking over large parts of Houston, turning streets into rivers that\u00a0<a href=\"http:\/\/www.chron.com\/news\/houston-weather\/hurricaneharvey\/article\/Houston-hunkers-to-Harvey-braces-for-long-storm-12003388.php\" target=\"_blank\" rel=\"noopener\">can only be crossed with a boat<\/a>\u00a0(<a href=\"http:\/\/twitter.com\/ShayA_WREG3\/status\/901928801541771266\" target=\"_blank\" rel=\"noopener\">or kayak<\/a>). We\u2019re seeing levels of rainfall that are unprecedented,\u201d\u00a0<a href=\"http:\/\/www.reuters.com\/article\/us-storm-harvey-idUSKCN1B7083\" target=\"_blank\" rel=\"noopener\">said Steve Bowen, chief meteorologist at reinsurance firm Aon Benfield<\/a>. More than 3,000 national state guard troops are being deployed to the area to assist with the recovery efforts as President Donald Trump plans to travel to Texas on Tuesday.<\/p>\n<\/div>\n<div class=\"text parbase text-5 section\">\n<p><strong><em>Original post at 10:52 a.m.:<\/em><\/strong>\u00a0It was a race against the clock in many parts of southeast Texas on Sunday as rescue workers struggled to keep up with the rising floodwaters that came after Hurricane Harvey hit the coast a Category 4 hurricane packing winds of 130 mph on Friday night. Harvey may have been downgraded to a tropical storm but the danger for residents across a large swath of the state only continues to grow as some of the worst fears of flooding are starting to become a reality. Houston woke up to flooded devastation on Sunday as\u00a0<a href=\"http:\/\/www.nytimes.com\/2017\/08\/27\/us\/harvey-texas-storm.html?hp&amp;action=click&amp;pgtype=Homepage&amp;clickSource=story-heading&amp;module=a-lede-package-region&amp;region=top-news&amp;WT.nav=top-news\" target=\"_blank\" rel=\"noopener\">dry streets in the country\u2019s fourth-largest city<\/a>\u00a0\u201cturned to speeding rivers in a matter of minutes.\u201d<\/p>\n<\/div>\n<div class=\"text text-6 parbase section\">\n<p>At least five people have died\u00a0<a href=\"http:\/\/www.chron.com\/news\/houston-weather\/hurricaneharvey\/article\/Harvey-impacts-Texas-Latest-tropical-weather-11953474.php\" target=\"_blank\" rel=\"noopener\">in the Houston area<\/a>\u00a0in flood-related deaths, according to the National Weather Service. Gov. Early Sunday, Harris County officials estimated that some 1,000\u00a0<a href=\"http:\/\/interactives.dallasnews.com\/2017\/hurricane-harvey-live-coverage\/#stream\/\" target=\"_blank\" rel=\"noopener\">water rescues had already taken place<\/a>. Houston police officers also evacuated two apartment complexes overnight. \u201cIt breaks your heart,\u201d\u00a0<a href=\"http:\/\/twitter.com\/ArtAcevedo\/status\/901733837348249601\" target=\"_blank\" rel=\"noopener\">Houston Police Chief Art Acevedo said during a livestream on Twitter as he stood in waist-high water<\/a>. \u201cBut it&#8217;s Texas.
