Dulles, director of the CIA. By this time, Operation Mockingbird had a major influence over 25 newspapers and wire agencies. The usual methodology was placing reports developed from intelligence provided by the CIA to witting or unwitting reporters. Those reports would then be repeated or cited by the preceding reporters which in turn would then be cited throughout the media wire services.<\/p>\n<p>The Office of Policy Coordination (OPC) was funded by siphoning off funds intended for the Marshall Plan [i.e. the rebuilding of Europe by the U.S. after WWII]. Some of this money was used to bribe journalists and publishers.<\/p><\/blockquote>\n<p>In 2008, the New York Times <a title=\"discusses\" href=\"http:\/\/papercuts.blogs.nytimes.com\/2008\/01\/23\/the-cia-and-the-culture-war\/index.html?hp\" target=\"_blank\">wrote<\/a>:<\/p>\n<blockquote>\n<p class=\"story-body-text\">During the early years of the cold war, [prominent writers and artists, from Arthur Schlesinger Jr. to Jackson Pollock] were supported, sometimes lavishly, always secretly, by the C.I.A. as part of its propaganda war against the Soviet Union. It was perhaps the most successful use of \u201csoft power\u201d in American history.<\/p>\n<\/blockquote>\n<p>A CIA operative <a title=\"told\" href=\"http:\/\/www.amazon.com\/Katharine-Great-Graham-Washington-Empire\/dp\/0941781135\/ref=pd_rhf_p_t_1\" target=\"_blank\">told<\/a> Washington Post owner Philip Graham \u2026 in a conversation about the willingness of journalists to peddle CIA propaganda and cover stories:<\/p>\n<blockquote><p>You could get a journalist cheaper than a good call girl, for a couple hundred dollars a month.<\/p><\/blockquote>\n<p>Famed Watergate reporter Carl Bernstein <a title=\"the CIA has already bought and paid for many successful journalists\" href=\"http:\/\/carlbernstein.com\/magazine_cia_and_media.php\" target=\"_blank\">wrote<\/a> in 1977:<\/p>\n<blockquote><p>More than 400 American journalists \u2026 in the past twenty\u2011five years have secretly carried out assignments for the Central Intelligence Agency, according to documents on file at CIA headquarters.<\/p>\n<p>***<\/p>\n<p>In many instances, CIA documents show, journalists were engaged to perform tasks for the CIA with the consent of the managements of America\u2019s leading news organizations.<\/p>\n<p>***<\/p>\n<p>Among the executives who lent their cooperation to the Agency were [the heads of CBS, Time, the New York Times, the Louisville Courier\u2011Journal, and Copley News Service. Other organizations which cooperated with the CIA include [ABC, NBC, AP, UPI, Reuters], Hearst Newspapers, Scripps\u2011Howard, Newsweek magazine, the Mutual Broadcasting System, the Miami Herald and the old Saturday Evening Post and New York Herald\u2011Tribune<em>.<\/em><\/p>\n<p>***<\/p>\n<p>There is ample evidence that America\u2019s leading publishers and news executives allowed themselves and their organizations to become handmaidens to the intelligence services. \u201cLet\u2019s not pick on some poor reporters, for God\u2019s sake,\u201d William Colby exclaimed at one point to the Church committee\u2019s investigators. \u201cLet\u2019s go to the managements.<\/p>\n<p>***<\/p>\n<p>The CIA even ran a formal training program in the 1950s to teach its agents to be journalists. Intelligence officers were \u201ctaught to make noises like reporters,\u201d explained a high CIA official, and were then placed in major news organizations with help from management.<\/p>\n<p>***<\/p>\n<p>Once a year during the 1950s and early 1960s, CBS correspondents joined the CIA hierarchy for private dinners and briefings.<\/p>\n<p>***<\/p>\n<p>Allen Dulles often interceded with his good friend, the late Henry Luce, founder of <em>Time <\/em>and <em>Life <\/em>magazines, who readily allowed certain members of his staff to work for the Agency and agreed to provide jobs and credentials for other CIA operatives who lacked journalistic experience.