<\/a>Rep. Paul Ryan (R-WI)’s [has a\u00a056% Liberty Score] first major legislative achievement is a total and complete sell-out of the American people masquerading as an appropriations bill.<\/h2>\n
Too harsh, you say? Let the programs, the spending, and the implications speak for themselves.<\/p>\n
(1) Ryan\u2019s Omnibus Fully Funds\u00a0DACA<\/span><\/strong><\/p>\n Though much of the public attention has surrounded the President\u2019s 2014 executive amnesty, the President\u2019s 2012 amnesty quietly continues to churn out work permits and federal benefits for hundreds of thousands of illegal aliens. Paul Ryan\u2019s bill funds entirely this 2012 executive amnesty for \u201cDREAMers\u201d\u2014or illegal immigrants who came to the country as minors.<\/p>\n Specifically, Division F of Ryan\u2019s omnibus bill contains no language that would prohibit the use of funds to continue the President\u2019s unconstitutional program. Obama\u2019s executive action, known as Deferred Action for Childhood Arrivals (DACA), has granted around 700,000 illegal aliens with work permits, as well as the ability to receive tax credits and federal entitlement programs. A recent GAO\u00a0report<\/a>\u00a0documented how this illegal amnesty program for alien youth is, in large part, responsible for the illegal alien minor surge on our southern border.<\/p>\n In 2013, Paul Ryan\u00a0said<\/a>\u00a0that it is his job as a U.S. lawmaker to put himself in the shoes of \u201cthe DREAMer who is waiting\u201d and work to find legislative solutions to his or her problems.<\/p>\n (2) Ryan\u2019s Omnibus Funds\u00a0Sanctuary Cities<\/span><\/strong><\/p>\n Five months ago, 32-year-old Kate Steinle was bleeding to death in her father\u2019s arms.\u00a0<\/span>She was gunned down in broad daylight by a five-time deported criminal alien whose presence in the country was the direct result of San Francisco\u2019s refusal to comply with U.S. immigration law\u2014yet Paul Ryan\u2019s omnibus rewards these lawless Sanctuary Cities with federal grants. Division B Title II of Ryan\u2019s omnibus funds various grant programs for the Department of Justice (pages 167, 168, and 169) and contains no language that would restrict the provision of such grants to sanctuary jurisdictions.<\/p>\n In a Congressional hearing, Steinle\u2019s father\u00a0demanded<\/a>\u00a0Congressional action and\u00a0recalled<\/a>\u00a0his daughter\u2019s dying words: \u201cHelp me, Dad.\u201d<\/p>\n (3) Ryan\u2019s Omnibus Funds All Refugee Programs<\/span><\/strong><\/p>\n Despite broad support amongst Republican lawmakers for a proposal introduced by<\/p>\n Rep. Brian Babin (R-TX)<\/span><\/p>\n to halt all refugee resettlement, Ryan\u2019s appropriations bill will fund President Obama\u2019s refugee resettlement operation and will allow for the admission of tens of thousands of refugees with access to federal benefits. Division H Title II of Ryan\u2019s bill contains appropriations of the Department of Health and Human Services (HHS) and contains no language that would restrict the program. Nor are there any restrictions for the program in Division K of Ryan\u2019s bill, which provides funding for the Department of State, which oversees refugee admissions.Ryan is not one\u00a0of the\u00a084 cosponsors<\/a>\u00a0of Ba<\/span>bin\u2019s bill to halt the refugee operation, and he recently\u00a0told<\/a>\u00a0Sean Hannity that he does not support halting resettlement because, \u201c<\/span>We\u2019re a compassionate country. The\u00a0refugees laws are important laws.\u201d Similarly, this outcome represents a legislative win for <\/span><\/p>\n Sen. Marco Rubio (R-FL)<\/span><\/p>\n , who\u00a0told<\/a>\u00a0Sean Hannity he\u2019d \u201chate to use\u201d Congress\u2019s power of the purse to\u00a0deny funding for Obama\u2019s resettlement operation.(4) Ryan\u2019s Omnibus Funds\u00a0All of the Mideast Immigration Programs That Have Been Exploited by Terrorists in Recent Years<\/span><\/strong>\u00a0<\/span><\/strong><\/p>\n Although multiple immigrant and visa programs in recent years have been exploited by terrorists (such as the F-1 \u201cstudent\u201d visa, the K-1 \u201cfianc\u00e9e\u201d visa, and our green card and refugee programs), Ryan\u2019s proposal does nothing to limit admissions from jihadist-prone regions. As Senators Shelby and Sessions\u00a0<\/span>of Alabama\u00a0noted<\/a>\u00a0in a joint statement: \u201cThe omnibus would put the U.S. on a path to approve admission for hundreds of thousands of migrants from a broad range of countries with jihadists movements over the next 12 months, on top of all the other autopilot annual immigration.\u201d<\/p>\n (5) Ryan\u2019s Omnibus Funds\u00a0Illegal Alien Resettlement<\/span><\/strong><\/p>\n On page 917 of Ryan\u2019s omnibus a section titled\u00a0<\/strong>\u201cRefugee and Entrant Assistance\u201d funds the President\u2019s resettlement of illegal immigrant border\u00a0crossers.