Trump<\/a> boasted throughout the presidential campaign of his loyalty as a singular quality. \u201cFolks, look, I\u2019m a loyal person,\u201d Mr. Trump said at a CNN town hall in April, explaining why he would not rid his campaign of a staff member who was under fire.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"64\" data-total-count=\"346\">Loyalty appears to be paramount for Mr. Trump, until it isn\u2019t.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"398\" data-total-count=\"744\">Some of Mr. Trump&#8217;s earliest supporters \u2014 among them <a class=\"meta-per\" title=\"More articles about Rudolph W. Giuliani.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/g\/rudolph_w_giuliani\/index.html?inline=nyt-per\">Rudolph W. Giuliani<\/a>, Gov. <a class=\"meta-per\" title=\"More articles about Christopher J. Christie Jr.\" href=\"http:\/\/www.nytimes.com\/interactive\/2016\/us\/elections\/chris-christie-on-the-issues.html?inline=nyt-per\">Chris Christie<\/a> of New Jersey, Sarah Palin, <a class=\"meta-per\" title=\"More articles about Newt Gingrich.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/g\/newt_gingrich\/index.html?inline=nyt-per\">Newt Gingrich<\/a> and Mike Huckabee \u2014 have not fared well in the job sweepstakes. On top of that, they have been left in the December cold while Mitt Romney, a leader of the \u201cnever Trump\u201d movement, has been wooed by the president-elect\u2019s advisers for secretary of state.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"262\" data-total-count=\"1006\">\u201cIt kind of reminds me of the Reagan administration,\u201d said Roger Stone, a long-serving informal adviser to Mr. Trump who met with him at Trump Tower last week. \u201cWe used to have a running joke where it was news if somebody who supported Reagan got a job.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"411\" data-total-count=\"1622\">Mr. Trump put out a face-saving statement on Mr. Giuliani\u2019s behalf on Friday, saying that the former mayor of New York had withdrawn from contention for secretary of state \u2014 the only job he had wanted.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"411\" data-total-count=\"1622\">Trump advisers say there are a variety of reasons that Mr. Trump has turned his back on many loyalists. Some brought too much personal baggage, like Mr. Giuliani, with his paid speeches to a group that was once on the State Department\u2019s list of terrorist organizations, or Mr. Christie, who is considered deeply problematic by Mr. Trump\u2019s circle because of the George Washington Bridge lane-closing scandal.<\/p>\n<p id=\"story-continues-1\" class=\"story-body-text story-content\" data-para-count=\"445\" data-total-count=\"2067\">Others were rejected by new gatekeepers around Mr. Trump, most prominently Reince Priebus, Mr. Trump\u2019s incoming White House chief of staff, the departing chairman of the Republican National Committee and the man who has almost a lock on hiring for West Wing staff and cabinet posts, and Stephen K. Bannon, Mr. Trump\u2019s chief strategist for the White House. They have worked jointly on personnel decisions, with just a few additional advisers.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"319\" data-total-count=\"2386\">In the case of Mr. Giuliani and Mr. Christie \u2014 who defended Mr. Trump more forcefully than many other surrogates \u2014 both men were repeatedly left languishing in the face of media reports about how Mr. Trump viewed them. Mr. Giuliani withdrew his name from contention on Nov. 29, according to Mr. Trump\u2019s statement.<\/p>\n<div id=\"attachment_59716\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/stateofthenation2012.com\/wp-content\/uploads\/2016\/12\/10loyalists2-master675.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-59716\" class=\"wp-image-59716\" src=\"https:\/\/stateofthenation2012.com\/wp-content\/uploads\/2016\/12\/10loyalists2-master675.jpg\" alt=\" Gov. Mr. Giuliani, for instance, was offered three other jobs, including attorney general \u2014 the job that Mr. Christie had wanted. Instead, Mr. Trump offered Mr. Christie a White House advisory role, which he declined.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"386\" data-total-count=\"3101\">Mr. Gingrich, the former House speaker and an early supporter, has taken his rejection, at least publicly, with magnanimity. Mr. Gingrich decided to withdraw his name from consideration for a cabinet post early on, and took a broad advisory role. Mr. Trump, he said, has \u201can obligation to the mission and the assignment that transcends the people who came with\u201d him in the campaign.