The CIA and FBI have \u201chigh confidence\u201d in the results of the report, while the NSA only has <em>\u201cmoderate confidence.\u201d<\/em><\/p>\n<p><iframe loading=\"lazy\" title=\"Intelligence report on Russian hacking focuses instead on RT reporting\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/AVnvnjz5TPg?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>The key judgments made by the US intelligence community came from \u201ca body of reporting from multiple sources that are consistent with our understanding of Russian behavior,\u201d which was based on \u201cthe behavior of Kremlin-loyal political figures, state media, and pro-Kremlin social media actors, all of whom the Kremlin either directly uses to convey messages or who are answerable to the Kremlin.\u201d Similar tactics, the ODNI concluded, were also used to drive \u201cconsistent, self-reinforcing narratives\u201d about Ukraine and Syria.<\/p>\n<p>The key judgments made by the US intelligence community came from \u201ca body of reporting from multiple sources that are consistent with our understanding of Russian behavior,\u201d which was based on \u201cthe behavior of Kremlin-loyal political figures, state media, and pro-Kremlin social media actors, all of whom the Kremlin either directly uses to convey messages or who are answerable to the Kremlin.\u201d Similar tactics, the ODNI concluded, were also used to drive \u201cconsistent, self-reinforcing narratives\u201d about Ukraine and Syria.<\/p>\n<p>As per the report, high confidence is defined as judgments <em>\u201cbased on high-quality information from multiple sources,\u201d<\/em> while moderate confidence means the information is <em>\u201ccredibly sourced and plausible but not of sufficient quality or corroborated sufficiently to warrant a higher level of confidence.\u201d<\/em><\/p>\n<div class=\"rtcode\">\n<p><a title=\"View Declassified Intelligence Community Assessment of Russian Activities and Intentions in Recent U.S. Elections on Scribd\" href=\"http:\/\/www.scribd.com\/document\/335885421\/Declassified-Intelligence-Community-Assessment-of-Russian-Activities-and-Intentions-in-Recent-U-S-Elections#from_embed\">Declassified Intelligence Community Assessment of Russian Activities and Intentions in Recent U.S. Election&#8230;<\/a> by <a title=\"View RT America's profile on Scribd\" href=\"http:\/\/www.scribd.com\/user\/340953121\/RT-America#from_embed\">RT America<\/a> on Scribd<\/p>\n<p><iframe loading=\"lazy\" id=\"doc_71379\" class=\"scribd_iframe_embed\" src=\"http:\/\/www.scribd.com\/embeds\/335885421\/content?start_page=1&amp;view_mode=scroll&amp;access_key=key-f4cDRAN9a3YvSM55JXBe&amp;show_recommendations=true\" width=\"100%\" height=\"600\" frameborder=\"0\" scrolling=\"no\" data-auto-height=\"false\" data-aspect-ratio=\"0.75\" data-mce-fragment=\"1\"><\/iframe><\/p>\n<\/div>\n<p>The report claimed with<em> \u201chigh confidence in these judgments\u201d that Russian President Vladimir Putin \u201cordered an influence campaign in 2016 aimed at the US presidential election.\u201d <\/em>The goals of the campaign were<em> \u201cto undermine public faith in the US democratic process, denigrate Secretary Clinton, and harm her electability and potential presidency.\u201d <\/em>The Russian government, under Putin,<em> \u201cdeveloped a clear preference for President-elect Trump.\u201d<\/em><\/p>\n<p>The Russian campaign didn\u2019t just use RT, however. It was <em>\u201cmultifaceted\u201d<\/em> that blended covert intelligence operations, including cyber activity, with official efforts by the government, third-party intermediaries and <em>\u201cpaid social media users or \u2018trolls.\u2019\u201d<\/em><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">DNI claims RT is reason Hillary lost election. The cyber operation began in March 2016, and by May, the GRU had \u201cexfiltrated large volumes of data\u201d from the Democratic National Committee (DNC). The material began appearing online in June.<\/p>\n<p>http:\/\/twitter.com\/27khv\/status\/817485246048464896?ref_src=twsrc%5Etfw<\/p>\n<div class=\"rtcode\"><\/div>\n<p>Another cyber intrusion began in early 2014, as Russian intelligence <em>\u201caccessed elements of multiple state or local electoral boards,\u201d<\/em> the report said, adding that the systems the Russians compromised &#8220;are not involved in vote tallying.\u201d<\/p>\n<p>Russia\u2019s influence effort was the \u201cboldest yet\u201d in the US, but was built on KGB intelligence activities during the Cold War, the report said. Such efforts will become the \u201cnew normal,\u201d as \u201cMoscow will apply lessons learned from its campaign aimed at the US presidential election to future influence efforts in the United States and worldwide, including against US allies and their election processes.\u201d<\/p>\n<p>Indeed, Russia began a new <em>\u201cspearphishing campaign\u201d<\/em> immediately after Election Day, the report said.
