Rick Scott (R-FL) signed a bill into law Friday that bars state and local governments, and Medicaid managed care plans, from contracting with organizations that have any relationships with abortion clinics.<\/h2>\n<p>Another provision of the measure \u2013 which passed along party lines\u00a0\u2014 requires clinics that perform first-trimester abortions to have transfer agreements with local hospitals, or for abortionists to have hospital privileges nearby. Abortion clinics that provide second-trimester abortions, however, must meet both criteria, <a href=\"http:\/\/www.tbo.com\/news\/florida\/scott-signs-abortion-medical-marijuana-bills-20160325\/\" target=\"_blank\">reports<\/a> <em>AP Florida<\/em>.<\/p>\n<p>Still another provision bans the sale and donation of fetal tissue from aborted babies and also raises penalties for improper disposal of the remains of aborted babies. Some states have discovered that Planned Parenthood abortion clinics have contracted with waste management companies that burn aborted babies along with bio-hazard waste.<\/p>\n<p>\u201cIt\u2019s good news on Good Friday,\u201d said Pam Olsen of the International House of Prayer, praising the new law.<\/p>\n<p>The legislation prohibits state agencies, local governments, and Medicaid managed-care plans from making contracts with any organization that owns, operates, or has an affiliation with abortion clinics.<\/p>\n<p>Planned Parenthood president Cecile Richards expressed her disapproval with the new law.<\/p>\n<p><a href=\"http:\/\/twitter.com\/PPact\/status\/713456188143173632\/photo\/1?ref_src=twsrc%5Etfw\">http:\/\/twitter.com\/PPact\/status\/713456188143173632\/photo\/1?ref_src=twsrc%5Etfw<\/a><\/p>\n<p>\u201cAs a result of this bill, thousands of people across Florida may no longer be able to access essential reproductive health care, such as cancer screenings, birth control, and well-woman exams,\u201d Richards said in a statement. \u201cThis cruel bill is designed to rip health care away from those most at risk.\u201d<\/p>\n<p>Despite Planned Parenthood\u2019s six-figure ad buy to pressure Scott into vetoing the measure, and the delivery of 12,000 signatures on a petition to his office, the governor has been a supporter of pro-life legislation.<\/p>\n<p>\u201cHe\u2019s signed every pro-life bill that\u2019s come across his desk,\u201d Olsen said.<\/p>\n<p>Nevertheless, Planned Parenthood and abortion activists are vowing to fight the new law.<\/p>\n<p><a href=\"http:\/\/twitter.com\/PPact\/status\/713429290071814144\/photo\/1?ref_src=twsrc%5Etfw\">http:\/\/twitter.com\/PPact\/status\/713429290071814144\/photo\/1?ref_src=twsrc%5Etfw<\/a><\/p>\n<p>\u201cWe\u2019re evaluating all of our options and will do everything in our power to protect access to care,\u201d said Laura Goodhue, executive director of the Florida Alliance of Planned Parenthood Affiliates.<\/p>\n<p>State House sponsor Colleen Burton (R), however, said an amendment approved by the Senate before the final votes ensured the bill is constitutional.<\/p>\n<p>Regarding the abortion safety requirements \u2013 which many states have passed in the wake of the conviction of abortionist Kermit Gosnell \u2014\u00a0Ingrid Delgado of the Florida Conference of Catholic Bishops said in a statement, \u201cAbortionists will finally be held to the same standard as all other physicians who perform invasive procedures in a non-hospital setting by the requirement to have admitting privileges or a transfer agreement with a nearby hospital.\u201d<\/p>\n<p>In 2013, the Gosnell case served as the impetus for Texas\u2019 abortion safety law. Gosnell \u2013 who was convicted of murder for severing the spinal cords of babies born alive during abortions \u2013 also was found guilty in the death of one of his patients due to an anesthesia overdose. Despite complaints about the abuses occurring in Gosnell\u2019s abortion clinic, both the abortion industry and the state of Pennsylvania failed to intervene in his \u201chouse of horrors\u201d for nearly two decades.<\/p>\n<p><a href=\"http:\/\/www.breitbart.com\/big-government\/2016\/03\/02\/pro-life-groups-urge-supreme-court-to-consider-womens-health-and-safety-in-abortion-clinics-and-right-of-states-to-regulate\/\">Texas<\/a> is now awaiting a decision by the U.S. Supreme Court on a challenge to its abortion safety law.<\/p>\n<p>\u201cIt is incomprehensible that opponents suggest the bill makes women less safe,\u201d Delgado said about the Florida law.<\/p>\n<p>The new law also officially changes the definition of the first trimester of pregnancy to the period from fertilization through the end of the\u00a011th\u00a0week. Additionally, the measure requires at least 50 percent of abortion clinic records to be inspected each year.<\/p>\n<p>Within the last several days alone, states such as <a href=\"http:\/\/www.breitbart.com\/big-government\/2016\/03\/25\/indiana-gov-mike-pence-signs-bill-banning-abortions-due-to-disabilities-sex-race\/\">Indiana<\/a> and <a href=\"http:\/\/www.breitbart.com\/big-government\/2016\/03\/25\/arizona-gov-doug-ducey-expected-to-sign-3-abortion-restricting-bills\/\">Arizona<\/a> have also passed new abortion restrictions. Last October, GOP presidential contender\u00a0<span class=\"scoreregex\" data-govtrackid=\"412573\" data-title=\"Sen\" data-first=\"Ted\" data-last=\"Cruz\" data-party=\"R\" data-state=\"TX\" data-grade=\"A\" data-average=\"97\" data-link=\"ted-cruz\/?utm_campaign=breitbartapi&amp;utm_medium=api&amp;utm_source=breitbart\" data-image=\"412573.jpeg\">Sen. Ted Cruz (R-TX)\u00a0<\/span><a href=\"http:\/\/www.breitbart.com\/big-government\/2015\/10\/03\/exclusive-ted-cruz-state-legislatures-governors-stand-lead-defunding-planned-parenthood\/\">told<\/a> Breitbart News in New Hampshire that state legislatures and governors need to \u201cstand up and lead\u201d on defunding Planned Parenthood, since Congress has been unwilling to do so.<\/p>\n<p>\u201cI encourage every state legislature and every governor to stand up and lead on Planned Parenthood,\u201d Cruz said. \u201cUnfortunately, Republican leadership in Washington is unwilling to lead and, indeed, it\u2019s Republican leadership who\u2019s joined with Barack Obama in leading the fight to preserve taxpayer funding for Planned Parenthood.\u201d<\/p>\n<p>The new abortion restrictions come in the wake of a series of undercover videos that exposed Planned Parenthood\u2019s apparent practices of selling the body parts of babies it aborts and altering the position of babies during abortion in order to harvest the most intact organs.<\/p>\n<p>Though Planned Parenthood has denied any wrongdoing in its sale of body parts, the abortion business also released a statement in October announcing it will no longer accept payments for aborted fetal tissue.
