In order to eradicate the symptom,\u00a0<strong>Mayor Rahm Emanuel has decided to attack those who suffer from it and not the actual root of the problem \u2014 adopting a classic \u201cmore of the same\u201d approach.<\/strong><\/p>\n<p><strong><a href=\"http:\/\/www.zerohedge.com\/sites\/default\/files\/images\/user3303\/imageroot\/2017\/07\/05\/20170708_chicago.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.zerohedge.com\/sites\/default\/files\/images\/user3303\/imageroot\/2017\/07\/05\/20170708_chicago.jpg\" width=\"600\" height=\"318\" \/><\/a><\/strong><\/p>\n<p>A plan approved in May is set to take effect soon,<strong>\u00a0<a href=\"http:\/\/jezebel.com\/chicago-will-withhold-high-school-diplomas-unless-stude-1796638840\" target=\"_blank\" rel=\"noopener\">forcing<\/a>\u00a0high school seniors to either be enlisted in the military,<\/strong>\u00a0have a job, be enrolled in a gap-year program, or have a college acceptance letter\u00a0<strong>before the Chicago public schooling system will give them their diploma.<\/strong>\u00a0The obvious consequences of this new policy are problematic.<em><strong>\u00a0Still, Emanuel doesn\u2019t seem to care.<\/strong><\/em><\/p>\n<p>In the scenario Chicago\u2019s mayor envisions, students from the poorest areas of the city, where many\u00a0<a href=\"http:\/\/articles.chicagotribune.com\/2013-11-03\/news\/ct-edit-xproject5a-family-1103-20131103_1_families-struggle-health-care-fathers\" target=\"_blank\" rel=\"noopener\">parents are often absent<\/a>\u00a0due to their work schedules, problems with the law, or other issues, children nearing the end of their senior year will have to head to a counselor\u2019s office for advice on which path to take if they want to obtain their high school diplomas. Unfortunately, in many of the schools in those areas, counselors often work with 400 students at a time. With few resources to offer sound advice, these students will be forced to do whatever seems easier, less complicated, and perhaps less burdensome in order to meet the new requirements.\u00a0<strong>As such, many will enlist in the military while others will head to already crowded city colleges.<\/strong>\u00a0The other obvious consequence of this policy is that many students will simply postpone graduating or completely give up on it.<\/p>\n<p><strong>In no time, Chicago, whose population already suffers due to\u00a0<a href=\"http:\/\/chicago.suntimes.com\/politics\/more-children-in-illinois-u-s-living-in-poverty-than-before-recession\/\" target=\"_blank\" rel=\"noopener\">poverty<\/a>,\u00a0<a href=\"http:\/\/www.zerohedge.com\/news\/2016-07-30\/chicago\" target=\"_blank\" rel=\"noopener\">high crime rates worsened by a suffocating anti-gun agenda<\/a>\u00a0that\u00a0<a href=\"http:\/\/panampost.com\/valerie-marsman\/2015\/10\/13\/how-gun-control-hurts-minorities\/\" target=\"_blank\" rel=\"noopener\">hurts blacks more than anyone else<\/a>, and the ongoing\u00a0<a href=\"http:\/\/www.newsweek.com\/2016\/12\/23\/chicago-gangs-violence-murder-rate-532034.html\" target=\"_blank\" rel=\"noopener\">drug war<\/a>\u00a0will see yet another problem gradually taking over.\u00a0<\/strong>As young high school students feel uncertain of their future, they will have no incentives to pursue their own individual paths. Instead, they will turn to those that are readily available. As a result, many of the poorest kids in the city will likely take up crime, whether on behalf of the state \u2014 by joining the military \u2014 or on behalf of a drug cartel that\u00a0<a href=\"http:\/\/mises.org\/library\/how-drug-war-makes-drugs-less-safe\" target=\"_blank\" rel=\"noopener\">wouldn\u2019t exist<\/a>\u00a0without the U.S. government\u2019s war on drugs.<\/p>\n<h3><u>Inflated State, Ineffective Schools, Unhappy Kids<\/u><\/h3>\n<p><a href=\"http:\/\/www.illinoispolicy.org\/reports\/203-billion-and-counting-total-debt-for-state-and-local-retirement-benefits-in-illinois\/\" target=\"_blank\" rel=\"noopener\">Illinois is mired in debt<\/a>, and\u00a0<a href=\"http:\/\/www.chicagobusiness.com\/article\/20160402\/ISSUE01\/160409980\/how-much-more-do-illinois-and-chicago-owe-in-pension-debt\" target=\"_blank\" rel=\"noopener\">school teachers\u2019 pensions are a great part of it<\/a>.<\/p>\n<p><strong>In 2015, when Emanuel\u00a0<a href=\"http:\/\/www.chicagotribune.com\/news\/watchdog\/ct-cps-budget-crisis-met-20150821-story.html\" target=\"_blank\" rel=\"noopener\">failed<\/a>\u00a0to promptly find a way to cover some of Chicago\u2019s teacher pensions, he also struggled to find a different means to increase revenue. As a result, teachers and school staff were slashed. Unfortunately, that\u2019s not the case only in Chicago, but\u00a0<a href=\"http:\/\/fee.org\/articles\/teachers-unions-are-the-schools-run-for-them\/\" target=\"_blank\" rel=\"noopener\">where teachers unions have a great deal of power<\/a>\u00a0with the local and state authorities.<\/strong><\/p>\n<p>Thanks to the pact between teachers\u2019 unions and public schooling systems, government-run schools have a great deal of overhead to take care of. Unfortunately, the taxpayer isn\u2019t an endless cash supply, and at some point, the government runs out of other people\u2019s money. Without a way to cover teachers on tenure who are often\u00a0<a href=\"http:\/\/nypost.com\/2014\/06\/14\/tenured-teachers-they-cheat-they-loaf-they-cant-be-fired\/\" target=\"_blank\" rel=\"noopener\">impossible to fire<\/a>, these schools\u00a0<a href=\"http:\/\/mises.org\/library\/worm-apple-how-teacher-unions-are-destroying-american-education-peter-brimelow\" target=\"_blank\" rel=\"noopener\">struggle<\/a>\u00a0to make changes that would actually benefit the students.<\/p>\n<p>In this perverse universe, the schooling system\u00a0<a href=\"http:\/\/www.city-journal.org\/html\/how-teachers%E2%80%99-unions-handcuff-schools-12102.html\" target=\"_blank\" rel=\"noopener\">works for the teacher<\/a>, whose union-backed contract ensures his job and pension are guaranteed no matter\u00a0<a href=\"http:\/\/www.timesfreepress.com\/news\/local\/story\/2016\/aug\/14\/not-making-grade-third-local-teachers-ranked\/381098\/\" target=\"_blank\" rel=\"noopener\">how effective the teacher truly is<\/a>. The student hoping to obtain some important skills to lead a better life outside of the schoolyard, on the other hand, gets nothing.<\/p>\n<p><strong>In Chicago, what Emanuel did was continue this tradition.<\/strong><\/p>\n<p>Instead of putting an end to this evil system, which allows corruption and inefficiency to remain unaddressed, he\u2019s penalizing students \u2014 poor students, in particular \u2014 by forcing them to have it all figured out by the time they are done with their senior year. As we all know by now, this plan is sure to backfire.<\/p>\n<p><em><strong>But why do politicians like Emanuel continue to enable this type of behavior?<\/strong><\/em>\u00a0What do they gain by never addressing the root causes of these issues? The short answer is: a lot. After all, many local, state, or even larger congressional races can\u2019t be won without the support of unions.
