Hillary Clinton&#8217;s campaign said on Nov. 26 that it will participate in the recount, exploring whether there was any \u201coutside interference\u201d in the election results.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>Elias said the campaign had \u201cnot uncovered any actionable evidence of hacking or outside attempts to alter the voting technology.\u201d But because of the margin of victory \u2014 and because of the degree of apparent foreign interference during the campaign \u2014 Elias said that Clinton officials had \u201cquietly taken a number of steps in the last two weeks to rule in or out any possibility of outside interference in the vote tally in these critical battleground states.\u201d He said that they would also participate in the <a href=\"http:\/\/www.washingtonpost.com\/news\/powerpost\/wp\/2016\/11\/25\/election-recount-underway-in-wisconsin-after-stein-files-petition\/\">Stein-initiated recount<\/a> in Wisconsin, and if Stein made good on efforts to prompt similar processes in Pennsylvania and Michigan, they would do so there, as well.<\/p>\n<p class=\"interstitial-link\"><i>[<a href=\"http:\/\/www.washingtonpost.com\/news\/post-politics\/wp\/2016\/11\/24\/why-are-people-giving-jill-stein-millions-of-dollars-for-an-election-recount\/\">Why are people giving Jill Stein millions of dollars for an election recount?<\/a>]<\/i><\/p>\n<p>\u201cThe campaign is grateful to all those who have expended time and effort to investigate various claims of abnormalities and irregularities,\u201d Elias said. \u201cWhile that effort has not, in our view, resulted in evidence of manipulation of results, now that a recount is underway, we believe we have an obligation to the more than 64 million Americans who cast ballots for Hillary Clinton to participate in ongoing proceedings to ensure that an accurate vote count will be reported.\u201d<\/p>\n<p>The recount effort is somewhat unusual in that it comes weeks after Clinton conceded \u2014 and at the urging and with the financial backing of a third-party candidate, Stein, who has no chance of winning, said election law expert Richard L. Hasen, a law professor at the University of California at Irvine. Clinton, too, has virtually no chance of altering the result, given that she would have to reverse not just Wisconsin, but also Michigan and Pennsylvania, to become president, Hasen said.<\/p>\n<p>Recounts can change outcomes. Sen. Al Franken (D-Minn.) famously defeated Norm Coleman for the seat he now holds after a months-long recount and legal battle, even though Coleman seemed initially to have a lead. But the margins are usually in the hundreds, not thousands, and typically, recounts are initiated by candidates in close races refusing to accept defeat, as is the case in the <a href=\"http:\/\/www.washingtonpost.com\/news\/the-fix\/wp\/2016\/11\/10\/this-2016-race-still-isnt-over-and-its-about-to-get-ugly\/\">current North Carolina gubernatorial race between incumbent Pat McCrory (R) and Democrat Roy Cooper<\/a>, Hasen said.<\/p>\n<p>\u201cI don\u2019t think there\u2019s any realistic chance whatsoever that even if recounts are done in Michigan, Pennsylvania, and Wisconsin, that\u2019s going to change the outcome in the states, or in the presidential election generally,\u201d Hasen said.<\/p>\n<p>The presidential campaign was marked by fears that Russian hacking might affect the outcome, especially after Russian hackers penetrated the computer network of the <a href=\"http:\/\/www.washingtonpost.com\/world\/national-security\/russian-government-hackers-penetrated-dnc-stole-opposition-research-on-trump\/2016\/06\/14\/cf006cb4-316e-11e6-8ff7-7b6c1998b7a0_story.html\">Democratic National Committee<\/a> and were found to have <a href=\"http:\/\/www.washingtonpost.com\/world\/national-security\/hackers-have-attempted-more-intrusions-into-voter-databases-fbi-director-says\/2016\/09\/28\/03d4c942-859f-11e6-ac72-a29979381495_story.html\">attempted intrusions on voter registration databases<\/a>. The Washington Post also recently reported, citing researchers who tracked the phenomenon, that <a href=\"http:\/\/www.washingtonpost.com\/business\/economy\/russian-propaganda-effort-helped-spread-fake-news-during-election-experts-say\/2016\/11\/24\/793903b6-8a40-4ca9-b712-716af66098fe_story.html\">Russians created and spread fake news<\/a> about the election with the apparent goal of helping Donald Trump.<\/p>\n<p>During the campaign, Clinton criticized Trump for refusing to say that he would accept the election results if she won. Asked during an October debate whether he would do so, Trump responded that he would \u201ckeep you in suspense.\u201d Clinton called that answer \u201chorrifying\u201d and said Trump was \u201ctalking down our democracy.\u201d<\/p>\n<p>\u201cDonald Trump refused to say that he\u2019d respect the results of this election,\u201d her campaign later posted on Twitter. \u201cBy doing that, he\u2019s threatening our democracy.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Donald Trump refused to say that he\u2019d respect the results of this election. By doing that, he\u2019s threatening our democracy.<\/p>\n<p>&mdash; Hillary Clinton (@HillaryClinton) <a href=\"https:\/\/twitter.com\/HillaryClinton\/status\/789573422716182529?ref_src=twsrc%5Etfw\">October 21, 2016<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>In recent days, though, it is Clinton\u2019s supporters who have raised questions about the outcome of the election. A <a href=\"http:\/\/www.washingtonpost.com\/news\/post-nation\/wp\/2016\/11\/22\/the-department-of-justice-is-not-going-to-conduct-a-vote-audit-based-on-your-phoned-in-outrage\/?utm_term=.6bdbdd79e302\">viral<\/a> post spread by some Clinton backers, including actress Debra Messing, suggested \u2014 falsely \u2014 that the Justice Department was \u201ctallying calls\u201d from people who wanted an audit of the 2016 election and urged people to make their displeasure known.