<\/p>\n<p>***<\/p>\n<p>In the 1950s and early 1960s<em>, Time <\/em>magazine\u2019s foreign correspondents attended CIA \u201cbriefing\u201d dinners similar to those the CIA held for CBS.<\/p>\n<p>***<\/p>\n<p>When <em>Newsweek <\/em>was purchased by the Washington Post Company, publisher Philip L. Graham was informed by Agency officials that the CIA occasionally used the magazine for cover purposes, according to CIA sources. \u201cIt was widely known that Phil Graham was somebody you could get help from,\u201d said a former deputy director of the Agency. \u201cFrank Wisner dealt with him.\u201d Wisner, deputy director of the CIA from 1950 until shortly before his suicide in 1965, was the Agency\u2019s premier orchestrator of \u201cblack\u201d operations, including many in which journalists were involved. Wisner liked to boast of his \u201cmighty Wurlitzer,\u201d a wondrous propaganda instrument he built, and played, with help from the press.)<\/p>\n<p>***<\/p>\n<p>In November 1973, after [the CIA claimed to have ended the program], Colby told reporters and editors from the <em>New York Times<\/em> and the <em>Washington Star<\/em> that the Agency had \u201csome three dozen\u201d American newsmen \u201con the CIA payroll,\u201d including five who worked for \u201cgeneral\u2011circulation news organizations.\u201d Yet even while the Senate Intelligence Committee was holding its hearings in 1976, according to high\u2011level CIA sources, the CIA continued to maintain ties with seventy\u2011five to ninety journalists of every description\u2014executives, reporters, stringers, photographers, columnists, bureau clerks and members of broadcast technical crews. More than half of these had been moved off CIA contracts and payrolls but they were still bound by other secret agreements with the Agency. According to an unpublished report by the House Select Committee on Intelligence, chaired by Representative Otis Pike, at least fifteen news organizations were still providing cover for CIA operatives as of 1976.<\/p>\n<p>***<\/p>\n<p>Those officials most knowledgeable about the subject say that a figure of 400 American journalists is on the low side \u2026.<\/p>\n<p>\u201cThere were a lot of representations that if this stuff got out some of the biggest names in journalism would get smeared\u201d \u2026.<\/p><\/blockquote>\n<p>An <span class=\"little\"><a title=\"impressive background\" href=\"http:\/\/youtube.com\/watch?v=bbnxsPgcsH0&amp;feature=related\" target=\"_blank\">expert on propaganda<\/a><\/span> testified under oath during trial that the <a id=\"title_t3_6be7r\" class=\"title loggedin\" title=\"the CIA employs THOUSANDS of reporters and OWNS its own media organizations\" href=\"http:\/\/youtube.com\/watch?v=C4rFXjGJ5os\" target=\"_blank\">CIA now employs THOUSANDS of reporters and OWNS its own media organizations<\/a><span class=\"little\">.<\/span> Whether or not his estimate is accurate, it is clear that many prominent reporters <a title=\"still report to the CIA\" href=\"http:\/\/firstlook.org\/theintercept\/2014\/09\/04\/former-l-times-reporter-cleared-stories-cia-publication\/\" target=\"_blank\">still report to the CIA<\/a>.<\/p>\n<p>A <a title=\"4-part BBC documentary\" href=\"http:\/\/video.google.com\/videosearch?q=%22the%20century%20of%20the%20self%22&amp;oe=utf-8&amp;rls=org.mozilla:en-US:official&amp;client=firefox-a&amp;um=1&amp;ie=UTF-8&amp;sa=N&amp;hl=en&amp;tab=wv#\" target=\"_blank\">4-part BBC documentary<\/a> called the \u201cCentury of the Self\u201d shows that an American \u2013 Freud\u2019s nephew, Edward Bernays \u2013 created the modern field of manipulation of public perceptions, and the U.S. government has extensively used his techniques.