RT is \u201cvery, very active in\u00a0promoting a particular point of\u00a0view, disparaging our system, our alleged hypocrisy about\u00a0human rights, etc. etc., whatever crack they could find in\u00a0our tapestry, if you will, they would exploit it,\u201d Clapper said.<\/p>\n<p class=\"marker-quote1\">\u201cSo all of\u00a0these other modes, whether RT, use of\u00a0social media, fake news\u2026 They exercised all those capabilities in\u00a0addition to\u00a0the hacking,\u201d Clapper said during\u00a0the Thursday\u2019s hearing. The \u201ctotality\u201d of\u00a0the efforts, which by\u00a0looking at\u00a0capital investment is roughly one-third as\u00a0much as\u00a0the US spends, \u201cregardless of\u00a0its impact, \u201cwhich we can\u2019t gauge,\u201d Clapper said, is a matter of\u00a0grave concern.&#8221;<\/p>\n<div class=\"b-inject m-inject-min\">\n<div class=\"b-inject__media\"><img loading=\"lazy\" decoding=\"async\" class=\"\" title=\"Evil hacker\" src=\"http:\/\/cdn2.img.sputniknews.com\/images\/101927\/82\/1019278228.jpg\" alt=\"Evil hacker\" width=\"705\" height=\"375\" \/><\/div>\n<div class=\"b-inject__copy\"><a href=\"http:\/\/www.flickr.com\/photos\/brianklug\/\">\u00a9 FLICKR\/ BRIAN KLUG<\/a><\/div>\n<div class=\"b-inject__content\"><a href=\"http:\/\/sputniknews.com\/us\/201701051049296817-us-russia-hacking\/\">US to Release Unclassified Report on Alleged Russian Hacking Next Week &#8211; Clapper<\/a><\/div>\n<\/div>\n<p>In fact, we can gauge the impact of\u00a0state-funded media organizations, but\u00a0the picture painted of\u00a0US operations manifests absolute inefficiency. Preliminary research suggests that Clapper\u2019s fear-mongering tactics may just be a way to\u00a0protect the livelihood of\u00a0a bloated US bureaucracy, and Clapper, of\u00a0course, is among\u00a0the bureaucratic class. There are a whole 17 \u201cintelligence\u201d agencies with\u00a0undisclosed, classified budgets. Perhaps many of\u00a0them exist largely to\u00a0scratch each other\u2019s backs. Nevertheless, Washington\u2019s media communications arm, the Broadcasting Board of\u00a0Governors (BBG) is perhaps the Mount Everest of\u00a0bureaucratic ineffectiveness. With a massive three-quarters-of-a-billion dollar budget, or about $768 million, Helle Dale, a senior research fellow with\u00a0the Heritage Foundation, told Congress that BBG\u2019s site has essentially no impact on\u00a0Russians, as\u00a0the site ranks 3,828th in\u00a0the country.<\/p>\n<p class=\"marker-quote1\">In 2013, former US Secretary of\u00a0State Hillary Clinton <a href=\"http:\/\/www.youtube.com\/watch?v=pei83ZblPl8&amp;feature=youtu.be\" target=\"_blank\">told<\/a> the House of\u00a0Representatives that the BBG is &#8220;defunct in\u00a0terms of\u00a0its capacity to\u00a0be able to\u00a0tell a message around\u00a0the world.&#8221;<\/p>\n<div class=\"b-inject m-inject-free m-inject-videoembed\">\n<div class=\"b-inject__media\"><iframe loading=\"lazy\" src=\"http:\/\/www.youtube.com\/embed\/pei83ZblPl8\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/div>\n<p>Clapper, it is remembered, is best known to\u00a0the public as\u00a0the person who lied to\u00a0Congress about\u00a0US spying activities. On March 12, 2013, during\u00a0a United States Senate Select Committee on\u00a0Intelligence hearing, <a href=\"http:\/\/www.youtube.com\/watch?v=QwiUVUJmGjs\" target=\"_blank\">Senator Ron Wyden (D-OR) asked him<\/a> whether the NSA &#8220;collect any type of\u00a0data at\u00a0all on\u00a0millions or hundreds of\u00a0millions of\u00a0Americans?&#8221; Clapper responded: &#8220;No, Sir.&#8221;<\/p>\n<p>The answer seemed to\u00a0make Senator Wyden so uncomfortable that he repeated the question: &#8220;It does not?&#8221;<\/p>\n<p>This time Director Clapper responded &#8220;Not wittingly. There are cases where they could inadvertently perhaps collect, but\u00a0not wittingly.&#8221;<\/p>\n<div class=\"b-inject m-inject-free m-inject-videoembed\">\n<div class=\"b-inject__media\"><iframe loading=\"lazy\" src=\"http:\/\/www.youtube.com\/embed\/QwiUVUJmGjs\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/div>\n<p class=\"marker-quote1\">However, fairly soon it was revealed that NSA collected dragnet data of\u00a0American phone records, thanks to\u00a0whistleblower Edward Snowden. The NSA program aggregates metadata from\u00a0millions of\u00a0law-abiding Americans in\u00a0collusion with\u00a0telecom giants, who Americans pay every month for\u00a0the supposed privilege of\u00a0using cellphones. Literally, Americans spend money to\u00a0get spied on\u00a0by their own government. Those, who remember Clapper\u2019s testimony demand that he be held accountable for\u00a0lying to\u00a0Congress, a felony. The Director of\u00a0National Intelligence first claimed that he &#8220;misunderstood&#8221; the question and that he had simply &#8220;forgotten&#8221; the relevant section of\u00a0the Patriot Act covering these programs. Some <a href=\"http:\/\/www.rt.com\/news\/335123-rt-viewership-ipsos-study\/\" target=\"_blank\">35 million<\/a> tune in\u00a0to watch RT every day across\u00a0the US and Europe. Perhaps viewers simply prefer to\u00a0watch US icons such as\u00a0Larry King, winner of\u00a0two prestigious Peabody awards, and Ed Schultz, former MSNBC TV host.