<\/p>\n<p>\u201cEven if it\u2019s busy, keep calling,\u201d one version said. \u201cWe should not back down from this.\u201d<\/p>\n<p>New York Magazine <a href=\"http:\/\/nymag.com\/daily\/intelligencer\/2016\/11\/activists-urge-hillary-clinton-to-challenge-election-results.html\">then reported<\/a> that Clinton was being urged \u201cby a group of prominent computer scientists and election lawyers\u201d to call for a recount in Wisconsin, Michigan and Pennsylvania, and the group had some evidence of possibly unusual activity. That fueled even more skepticism and <a href=\"http:\/\/www.nytimes.com\/2016\/11\/23\/us\/politics\/vote-count-hillary-clinton-trump.html?smid=tw-share&amp;_r=0&amp;mtrref=t.co&amp;gwh=90BB4E7A3693276568100E8FDED45D5C&amp;gwt=pay\">calls for action by Clinton supporters<\/a>.<\/p>\n<p>The evidence of possible malfeasance, though, was limited. According to New York Magazine, the group found that Clinton \u201creceived 7 percent fewer votes in counties that relied on electronic-voting machines compared with counties that used optical scanners and paper ballots,\u201d and that based on that \u201cstatistical analysis, Clinton may have been denied as many as 30,000 votes; she lost Wisconsin by 27,000.\u201d<\/p>\n<p>J. Alex Halderman, one of the academics reportedly involved, later <a href=\"http:\/\/medium.com\/@jhalderm\/want-to-know-if-the-election-was-hacked-look-at-the-ballots-c61a6113b0ba#.hwk7t4q4k\">wrote on Medium<\/a> that the deviations were \u201cprobably not\u201d the result of a cyberattack but that \u201c<span class=\"markup--quote markup--p-quote is-other\" data-creator-ids=\"anon\">the only way to know whether a cyberattack changed the result is to closely examine the available physical evidence\u200a \u2014 \u200apaper ballots and voting equipment in critical states like Wisconsin, Michigan, and Pennsylvania.\u201d<\/span><\/p>\n<p>Posting a link to a New York Times story about Clinton supporters calling for a recount, senior Trump adviser Kellyanne Conway said, \u201cLook who \u2018can\u2019t accept the election results.\u2019\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Look who &quot;can&#39;t accept the election results&quot; Hillary Clinton Supporters Call for Vote Recount in Battleground States <a href=\"https:\/\/t.co\/D4t6HbPUXG\">https:\/\/t.co\/D4t6HbPUXG<\/a><\/p>\n<p>&mdash; Kellyanne Conway (@KellyannePolls) <a href=\"https:\/\/twitter.com\/KellyannePolls\/status\/801786815560777728?ref_src=twsrc%5Etfw\">November 24, 2016<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Elias\u2019s post might fuel similar criticism. Notably, though, Clinton did not initiate the recount herself; Stein did, after raising millions of dollars to fund the effort and claiming this had been a \u201chack-riddled election.\u201d Elias said that the campaign had not planned to ask for a recount itself, because it had found no actionable evidence of hacking.<\/p>\n<p>The Clinton campaign had investigated the matter extensively. Elias said the campaign had \u201clawyers and data scientists and analysts combing over the results to spot anomalies\u201d and had also \u201cmonitored and staffed the post-election canvasses\u200a \u2014 where voting machine tapes are compared to poll-books, provisional ballots are resolved, and all of the math is double checked from election night.\u201d He said the campaign had also met with outside experts and \u201cattempted to systematically catalogue and investigate every theory that has been presented to us within our ability to do so.\u201d<\/p>\n<p>Now that a recount effort was underway, Elias said that it was \u201cimportant\u201d to participate in the proceedings. He played down the idea that the recount would change the outcome.<\/p>\n<p>\u201cWe do so fully aware that the number of votes separating Donald Trump and Hillary Clinton in the closest of these states\u00a0 \u2014 Michigan \u2014 well exceeds the largest margin ever overcome in a recount,\u201d Elias said. \u201cBut regardless of the potential to change the outcome in any of the states, we feel it is important, on principle, to ensure our campaign is legally represented in any court proceedings and represented on the ground in order to monitor the recount process itself.\u201d<\/p>\n<p>Brian Fallon, a spokesman for the Clinton campaign, rejected the notion that the campaign\u2019s actions might suggest to some that it was not accepting the election results.<\/p>\n<p>\u201cThe post says we would not have sought the recount on our own, that we see no evidence of tampering so far, and acknowledge the margin in Michigan, which is the tightest of the three, exceeds the largest deficit ever overcome in a recount,\u201d Fallon wrote to The Washington Post. \u201cWe note we are guarding our prerogatives now that someone else has launched a recount. Not sure what you could point to to suggest there is anything here that calls the results into question.\u201d<\/p>\n<p>According to a statement obtained by Reuters, Trump called the Green Party\u2019s bid to recount the Wisconsin votes a \u201cscam,\u201d arguing that Clinton had already conceded and that \u201cthe results of this election should be respected instead of being challenged and abused.\u201d<\/p>\n<p>Wisconsin had the earliest recount deadline of the three states in question.
