{"id":42965,"date":"2016-07-12T10:29:04","date_gmt":"2016-07-12T14:29:04","guid":{"rendered":"https:\/\/stateofthenation2012.com\/?p=42965"},"modified":"2016-07-12T10:30:12","modified_gmt":"2016-07-12T14:30:12","slug":"police-killer-robot-used-in-dallas-stirs-human-rights-controversy","status":"publish","type":"post","link":"https:\/\/stateofthenation2012.com\/?p=42965","title":{"rendered":"POLICE \u2018KILLER ROBOT\u2019 USED IN DALLAS STIRS HUMAN RIGHTS CONTROVERSY"},"content":{"rendered":"<p><!--more-->by Nadia Prupis<br \/>\nCommon Dreams<\/p>\n<p><strong>(<a href=\"http:\/\/www.commondreams.org\/news\/2016\/07\/08\/arms-experts-sound-human-rights-alarm-over-killer-robot-dallas\" target=\"_blank\">CommonDreams<\/a>)\u00a0<\/strong>As news emerges that police officers in Dallas, Texas used an armed robot to kill the suspected shooter in <a href=\"http:\/\/www.commondreams.org\/news\/2016\/07\/08\/five-dallas-officers-dead-after-calculated-ambush-during-peaceful-march\">Thursday night\u2019s ambush<\/a>, experts are warning that it represents a sea change in police militarization that only heightens risks to human and constitutional rights.<\/p>\n<p>Dallas Police Chief David Brown <a href=\"http:\/\/www.theverge.com\/2016\/7\/8\/12128230\/dallas-police-bomb-disposal-robot-explosives-killed-shooting-suspect\">said<\/a> Friday morning during a press conference that police \u201csaw no other option but to use our bomb robot and place a device on its extension for it to detonate\u201d where the suspect had taken refuge in a parking garage as police tried to negotiate with him, adding that he was \u201cdeceased as a result of detonating the bomb.\u201d<\/p>\n<p>The suspect, identified as Micah Xavier Johnson, was killed around 2:30am Friday morning after an hours-long standoff with police. The shootings killed five officers and left more than a dozen people injured. Johnson reportedly confirmed that he had acted alone and was not affiliated with any group.<\/p>\n<p>Many <a href=\"http:\/\/twitter.com\/elizabeth_joh\/status\/751404324639481857?ref_src=twsrc%5Etfw\">noted<\/a> that this appears to be the first time that domestic police have used a lethal robot to kill a suspect.<\/p>\n<p>According to Marjorie Cohn, Professor Emerita at the Thomas Jefferson School of Law and editor and contributor to <em>Drones and Targeted Killings: Legal, Moral, and Geopolitical Issues<\/em>, it\u2019s a sign that U.S. law enforcement is continuing to go in \u201cthe wrong direction.\u201d<\/p>\n<p>\u201cThe fact that the police have a weapon like this, and other weapons like drones and tanks, is an example of the militarization of the police and law enforcement\u2014and goes in the wrong direction,\u201d Cohn told <em>Common Dreams<\/em>. \u201cWe should see the police using humane techniques, interacting on a more humane level with the community, and although certainly the police officers did not deserve to die, this is an indication of something much deeper in the society, and that\u2019s the racism that permeates the police departments across the country. It\u2019s a real tragedy.\u201d<\/p>\n<p>As security expert and University of Pennsylvania professor Matt Blaze <a href=\"http:\/\/twitter.com\/mattblaze\/status\/751416193563693056?ref_src=twsrc%5Etfw\">noted<\/a> on Twitter on Friday, numerous safety concerns about the robot\u2019s protocols\u2014for example, how easily it might be hacked\u2014remain unaddressed.<\/p>\n<p>\u201cHow was the control link to the Dallas bomb robot secured? Stakes go *way* up when something like this is repurposed as a weapon,\u201d he wrote.<\/p>\n<p>As <em>Popular Science<\/em> tech editor David Gershgorn also <a href=\"http:\/\/www.popsci.com\/police-used-bomb-disposal-robot-to-kill-dallas-shooting-suspect\">explained<\/a>:<\/p>\n<p><em>Repurposing a robot that was created to prevent death by explosion clearly contrasts with the way these machines are normally used. Bomb disposal robots are routinely used to minimize the potential of harm to officers and civilians when disarming or clearing potential explosives from an area. They are often equipped with <a class=\"linkTargets-processed external\" href=\"http:\/\/www.youtube.com\/watch?v=dbgOzkIKVaw\">their own explosive charges and other tools<\/a>, not to kill, but detonate other potential bombs in the area.<\/em><\/p>\n<p>Questions also arose regarding the necessity of the suspect\u2019s killing after he reportedly told police during negotiations that there were \u201cbombs all over\u201d downtown Dallas.<\/p>\n<p>As Cohn noted, officers could have determined where those devices were located, \u201cif in fact there are bombs,\u201d had they left the suspect alive. Moreover, she said, killing him violated his constitutional right to due process.<\/p>\n<p>\u201cPolice cannot use deadly force unless there\u2019s an imminent threat of death or great bodily injury to them or other people. If the suspect was holed up in a parking garage and there was nobody in immediate danger from him, the police could have waited him out. They should have arrested him and brought him to trial,\u201d Cohn said. \u201cDue process is not just enshrined in our constitution, it\u2019s also enshrined in the International Covenant on Civil and Political Rights, which the U.S. has ratified, making it part of U.S. law.\u201d<\/p>\n<p>Many noted the connection between potentially the first use of an armed robot in domestic policing and the deployment of such tools in active war zones. Defense technology expert Peter W. Singer <a href=\"http:\/\/twitter.com\/peterwsinger\/status\/751407875696787456\">wrote<\/a> on Twitter, \u201cthis is 1st use of robot in this way in policing.
