But a procedural move kept the bill alive \u2014 and the prospect it may gain another review by the committee in the Legislature\u2019s scheduled closing two weeks.<\/p>\n<p>A similar bill (HB 191) has already cleared the full House. But the Senate has<a href=\"http:\/\/www.mypalmbeachpost.com\/news\/news\/state-regional-govt-politics\/gop-says-house-bill-regulates-fracking-dems-say-it\/nk4gJ\/\"> loomed as an obstacle<\/a> to the pro-fracking campaign, having rejected a drive to approve the technique last year.<\/p>\n<p>Two-dozen counties, <a href=\"http:\/\/eyeonpbc.blog.palmbeachpost.com\/2015\/10\/20\/654\/\">including Palm Beach County, <\/a>have either banned fracking or support a statewide ban.<\/p>\n<p>The legislation would bar local governments from enacting prohibitions on the practice, which involves drilling deep below ground and the introduction of toxic chemicals that destroy rock, freeing oil or gas reserves.<\/p>\n<p>Fracking currently is not regulated at the statewide level in Florida. Supporters of the legislation say it would set some standards for the industry.<\/p>\n<p>\u201cThe ability to frack exists today,\u201d said Sen. Garrett Richter, R-Naples, sponsor of the measure. \u201cThis bill establishes a moratorium until a number of conditions are met.\u201d<\/p>\n<p>But dozens of citizens and representatives of environmental groups argued argued against the legislation, saying they don\u2019t trust state regulators and that Florida\u2019s fragile waterways and close-to-the-surface aquifer made fracking especially risky.<\/p>\n<p>\u201cThis is not a good bill for the people of Florida,\u201d said Sen.
