{"id":76978,"date":"2017-07-05T07:35:51","date_gmt":"2017-07-05T11:35:51","guid":{"rendered":"https:\/\/stateofthenation2012.com\/?p=76978"},"modified":"2017-07-05T07:37:19","modified_gmt":"2017-07-05T11:37:19","slug":"why-did-a-house-panel-just-vote-to-strip-trump-of-authority-to-wage-war-against-al-qaeda-and-its-affiliates","status":"publish","type":"post","link":"https:\/\/stateofthenation2012.com\/?p=76978","title":{"rendered":"Why did a House panel just vote to strip Trump of authority to &#8216;wage war against Al-Qaeda and its affiliates&#8217;?"},"content":{"rendered":"<h1>House Panel Votes To Revoke Executive War Authority<\/h1>\n<p><!--more--><\/p>\n<h3>GOP and Dems agree&#8230;<\/h3>\n<p>By\u00a0Andrew Kerr<br \/>\nWestern Journalism<\/p>\n<p>The Republican-led House Appropriations Committee took Washington D.C. by surprise Thursday, approving an amendment that revokes a 2001 law which gives the president authority to wage war against al-Qaeda and its affiliates.<\/p>\n<p>Lawmakers on the committee\u00a0<a href=\"http:\/\/www.politico.com\/story\/2017\/06\/29\/congress-vote-authorize-war-islamic-state-240095\" target=\"_blank\" rel=\"noopener\">applauded<\/a>\u00a0when the amendment to revoke the 2001 Authorization for Use of Military Force (AUMF) was added to a defense spending bill by a near-unanimous voice vote.<\/p>\n<p>The\u00a0amendment, introduced by Rep. Barbara Lee, D-Calif., would give Congress 240 days to pass new legislation granting the president executive authority to wage war against ISIS. The 2001 AUMF would be repealed at the end of the 240 days.<\/p>\n<div class=\"article-extras related\">\n<div class=\"left\">\u00a0<span style=\"font-size: 16px;\">The AUMF was initially approved to provide the executive branch the legal authority to take military action against the al-Qaeda terrorist network in response to the Sept. 11, 2001, terrorist attacks.<\/span><\/div>\n<\/div>\n<p>Critics of the AUMF say it has been abused by the executive branch to wage endless war without the consent of Congress. The law has been used to\u00a0justify military actions 37 times in 14 countries since 2001, including the Iraq War and the ongoing fight against ISIS.<\/p>\n<p>The amendment has a long way to go before it becomes law. It\u2019s unclear whether the Senate will approve the measure and include it in the final draft of a defense spending bill that will inevitably\u00a0be sent to President Donald Trump\u2019s desk for his signature.<\/p>\n<p>\u201cThe last 16 years, it has become increasingly clear that this AUMF has essentially provided the president, any president, the authority to wage war in perpetuity,\u201d Lee said.<\/p>\n<p>Lee said she was the only member of Congress to<a href=\"http:\/\/thehill.com\/policy\/defense\/340066-lawmakers-applaud-after-panel-approves-language-revoking-war-authority\" target=\"_blank\" rel=\"noopener\">\u00a0vote against<\/a>\u00a0the AUMF in 2001 because \u201cI knew then it would provide a blank check to wage war anywhere, anytime, for any length by any president.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Whoa. Barbara Lee (@RepBarbaraLee) <a href=\"https:\/\/twitter.com\/RepBarbaraLee\/status\/880454757999144960?ref_src=twsrc%5Etfw\">June 29, 2017<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Lawmakers have struggled for years to modernize the AUMF to fit the scope of America\u2019s modern military conflicts.<\/p>\n<div class=\"article-extras trending\">\n<div class=\"left\">\u00a0<span style=\"font-size: 16px;\">Supporters of the AUMF say it would be dangerous to constrain the president\u2019s ability to respond to military threats in the modern age.<\/span><\/div>\n<\/div>\n<p>Lawmakers on the other side of the issue cite\u00a0<a href=\"http:\/\/www.law.cornell.edu\/wex\/war_powers\" target=\"_blank\" rel=\"noopener\">Article 1, Section 8<\/a>\u00a0of the Constitution, which grants Congress, not the president, the power to declare war.<\/p>\n<p>House Appropriations defense subcommittee Chairwoman Kay Granger, R-Texas, was the only member of the committee to oppose the amendment.<\/p>\n<p>The AUMF\u00a0\u201cis necessary to fight the global war on terrorism,\u201d Granger said. \u201cThe amendment is a deal breaker and would tie the hands of the U.S. to act unilaterally or with partner nations with regard to al-Qaeda and \u2026 affiliated terrorism.