<\/p>\n<p>John Pilger is a highly-regarded journalist (the BBC\u2019s world affairs editor John Simpson remarked, \u201cA country that does not have a John Pilger in its journalism is a very feeble place indeed\u201d). Pilger <a title=\"said\" href=\"http:\/\/dissidentvoice.org\/2007\/07\/the-invisible-government\/\" target=\"_blank\">said<\/a> in 2007:<\/p>\n<blockquote><p>We now know that the BBC and other British media were used by the British secret intelligence service MI-6. In what they called Operation Mass Appeal, MI-6 agents planted stories about Saddam\u2019s weapons of mass destruction, such as weapons hidden in his palaces and in secret underground bunkers. All of these stories were fake.<\/p>\n<p>***<\/p>\n<p>One of my favorite stories about the Cold War concerns a group of Russian journalists who were touring the United States. On the final day of their visit, they were asked by the host for their impressions. \u201cI have to tell you,\u201d said the spokesman, \u201cthat we were astonished to find after reading all the newspapers and watching TV day after day that all the opinions on all the vital issues are the same. To get that result in our country we send journalists to the gulag. We even tear out their fingernails. Here you don\u2019t have to do any of that. What is the secret?\u201d<\/p><\/blockquote>\n<p>Nick Davies <a title=\"discusses\" href=\"http:\/\/www.independent.co.uk\/news\/media\/how-the-spooks-took-over-the-news-780672.html\" target=\"_blank\">wrote<\/a> in the Independent in 2008:<\/p>\n<blockquote><p>For the first time in human history, there is a concerted strategy to manipulate global perception. And the mass media are operating as its compliant assistants, failing both to resist it and to expose it.<\/p>\n<p>The sheer ease with which this machinery has been able to do its work reflects a creeping structural weakness which now afflicts the production of our news. I\u2019ve spent the last two years researching a book about falsehood, distortion and propaganda in the global media.<\/p>\n<p>The \u201cZarqawi letter\u201d which made it on to the front page of The New York Times in February 2004 was one of a sequence of highly suspect documents which were said to have been written either by or to Zarqawi and which were fed into news media.<\/p>\n<p>This material is being generated, in part, by intelligence agencies who continue to work without effective oversight; and also by a new and essentially benign structure of \u201cstrategic communications\u201d which was originally designed by doves in the Pentagon and Nato who wanted to use subtle and non-violent tactics to deal with Islamist terrorism but whose efforts are poorly regulated and badly supervised with the result that some of its practitioners are breaking loose and engaging in the black arts of propaganda.<\/p>\n<p>***<\/p>\n<p>The Pentagon has now designated \u201cinformation operations\u201d as its fifth \u201ccore competency\u201d alongside land, sea, air and special forces. Since October 2006, every brigade, division and corps in the US military has had its own \u201cpsyop\u201d element producing output for local media. This military activity is linked to the State Department\u2019s campaign of \u201cpublic diplomacy\u201d which includes funding radio stations and news websites. In Britain, the Directorate of Targeting and Information Operations in the Ministry of Defence works with specialists from 15 UK psyops, based at the Defence Intelligence and Security School at Chicksands in Bedfordshire.<\/p>\n<p>In the case of British intelligence, you can see this combination of reckless propaganda and failure of oversight at work in the case of Operation Mass Appeal. This was exposed by the former UN arms inspector Scott Ritter, who describes in his book, Iraq Confidential, how, in London in June 1998, he was introduced to two \u201cblack propaganda specialists\u201d from MI6 who wanted him to give them material which they could spread through \u201ceditors and writers who work with us from time to time\u201d.