Arpaio<\/a> commissioned his \u201cCold Case Posse\u201d to investigate the image<\/a> posted at whitehouse.gov earlier that year purported to be a scan of a certified copy of Barack Hussein Obama\u2019s long-form birth certificate.<\/p>\n In early 2011, now-President-Elect Donald Trump<\/a>, who was then considering running for president against Obama in 2012, called for Obama to release a more detailed birth record than the Certification of Live Birth (COLB<\/a>) posted on Obama\u2019s \u201cFighttheSmears\u201d campaign website after rumors and credible reports surfaced stating that Obama was born in Kenya or Indonesia.<\/p>\n Obama claims that he was born in Honolulu, HI on August 4, 1961, although various outlets, including some in the United States and from his then-literary agent<\/a>, first reported him as born in Kenya or Indonesia, respectively.<\/p>\n Article II, Section 1, clause 5 of the U.S. Constitution requires the president and commander-in-chief to be a \u201cnatural born Citizen<\/a>,\u201d which is not precisely defined in any of the founding documents.<\/p>\n Many have raised the issue of \u201callegiance<\/a>\u201d as having been in the forefront of the Founders\u2019 minds when they included the \u201cnatural born Citizen\u201d clause during the 1787 Constitutional Convention.<\/p>\n Obama has been particularly \u201cwelcoming<\/a>\u201d to \u201cimmigrants,\u201d whether or not they arrived legally, and has himself been termed \u201can immigrant<\/a>\u201d by former New Mexico Gov. Bill Richardson.\u00a0 It is generally understood, as evidenced by multiple congressional attempts to alter it, that the \u201cnatural born Citizen\u201d requirement excludes anyone who became a U.S. citizen by naturalization.<\/p>\n Trump made it clear that he interpreted presidential eligibility to mean, at a minimum, that a candidate was born in the U.S.\u00a0 He then released his own short-form, then a more detailed \u201clong-form\u201d birth certificate presumably to demonstrate that obtaining the documents is not a difficult nor time-consuming process.<\/p>\n On April 27, 2011, the White House released the long-form image and held a press conference in which Obama claimed<\/a> that \u201cadditional information\u201d was made available to the public \u201cabout the site of my birth.\u201d<\/p>\n Within 24 hours, however, the image was declared a forgery by several experts.<\/p>\n Concerned that their votes would be disenfranchised if the image were, in fact, a forgery, 242 members of the Surprise, AZ Tea Party approached Arpaio in August 2011 to request an investigation.\u00a0 Arpaio agreed, believing that Obama would soon be \u201ccleared<\/a>\u201d of any suspicion in regard to the reports of forgery of his long-form birth record.<\/p>\n Arpaio commissioned his Cold Case Posse, one of dozens of volunteer posses working as adjuncts to the MCSO, so that taxpayers would not bear the expense of their work.<\/p>\n Within three days, rather than \u201cclearing\u201d the image, posse members found that it presented a number of anomalies which could not be ignored.<\/p>\n On March 1, 2012, an initial press conference<\/a> was held in which Zullo and Arpaio demonstrated the evidence they had gathered which they said demonstrated \u201cprobable cause\u201d in the forgery of Obama\u2019s long-form birth certificate and Selective Service registration form<\/a>.\u00a0 A follow-up presser with more details took place on July 17, 2012<\/a> in which Arpaio called upon Congress to launch its own investigation.<\/p>\n