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"126\" data-total-count=\"3227\">Mr. Gingrich said he expected that Mr. Trump would be \u201ctough-minded about whether the person is capable of doing the job.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"95\" data-total-count=\"3322\">He added, \u201cThere are things that work in campaigns that may or may not work in government.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"233\" data-total-count=\"3555\">There are potential staff picks who some Trump loyalists believe deserve a role. Among them is Laura Ingraham, the conservative radio host and vocal booster of Mr. Trump who some supporters had hoped would become his press secretary.<\/p>\n<figure id=\"trump-cabinet-insiders-outsiders-millionaires\" class=\"interactive promo layout-large\"><figcaption class=\"interactive-caption\">\n<h3 class=\"interactive-kicker\"><\/h3>\n<h2 class=\"interactive-headline\">Outsiders, Insiders and Multimillionaires in Trump\u2019s Cabinet<\/h2>\n<p class=\"interactive-summary\">President-elect Donald J. Trump\u2019s cabinet and top staff are shaping up to be a mix of wealthy Washington outsiders, Republican insiders and former military officers who have been critical of the Obama administration.<\/p>\n<\/figcaption><div class=\"interactive-image-container\">\n<div class=\"interactive-image\"><img decoding=\"async\" src=\"http:\/\/static01.nyt.com\/images\/2016\/12\/02\/us\/politics\/trump-cabinet-insiders-outsiders-millionaires-1480717606838\/trump-cabinet-insiders-outsiders-millionaires-1480717606838-master495-v2.png\" \/><\/div>\n<div class=\"interactive-overlay\"><i class=\"icon sprite-icon interactive-overlay-icon\"><\/i> <span class=\"interactive-overlay-text\"> OPEN Graphic <\/span><\/div>\n<\/div>\n<\/figure>\n<p class=\"story-body-text story-content\" data-para-count=\"232\" data-total-count=\"3787\">Ms. Ingraham was only recently brought in for an interview and is not seen as likely to get the job, which is expected to go to Sean Spicer, who was recently the lead spokesman under Mr. Priebus at the Republican National Committee.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"456\" data-total-count=\"4243\">Mr. Trump is said to be focused primarily on cabinet-level jobs, and has given little thought to lower-level staffing decisions and state-level campaign aides who worked aggressively for him. Still, Mr. Trump has been less than pleased in recent days with stories about long-serving staff and supporters who have not been contacted by anyone at Trump Tower. So Mr. Priebus, over the last 48 hours, has begun reaching out in earnest to some of those people.<\/p>\n<p id=\"story-continues-2\" class=\"story-body-text story-content\" data-para-count=\"264\" data-total-count=\"4507\">\u201cI don\u2019t think he\u2019s saying, \u2018I\u2019m not going to take care of my loyal friends,\u2019\u201d said Christopher Ruddy, of the conservative website Newsmax, who is a friend of Mr. Trump\u2019s. \u201cI think all of those people will be rewarded, it\u2019s just taking time.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"347\" data-total-count=\"4854\">Mr. Priebus, whom Mr. Trump rewarded with one of the most powerful jobs in Washington, was often a public loyalist during some of the lowest points of Mr. Trump\u2019s campaign. Credit Todd Heisler\/The New York Times<\/p><\/div>\n<p class=\"story-body-text story-content\" data-para-count=\"402\" data-total-count=\"5256\">Mr. Priebus\u2019s detractors have pointed to his frequent private criticism of Mr. Trump to other Republicans throughout the presidential race, including his blunt and discouraging remarks after a recording emerged of Mr. Trump boasting about grabbing women by their genitals. Mr. Priebus and his committee strongly indicated to allies shortly before the election that they believed Mr. Trump would lose.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"420\" data-total-count=\"5676\">It is \u201cpremature\u201d to judge all of the choices, said Mr. Stone, given that the White House staff has not been named beyond Mr. Priebus; the White House counsel, Don McGahn; and Mr. Bannon. But he added that if the staff is primarily \u201ccronies\u201d of Mr. Priebus from the party committee, it could be a problem.
