Adam Schiff (D-CA).<\/strong> See full text of HR 6393 <a href=\"http:\/\/www.congress.gov\/bill\/114th-congress\/house-bill\/6393\/text?q=%7B%22search%22%3A%5B%22H.+R.+6393%22%5D%7D&amp;r=1\">here<\/a>.<\/p>\n<p><a href=\"http:\/\/fellowshipofminds.files.wordpress.com\/2016\/12\/devin-nunes-adam-schiff.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-140003\" src=\"http:\/\/fellowshipofminds.files.wordpress.com\/2016\/12\/devin-nunes-adam-schiff.jpg?w=500&amp;h=297\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" srcset=\"http:\/\/fellowshipofminds.files.wordpress.com\/2016\/12\/devin-nunes-adam-schiff.jpg?w=500&amp;h=297 500w, http:\/\/fellowshipofminds.files.wordpress.com\/2016\/12\/devin-nunes-adam-schiff.jpg?w=150&amp;h=89 150w, http:\/\/fellowshipofminds.files.wordpress.com\/2016\/12\/devin-nunes-adam-schiff.jpg?w=300&amp;h=178 300w, http:\/\/fellowshipofminds.files.wordpress.com\/2016\/12\/devin-nunes-adam-schiff.jpg 595w\" alt=\"devin-nunes-adam-schiff\" width=\"500\" height=\"297\" \/><\/a><\/p>\n<p><a href=\"http:\/\/www.congress.gov\/bill\/114th-congress\/house-bill\/6393?q=%7B%22search%22%3A%5B%22H.+R.+6393%22%5D%7D&amp;r=1\">HR 6393\u2019s purpose<\/a> is to authorize FY2017 appropriations for the conduct of intelligence and intelligence-related activities of various federal government agencies, including the CIA; FBI; the Departments of Defense, Homeland Security, Justice, State and Army, Navy and Air Force; and the Office of the Director of National Intelligence.<\/p>\n<p><strong>Where the Alternative Media come in is where HR 6393, in its \u201cTitle V: Matters Relating to Foreign Countries,\u201d addresses alleged efforts on the part of the Russian government to secretly influence U.S. politics.<\/strong><\/p>\n<p><a href=\"http:\/\/www.congress.gov\/bill\/114th-congress\/house-bill\/6393\/text?q=%7B%22search%22%3A%5B%22H.+R.+6393%22%5D%7D&amp;r=1\">HR 6393 Section 501 (a) (1)<\/a> says:<\/p>\n<blockquote>\n<p class=\"lbexIndentParagraph\">A<span class=\"lbexSmallText\">CTIVE MEASURES BY RUSSIA TO EXERT COVERT INFLUENCE<\/span>.\u2014<strong>The term \u201cactive measures by Russia to exert covert influence\u201d means activities intended to influence a person or government<\/strong> that are carried out in coordination with, or at the behest of, political leaders or the security services of the Russian Federation and the role of the Russian Federation has been hidden or not acknowledged publicly, <strong>including<\/strong> the following:<\/p>\n<p class=\"lbexIndentSubpar\">(A) Establishment or funding of <strong>a front group<\/strong>.<\/p>\n<p class=\"lbexIndentSubpar\">(B) Covert broadcasting.<\/p>\n<p class=\"lbexIndentSubpar\">(C) <strong>Media manipulation.<\/strong><\/p>\n<p class=\"lbexIndentSubpar\">(D) <strong>Disinformation and forgeries.<\/strong><\/p>\n<p class=\"lbexIndentSubpar\">(E) Funding agents of influence.<\/p>\n<p class=\"lbexIndentSubpar\">(F) Incitement and offensive counterintelligence.<\/p>\n<p class=\"lbexIndentSubpar\">(G) Assassinations.<\/p>\n<p class=\"lbexIndentSubpar\">(H) Terrorist acts.<\/p>\n<\/blockquote>\n<p><strong>To counteract the alleged covert Russian efforts, HR 6393<\/strong> \u201cplaces travel restrictions on personnel and consulars of the Russian Federation in the United States,\u201d as well as \u201c<strong>establishes an executive branch interagency committee to counter active measures by the Russian Federation to exert covert influence over peoples <\/strong><strong>and governments.<\/strong>\u201d<\/p>\n<p class=\"lbexIndent\"><a href=\"http:\/\/www.congress.gov\/bill\/114th-congress\/house-bill\/6393\/text?q=%7B%22search%22%3A%5B%22H.+R.+6393%22%5D%7D&amp;r=1\">HR 6393 Section 501 (e)<\/a> says the duties of this special interagency committee shall be as follows:<\/p>\n<blockquote>\n<p class=\"lbexIndentParagraph\">(1) To counter active measures by Russia to exert covert influence, including by <strong>exposing falsehoods, agents of influence<\/strong>, corruption, human rights abuses, terrorism, and assassinations <strong>carried out by<\/strong> the security services or political elites of the <strong>Russian Federation<\/strong> or their <strong>proxies<\/strong>.<\/p>\n<p class=\"lbexIndentParagraph\">(2) <strong>Such other duties as the President may designate for purposes of this section.