<\/p><\/blockquote>\n<p>The government is <a title=\"paying off\" href=\"http:\/\/www.google.com\/search?hl=en&amp;q=journalists+paid+government&amp;btnG=Google+Search\" target=\"_blank\">still paying off<\/a> reporters to spread disinformation. And the corporate media are acting like <a title=\"virtual \u201cescort services\u201d\" href=\"http:\/\/www.alternet.org\/media\/141361\/politico_and_the_washington_post_have_become_virtual_%22escort_services%22_for_moneyed_elites\/\" target=\"_blank\">virtual \u201cescort services\u201d<\/a> for the moneyed elites, selling access \u2013 for a price \u2013 to powerful government officials, instead of actually investigating and reporting on what those officials are doing.<\/p>\n<p>One of the ways that the U.S. government spreads propaganda is by making sure that it gets its version out <em>first<\/em>. For example, the head of the U.S. Information Agency\u2019s television and film division \u2013 Alvin A. Snyder \u2013 <a title=\"wrote\" href=\"http:\/\/books.google.com\/books?id=sMrl971e-zMC&amp;pg=PT125&amp;lpg=PT125&amp;dq=%22Alvin+A.+Snyder%22+%22All+governments,+including+our+own,+lie+when+it+suits+their+purposes.+The+key+is+to+lie+first.%22&amp;source=bl&amp;ots=lm1aND3t90&amp;sig=OsFRLVGS1hVuPVJi3fibraLxln8&amp;hl=en&amp;sa=X&amp;ved=0ahUKEwijjvOmrbLKAhUJ-GMKHb_-BQAQ6AEIMTAD#v=onepage&amp;q=%22Alvin%20A.%20Snyder%22%20%22All%20governments%2C%20including%20our%20own%2C%20lie%20when%20it%20suits%20their%20purposes.%20The%20key%20is%20to%20lie%20first.%22&amp;f=false\" target=\"_blank\">wrote<\/a> in his book <em>Warriors of Disinformation: How Lies, Videotape, and the USIA Won the Cold War<\/em>:<\/p>\n<blockquote><p>All governments, including our own, lie when it suits their purposes. <strong>The key is to lie first<\/strong>.<\/p>\n<p>***<\/p>\n<p>Another casualty, always war\u2019s first, was the truth. The story of [the accidental Russian shootdown of a Korean airliner] will be remembered pretty much the way we told it in 1983, not the way it really happened.<\/p><\/blockquote>\n<p>In 2013, the American Congress <a title=\"repealed the formal ban\" href=\"http:\/\/foreignpolicy.com\/2013\/07\/14\/u-s-repeals-propaganda-ban-spreads-government-made-news-to-americans\/\" target=\"_blank\"><em>repealed<\/em> the formal ban<\/a> against the deployment of propaganda against U.S. citizens living on American soil. So there\u2019s even <em>less<\/em> to constrain propaganda than before.<\/p>\n<p>One of the most common uses of propaganda is to sell unnecessary and counter-productive wars. Given that the American media is <a title=\"always pro-war\" href=\"http:\/\/www.washingtonsblog.com\/2013\/05\/5-reasons-that-both-mainstream-media-and-gatekeeper-alternative-website-coverage-is-pro-war.html\"><strong>always<\/strong> pro-war<\/a>, mainstream publishers, producers, editors, and reporters are <a title=\"willing participants\" href=\"http:\/\/www.washingtonsblog.com\/2013\/05\/5-reasons-that-both-mainstream-media-and-gatekeeper-alternative-website-coverage-is-pro-war.html\">willing participants<\/a>.<\/p>\n<p>It\u2019s not just lying about Saddam\u2019s non-existent weapons of mass destruction \u2026 the corporate media is <a title=\"still selling lies\" href=\"http:\/\/www.washingtonsblog.com\/2013\/08\/medias-reporting-on-syria-as-terrible-as-it-was-on-iraq.html\">still selling lies<\/a> to promote war.<\/p>\n<p>Former Newsweek and Associated Press reporter Robert Parry notes that <a title=\"Ronald Reagan and the CIA unleashed a propaganda campaign \" href=\"http:\/\/consortiumnews.com\/2014\/12\/28\/the-victory-of-perception-management\/\" target=\"_blank\">Ronald Reagan and the CIA unleashed a propaganda campaign <\/a>in the 1980\u2019s to sell the American public on supporting the Contra rebels, utilizing private players such as Rupert Murdoch to spread disinformation. Parry notes that many of the same people that led Reagan\u2019s domestic propaganda effort in the 1980\u2019s are in power today:<\/p>\n<blockquote><p>While the older generation that pioneered these domestic propaganda techniques has passed from the scene, many of their prot\u00e9g\u00e9s are still around along with some of the same organizations. The National Endowment for Democracy, which was formed in 1983 at <a title=\"the urging\" href=\"http:\/\/consortiumnews.com\/wp-content\/uploads\/2014\/12\/caseymemo.pdf\" target=\"_blank\">the urging<\/a> of CIA Director Casey and under the supervision of Walter Raymond\u2019s NSC operation, is still run by the same neocon, Carl Gershman, and has an even bigger budget, now exceeding $100 million a year.