While Flynn did inform DIA debriefers that he was flying to Moscow for RT\u2019s 10th anniversary \u2014 an event at which he spoke and sat next to Putin at a black-tie dinner\u00a0\u2014 Wise said he had no idea that Flynn was actually compensated for it.<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"19\">\u201cNobody would have imagined that Flynn would have taken\u00a0money for the trip,\u201d Wise said. \u201cI would never have thought that in a million years.\u201d When he learned last year that Flynn had actually been paid by RT, \u201cI was apoplectic,\u201d Wise said. Given RT\u2019s role as a propaganda arm for Putin, \u201cit was stunning,\u201d he added.<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"20\">But Flynn\u2019s lawyer,\u00a0Robert Kelner, released a statement Thursday disputing that Flynn had misled the DIA about the trip. He said in a statement that an April 7, 2012, letter from the DIA to a congressional committee confirms \u2014 in a still-redacted portion \u2014 that \u201cGeneral Flynn provided information and documents on a thumb drive to the Department of Defense concerning the RT speaking event in Moscow, including documents reflecting that he was using a speakers bureau for the event.\u201d<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"21\">\u201cGeneral Flynn provided two briefings to the Department \u2014 one before and one after the event. Elijah Cummings, D-Md., ranking minority member on the <a href=\"http:\/\/www.yahoo.com\/news\/house-committee-begins-probe-of-payments-to-flynn-210144266.html\">House Oversight and Government Reform Committee<\/a>, about the White House\u2019s refusal this week to turn over requested documents about Flynn, including a copy of the security clearance form he filled out when joining the White House staff.<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"35\">Other documents released by Cummings on Thursday include a letter from a DIA lawyer warning Flynn in October 2014 \u2014 after he was fired as the agency\u2019s director \u2014 that he was prohibited from receiving payments from foreign sources without advance permission.<\/p>\n<div class=\"Ov(h) Trs($transition-readmore) Mah(999999px)\" data-reactid=\"37\">\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"38\">The letter from the lawyer, whose name is redacted, seems clear-cut. It advises Flynn of multiple ethics rules that would continue to govern his postmilitary conduct, including a ban on all retired military personnel from receiving foreign governments\u2019 \u201cemoluments\u201d \u2014 defined as any \u201cconsulting fees, gifts, travel expenses, honoraria or salary\u201d \u2013 without receiving prior consent from Congress and their previous service secretary.<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"39\">\u201cAccordingly, if you are ever in a position where you would receive an emolument from a foreign government or from an entity that might be controlled by a foreign government, be sure to obtain advance approval from the Army prior to acceptance,\u201d the letter reads. It later states: \u201cYou are respectfully reminded that you are responsible for ensuring compliance with these post-government restrictions,\u201d noting that \u201cthese statutes carry criminal sanctions.\u201d<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"40\">But another new DIA letter released by Cummings on Thursday states that the agency could locate no documents showing that Flynn sought advance permission or approval for the receipt of money from RT.<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"41\">\u201cWe have no evidence, not a shred, that he disclosed his payments,\u201d Cummings said at a news conference about Flynn\u2019s payments from RT.<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" style=\"margin: 0px 0px 1em;\" data-reactid=\"42\">Questions about Flynn\u2019s 2015 appearance in Moscow first arose last July during an <a href=\"http:\/\/www.yahoo.com\/news\/trump-supporter-defends-payment-russian-175611942.html\">interview at the Republican National Convention<\/a> in Cleveland, when Yahoo News pressed him on who paid for his trip to attend the 10th anniversary celebration of RT.<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"43\">\u201cI didn\u2019t take any money from Russia, if that\u2019s what you\u2019re asking me,\u201d Flynn said at first. Then, when asked who did him pay him, Flynn replied: \u201cMy speakers\u2019 bureau \u2014 ask them.\u201d<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" style=\"margin: 0px 0px 1em;\" data-reactid=\"48\">Documents released last month show that <a href=\"http:\/\/www.yahoo.com\/news\/moscow-paid-45000-for-flynns-2015-talk-documents-show-165404052.html\">Flynn was paid $45,386 for the trip<\/a>, routed through RT\u2019s London office, with 25 percent of that going to Leading Authorities, his speakers\u2019 bureau. But Cummings and Rep. Jason Chaffetz, R-Utah, the House oversight committee\u2019s chairman, said this week that Flynn failed to disclose the payments from RT on a form he filled out to renew his security clearance in early 2016 \u2014 just months before he joined the Trump campaign as chief foreign policy adviser.<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"49\">That failure has now apparently led to the Pentagon investigation.<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"50\">\u201cThis office has initiated an investigation to determine whether Lieutenant General (LTG) Flynn, U.S. Army (Retired) failed to obtain required approval prior to receiving any emolument from a foreign government,\u201d Fine, the acting Pentagon inspector general, wrote in a letter to Chaffetz dated April 11 and released Thursday. Fine\u2019s letter cites some of the same ethics restrictions that Flynn was warned about by the DIA lawyer in 2014.<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" style=\"margin: 0px 0px 1em;\" data-reactid=\"51\">Flynn was <a href=\"http:\/\/www.yahoo.com\/news\/trump-dumped-flynn-over-trust-issue-spokesman-say-212102476.html\">fired as Trump\u2019s national security adviser<\/a> in February. He was ousted after the White House acknowledged that he had misled Vice President Mike Pence about a conversation he had with the Russian ambassador on Dec. 29, 2016, falsely denying that the two of them had discussed the possibility that the incoming Trump administration might lift sanctions on Russia once it took office.
