Really?"},"content":{"rendered":"<h1>BART Withholds Video Of Attacks Over Concern About &#8220;Stereotypes&#8221;<\/h1>\n<p><!--more-->by Ed Morrissey<\/p>\n<p><a href=\"http:\/\/www.zerohedge.com\/sites\/default\/files\/images\/user3303\/imageroot\/2017\/07\/09\/20170712_BART1.jpg\"><em><img decoding=\"async\" src=\"http:\/\/www.zerohedge.com\/sites\/default\/files\/images\/user3303\/imageroot\/2017\/07\/09\/20170712_BART1_0.jpg\" alt=\"\" \/><\/em><\/a><\/p>\n<p>Over the last few months,\u00a0<strong>several attacks by large groups have targeted riders on San Francisco\u2019s Bay Area Rapid Transit (BART) trains, resulting in robberies and injuries.\u00a0<\/strong>The first of these\u00a0<a href=\"http:\/\/sanfrancisco.cbslocal.com\/2017\/04\/24\/teens-commandeer-bart-train-in-violent-takeover-robbery-of-passengers-at-coliseum-station\/\">took place in April<\/a>\u00a0and involved as many as sixty youth and seven victims, two of whom were beaten. Can you explain?\u201d<\/strong>\u00a0Hamill responded, \u201cIf we were to regularly feed the news media video of crimes on our system that involve minority suspects, particularly when they are minors, we would certainly face questions as to why we were sensationalizing relatively minor crimes and perpetuating false stereotypes in the process.\u201d And added her opinion of the media:<strong><em>\u00a0\u201cMy view is that the media\u2019s real interest in the videos of youth phone snatching incidents isn\u2019t the desire for transparency but rather the pursuit of ratings. They know that video of these events will drive clicks to their websites and viewers to their programs because people are motivated by fear.\u201d<\/em><\/strong><\/p><\/blockquote>\n<p>The CBS affiliate published the two e-mails in their entirety at the link.\u00a0<strong>The explanation here is nonsensical in more ways than can be addressed in a single post, but a couple of points stand out.<\/strong><\/p>\n<p><strong>First, the responsibility for transparency lies with BART, not local TV stations.<\/strong>\u00a0To say that TV stations want ratings is as silly as saying politicians want votes. So what? That has nothing to do with BART\u2019s responsibility to its riders, especially when it comes to their security.<\/p>\n<p><strong>And second, since when is armed robbery a \u201cpetty crime\u201d?\u00a0<\/strong>Under California penal code 211, robbery consists of \u201cthe felonious taking of personal property in the possession of another, from his person or immediate presence, and against his will, accomplished by means of force or fear.\u201d In all of these cases, force and fear were employed to rob victims of their property, and at least one case involved a deadly weapon. That includes the June 30th incident, in which a dozen suspects robbed a woman of her phone. In California, all robberies are felonies, not \u201cpetty crimes.\u201d<\/p>\n<p>Hamill answered Allen\u2019s e-mail query by questioning the value of public release of surveillance video, especially in light of the response it received after\u00a0<a href=\"http:\/\/hotair.com\/archives\/2009\/01\/09\/video-the-oscar-grant-shooting\/\">the Oscar Grant killing<\/a>:<\/p>\n<blockquote>\n<div class=\"quote_start\">\u00a0People can be fully informed about crimes that occur on our system without being shown images that will inflame some members of the public and paint the transit agency in a poor and ultimately misleading light.<\/div>\n<\/blockquote>\n<p>That\u2019s actually a better argument.\u00a0<strong>Do video releases to the public actually help solve crimes? Sometimes, but perhaps they may also be prejudicial in the legal sense, which is one concern that BART raises. However, Hamill undermines this argument by claiming that these gang robberies are \u201cpetty\u201d in nature.\u00a0<\/strong>No they are not; in fact, they are very dangerous, especially when left unchecked and the gangs feel they can act with impunity. That smacks of a public official trying very hard to minimize a real problem to cover her department\u2019s rear end, which is about as opposite of \u201ctransparency\u201d as one can get. Hamill emphasizes more than once in this exchange her concern about creating a perception that BART is \u201ccrime-ridden,\u201d and so would prefer not to inform riders of the nature of\u00a0<em>actual crimes<\/em>\u00a0to prevent it.<\/p>\n<p>Our RedState colleague Kira Davis is\u00a0<a href=\"http:\/\/www.redstate.com\/kiradavis\/2017\/07\/10\/san-francisco-transit-wont-release-robbery-surveillance-videos-racism-fears\/\" target=\"_blank\" rel=\"noopener\">furious about BART\u2019s implied message<\/a>:<\/p>\n<blockquote>\n<div class=\"quote_start\">\u00a0<u><strong>Just to recap \u2013 innocent, paying BART riders are being beaten and robbed but authorities don\u2019t want to properly inform the public so they can be alert because that might make more racism. Allen says it would \u201ccreate a racial bias in the riders against minorities on the trains\u201d.<\/strong><\/u><\/div>\n<p>Not the actual criminals. They\u2019re not the ones creating a \u201cracial bias\u201d by beating and robbing people.
