{"id":37979,"date":"2016-05-13T16:18:18","date_gmt":"2016-05-13T20:18:18","guid":{"rendered":"https:\/\/stateofthenation2012.com\/?p=37979"},"modified":"2016-05-13T16:24:05","modified_gmt":"2016-05-13T20:24:05","slug":"california-tax-revenues-miss-projections-by-1-billion-as-residents-flee-the-state","status":"publish","type":"post","link":"https:\/\/stateofthenation2012.com\/?p=37979","title":{"rendered":"California Tax Revenues Miss Projections By $1 Billion As Residents Flee The State"},"content":{"rendered":"<p><!--more-->ZeroHedge.com<\/p>\n<p>Tax revenues for the state of California have come in nearly a billion dollars below projections, which is causing Governor Jerry Brown to amend his $171 billion spending plan that was just proposed in January.<\/p>\n<p><a href=\"http:\/\/www.zerohedge.com\/sites\/default\/files\/images\/user51698\/imageroot\/2016\/05\/13\/20160513_california1_0.PNG\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.zerohedge.com\/sites\/default\/files\/images\/user51698\/imageroot\/2016\/05\/13\/20160513_california1_0.PNG\" width=\"600\" height=\"320\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>As Reuters <a href=\"http:\/\/www.reuters.com\/article\/us-california-budget-idUSKCN0Y41CO\">reports<\/a>, <strong>California&#8217;s tax revenues came in $869 million less than forecast for the first four months of the year.<\/strong> Governor brown is now expected to cut some of the proposed spending increases in education, healthcare and infrastructure as a result of the miss.<\/p>\n<blockquote>\n<div class=\"quote_start\"><\/div>\n<div class=\"quote_end\"><\/div>\n<p><em>&#8220;We had to adjust our fiscal plan to account for the fact that among other things April receipts were about a billion dollars below what the month&#8217;s projections had been&#8221; said spokesman H.D. Palmer.<\/em><\/p><\/blockquote>\n<p>Many things were blamed for the shortfall, from slower than expected wage growth (<a href=\"http:\/\/www.zerohedge.com\/news\/2016-03-28\/california-says-hell-economics-will-hike-minimum-wage-15hour\">there&#8217;s a fix for that!<\/a>), to lower capital gains taxes from a struggling market. While those were surely a factor, perhaps the biggest reason is the one that was also unmentioned: <strong>residents are fleeing the state in droves, <a href=\"http:\/\/www.zerohedge.com\/news\/2016-04-05\/california-governor-signs-minimum-wage-increase-admits-it-doesn%E2%80%99t-make-economic-sens\">with over 250,000 moving out of the state between 2013-2014 alone<\/a>.\u00a0<\/strong><\/p>\n<p>Recall that based on a study of IRS tax returns, over 250,000 California residents moved out of the state between 2013-2014, and as we <a href=\"http:\/\/www.zerohedge.com\/news\/2016-04-05\/california-governor-signs-minimum-wage-increase-admits-it-doesn%E2%80%99t-make-economic-sens\">reported a month ago<\/a>, one catalyst for this migration is also the most &#8220;unexpected&#8221; one: the unintended, adverse consequences of minimum wage increases.<\/p>\n<blockquote>\n<div class=\"quote_start\"><\/div>\n<div class=\"quote_end\"><\/div>\n<p>&#8220;First, you have to raise prices, otherwise you&#8217;ll be out of business,&#8221; Marmalade Cafe owner Selwyn Yosslowitz said. So higher prices for diners. That&#8217;s &#8220;first.&#8221; We imagine you can guess what&#8217;s &#8220;second.&#8221; &#8220;We will try to re-engineer the labor force,&#8221; Yosslowitz said. &#8220;Maybe try to reduce the number of bus boys and ask servers to bus tables.&#8221; In other words: &#8220;Maybe&#8221; we&#8217;ll fire some folks and the people who keep their jobs will have to be more efficient.<\/p><\/blockquote>\n<p>But the punchline is that when he signed California\u2019s minimum wage hike, none other than Governor Brown <a href=\"http:\/\/www.sacbee.com\/news\/politics-government\/capitol-alert\/article69842317.html\">was quoted as saying that <\/a>&#8220;<strong>economically, minimum wages may not make sense<\/strong>.&#8221;<\/p>\n<p>To Brown&#8217;s own shock, just one month later he finds he was absolutely correct.