<\/p>\n<p>Gershman and his NED played important behind-the-scenes roles in instigating the Ukraine crisis by financing activists, journalists and other operatives who supported the coup against elected President Yanukovych. The NED-backed Freedom House also beat the propaganda drums. [See Consortiumnews.com\u2019s \u201c<a title=\"A Shadow Foreign Policy.\" href=\"http:\/\/consortiumnews.com\/2014\/02\/27\/a-shadow-us-foreign-policy\/\" target=\"_blank\">A Shadow Foreign Policy.<\/a>\u201d]<\/p>\n<p>Two other Reagan-era veterans, Elliott Abrams and Robert Kagan, have both provided important intellectual support for continuing U.S. interventionism around the world. Earlier this year, Kagan\u2019s article for The New Republic, entitled \u201c<a title=\"Superpowers Don\u2019t Get to Retire\" href=\"http:\/\/www.newrepublic.com\/article\/117859\/allure-normalcy-what-america-still-owes-world\" target=\"_blank\">Superpowers Don\u2019t Get to Retire<\/a>,\u201d touched such a raw nerve with President Obama that he hosted Kagan at a White House lunch and crafted the presidential commencement speech at West Point to deflect some of Kagan\u2019s criticism of Obama\u2019s hesitancy to use military force.<\/p>\n<p>***<\/p>\n<p>Rupert Murdoch\u2019s media empire is bigger than ever \u2026.<\/p><\/blockquote>\n<p>Another key to American propaganda is the <em>constant repetition<\/em> of propaganda. As Business Insider <a title=\"reported\" href=\"http:\/\/www.businessinsider.com\/us-domestic-propaganda-officially-aired-2013-7\" target=\"_blank\">reported<\/a> in 2013:<\/p>\n<blockquote><p>Lt. Col. Daniel Davis, a highly-respected officer who released a <a title=\"critical report regarding the distortion of truth\" href=\"http:\/\/www.businessinsider.com\/lieutenant-colonel-davis-blows-the-lid-off-the-official-story-on-afghanistan-2012-4?utm_source=hearst&amp;utm_medium=referral&amp;utm_content=allverticals\" target=\"_blank\">critical report regarding the distortion of truth<\/a> by senior military officials in Iraq and Afghanistan \u2026.<\/p>\n<p>From Lt. Col. Davis:<\/p>\n<p>In context, Colonel Leap is implying we ought to change the law to enable Public Affairs officers to influence American public opinion when they deem it necessary to \u201cprotect a key friendly center of gravity, to wit US national will.\u201d<\/p>\n<p>The Smith-Mundt Modernization Act of 2012 appears to serve this purpose by allowing for the American public to be a target audience of U.S. government-funded information campaigns.<\/p>\n<p>Davis also quotes Brigadier General Ralph O. Baker \u2014 the Pentagon officer responsible for the Department of Defense\u2019s Joint Force Development \u2014 who defines <a title=\"Information Operations\" href=\"http:\/\/www.au.af.mil\/pace\/handbooks\/usawc_io_primer_nov2010.pdf\" target=\"_blank\">Information Operations<\/a> (IO) as <a title=\"activities undertaken\" href=\"http:\/\/www.guardian.co.uk\/technology\/2011\/mar\/17\/us-spy-operation-social-networks\" target=\"_blank\">activities undertaken<\/a> to \u201cshape the essential narrative of a conflict or situation and thus affect the attitudes and behaviors of the targeted audience.\u201d<\/p>\n<p>Brig. Gen. Baker goes on to equate descriptions of combat operations with the standard marketing strategy of repeating something until it is accepted:<\/p>\n<p>For years, commercial advertisers have based their advertisement strategies on the premise that there is a <strong>positive correlation between the number of times a consumer is exposed to product advertisement and that consumer\u2019s inclination to sample the new product.