<\/span><\/p>\n (6) Ryan\u2019s Omnibus Funds the Release of Criminal Aliens<\/span><\/strong><\/p>\n Senior legislative aides tell\u00a0Breitbart\u00a0News that Ryan\u2019s bill\u00a0<\/span>does not do anything to change the enforcement priorities that Jeh Johnson established a little over a year ago that would shield entire categories of criminal aliens from immigration law, nor does it include language\u00a0recommended<\/a>\u00a0by Sessions and Shelb<\/span>y to \u201cdeny the expenditure of funds to issue visas to countries that refuse to repatriate criminal aliens.\u201d<\/span><\/p>\n (7)\u00a0Ryan\u2019s Omnibus Quadruples<\/strong><\/span>\u00a0H-2B Foreign Worker Visas\u00a0<\/strong><\/span><\/p>\n Despite Ryan\u2019s\u00a0<\/span>pledge<\/a>\u00a0not to move an immigration compromise with President Obama,\u00a0<\/span>tucked 700 pages into Ryan\u2019s spending bill is language that would resuscitate and expand a controversial provision of the Schumer-Rubio Gang of Eight plan to increase the H-2B visa program.<\/p>\n The provision \u201cwould quadruple the number of H-2B visas for unskilled guest workers, for a total of more than 250,000,\u201d writes immigration attorney Ian Smith.\u00a0The Americans who fill these jobs are typically \u201csociety\u2019s most vulnerable \u2014 including single women, the disabled, the elderly, minorities, teenagers, students, and first-generation immigrants,\u201d \u00a0Smith\u00a0<\/span>explains<\/a>.<\/span><\/p>\n A recent BuzzFeed expos\u00e9\u00a0<\/span>revealed<\/a>\u00a0how this program allows businesses to discriminate against American workers and \u201cdeliberately den[y] jobs to American workers so they can hire foreign workers on H-2 visas instead.\u201d As one GOP aide told Breitbart News, \u201cThis provision is a knife in the heart of the working class, and African Americans.\u201d<\/span><\/p>\n (8)\u00a0<\/span>Ryan\u2019s<\/span>\u00a0Omnibus Funds\u00a0Tax Credits for Illegal Aliens<\/span><\/strong><\/p>\n Ryan\u2019s bill\u00a0preserves<\/a>\u00a0the expansion of the President\u2019s expiring child tax credits without any accompanying language to prevent illegal aliens from receiving those tax credits. While Sen. Sessions attempted to\u00a0include language in the bill\u00a0that would prevent illegal immigrants from receiving tax credits, his recommendation was rejected.<\/p>\n (9) Ryan\u2019s Omnibus Locks-In Huge Spending Increases<\/strong><\/p>\n The bill funds the Obama-Boehner budget deal, which eliminated spending caps, and will\u00a0increase<\/a>\u00a0both defense and non-defense spending next year by $25 billion more each.<\/p>\n (10) Ryan\u2019s Omnibus Fails\u00a0to Allocate Funds to Complete the 700-Mile Double-Layer Border Fence That Congress Promised the American People<\/strong><\/p>\n Nearly a decade ago with the passage of the 2006 Secure Fence Act, the American people were promised a 700-mile double-layer border fence. However, funding for the fence was later gutted and, as a result, its construction was never completed. Despite heightened media focus over the past six months about Americans\u2019 desire for this barrier to illegal entry, Ryan\u2019s bill does not require that funds be allocated to finish the construction of the 700-mile double-layer fence.<\/p>\n A vote could occur as early as Thursday after midnight, giving lawmakers and the public only one full business day to review the 2,242 page package<\/span>. The Ryan-Pelosi package represents nothing short of a complete and total betrayal of the American people.<\/span><\/p>\n Yet Ryan\u2019s omnibus\u00a0serves a second and equally chilling purpose. By locking in the President\u2019s refugee, immigration, and spending priorities, Ryan\u2019s bill\u00a0is\u00a0designed to keep these fights out of Congress by getting\u00a0them off the table for good. Delivering Obama these wins\u2013and pushing these issues\u00a0beyond the purview of Congress\u2013will suppress public attention to\u00a0the issues and, in so doing, will boost the candidacy of the Republican establishment\u2019s preferred presidential contenders,\u00a0who favor President Obama\u2019s immigration agenda.<\/p>\n What may prove most discouraging of all to Americans is that recent reports reveal\u00a0that conservatives in the so-called House Freedom Caucus\u00a0are praising Ryan even as he permanently locks in these irreversible and anti-American immigration policies.According to\u00a0Politico<\/em><\/a>, the House Freedom Caucus\u00a0will\u00a0\u201cgive Ryan a pass\u201d even as he funds disastrous policies that prioritize the interests\u00a0of foreign nationals\u00a0and global corporatists above the needs\u00a0of the American people whom lawmakers are supposed to represent.<\/p>\n
