The claim that racially motivated police officers are routinely targeting young black men across America was at the center of two nights of rioting in Milwaukee that followed the fatal shooting of a 23-year-old man by a city officer<\/span><\/a>.<\/span><\/p>\n Once again, although the investigation is ongoing, the prevailing narrative on the street doesn\u2019t appear to match the facts. Based on video from the body camera of the officer \u2013 who is black \u2013 23-year-old Sylville Smith ran from police after a traffic stop and was shot only after he raised his gun at the officer after being told to drop it.<\/span><\/p>\n Milwaukee Country Sheriff David Clarke, an African-American, believes there is a serious social problem at the heart of the unrest and the incidents with police nationwide.<\/span><\/p>\n But he thinks racism is not the chief cause.<\/span><\/p>\n In an interview on Fox News\u2019s \u201cAmerica\u2019s Newsroom\u201d with Martha MacCallum<\/span><\/a>, Clarke said the police shooting Saturday was simply an \u201cigniter.\u201d<\/span><\/p>\n \u201cHere is what causes riots,\u201d he said. \u201cWe have inescapable poverty in the city of Milwaukee. Milwaukee is sixth poorest city in America. You have massive black unemployment, I think at 32 percent. You have a failing K-12 public education system. It\u2019s one of the worst in the nation. You have questionable lifestyle choices. Some of this is self-inflicted. All the kids with no fathers around, father, absent homes. When fathers are not around to shape behavior of young men, they often times grow up to be unmanageable misfits.\u201d<\/span><\/p>\n Clarke noted there was no rioting in response to four other murders in Milwaukee the night before.<\/span><\/p>\n Citing statistics showing that about 70 percent of children born in Milwaukee don\u2019t have \u201can engaged father in their life,\u201d he said it\u2019s \u201cprogressive policies that have marginalized black dads.\u201d<\/span><\/p>\n \u201cThey push them to the side, said you\u2019re not needed. Uncle Sam is going to be the dad. He\u2019s going to provide for kids. He\u2019s going to feed the kids,\u201d Clarke said.<\/span><\/p>\n \u201cBut Uncle Sam has been a horrible father. Uncle Sam does not like the kids. He keeps a little food in their mouth and that\u2019s about it. But we all know the importance of an intact family, what it can do to shape behavior of kids.\u201d<\/span><\/p>\n The impact of the welfare state can be seen in other cities as well, he said, naming Chicago, Baltimore and New York as examples.<\/span><\/p>\n \u201cThis has been a total collapse, a disaster,\u201d he said. \u201cThese progressive policies have hit the black community like a nuclear blast. And until we reverse this, this government dependency, that is what creates all of this, and it encourages it by the way, along with questionable lifestyle choices.\u201d<\/span><\/p>\n Clarke said that \u201cuntil the black community does self-evaluation and until they begin to self-criticize about some of the lifestyle choices they are making, this stuff is going to continue to fester and it\u2019s going to continue.\u201d<\/span><\/p>\n He specifically called on Milwaukee\u2019s \u201cpolitical class,\u201d led by \u201cprogressive Democrats,\u201d to be honest and admit the government dependency they have established has \u201cbackfired.\u201d<\/span><\/p>\n The sheriff, however, advocated gradual reform, saying \u201cyou can\u2019t pull rug out from under people all at once.\u201d<\/span><\/p>\n \u201cLet\u2019s slowly start to reverse this and make people, make people reach for self-sufficiency.
