Obama also vowed to work around provisions blocking the closure of the Guantanamo Bay detention camp.<\/p>\n<p>Obama signed the National Defense Authorization Act (NDAA) of 2016 on the eve of Thanksgiving, a four-day holiday for most Americans. He\u00a0<a href=\"http:\/\/www.rt.com\/usa\/319432-obama-vetoes-ndaa-gitmo\/\">previously vetoed<\/a> the $612 billion bill in a well-publicized ceremony in October, arguing that the lawmakers dodged the spending limits by shifting money into the warfighting slush fund.<\/p>\n<p>Although Congress then trimmed the bill down to $607 billion, the cuts did not affect the $300 million aid to the Ukrainian government, or the <em>\u201czombie\u201d<\/em> surveillance blimp program that has cost nearly $3 billion so far. It also left almost $500 million dedicated to arming and training <em>\u201cmoderate rebels\u201d<\/em> in Syria \u2013 a program the Pentagon had already abandoned.<\/p>\n<p>Originally intended to produce a 15,000-strong force by 2016, the program ended up with fewer than 200 fighters, who never even got to fight Islamic State militants. After training in Turkey and entering Syria, the first group of US-trained fighters was ambushed and captured by the Al-Qaeda affiliate Jabhat al-Nusra in August. The second group\u00a0<a href=\"http:\/\/www.rt.com\/news\/316247-us-syrian-rebels-surrender-nusra\/\">surrendered to Al-Nusra<\/a> in September, turning over all their US-supplied weapons and equipment. Only<em>\u201cfour or five\u201d<\/em> US-trained fighters were operating in Syria, Central Command head General Lloyd Austin told shocked lawmakers on September 16.<\/p>\n<div class=\"arcticle__read-more read-more\">\n<p><a class=\"read-more__link\" href=\"http:\/\/www.rt.com\/usa\/318425-obama-syria-strategy-russia\/\" target=\"_blank\"><img decoding=\"async\" class=\"read-more__cover\" src=\"http:\/\/img.rt.com\/files\/2015.10\/thumbnail\/561be1f9c461886f798b461b.jpg\" alt=\"U.S. President Barack Obama \u00a9 Kevin Lamarque\" \/><\/a><\/p>\n<p><a class=\"read-more__link\" href=\"http:\/\/www.rt.com\/usa\/318425-obama-syria-strategy-russia\/\" target=\"_blank\"><span class=\"read-more__footer\">Obama says he was \u2018skeptical\u2019 of Syria rebel boondoggle from the start<\/span><\/a><\/p>\n<\/div>\n<p>Obama did not insist on scrapping the program, even though he told \u201860 Minutes\u2019 that he had been <em>\u201cskeptical from the get-go\u201d<\/em>about its prospects for success.<\/p>\n<p>The NDAA specifically prohibits any US aid going to the <em>\u201cIslamic State of Iraq and Syria (ISIS), the Jabhat Al-Nusra Front, Al-Qaeda, the Khorasan Group, or any other violent extremist organization,\u201d<\/em> as well as the <em>\u201cSyrian Arab Army or any group or organization supporting President Bashir [sic] Assad.\u201d<\/em><\/p>\n<p>Entirely untouched by the cuts was the $300 million in funding for the<em> \u201cmilitary and other security forces of the Government of Ukraine,\u201d<\/em> as laid out in Section 1250 of the NDAA. The Pentagon will now be authorized to spend the money, in coordination with the Department of State, on providing intelligence, training, equipment, and logistics support to the Kiev regime, including the notorious <em>\u201cvolunteer battalions.\u201d<\/em><\/p>\n<p>The equipment the Pentagon is now authorized to provide Kiev will include <em>\u201canti-armor weapon systems, mortars, crew-served weapons and ammunition, grenade launchers and ammunition, and small arms and ammunition.\u201d<\/em>Counter-artillery radars, drones, and cyber capabilities are also included in the program.<\/p>\n<p>One of the points of contention between Obama and Congress was the provision in the NDAA blocking most of the White House initiatives to close down the camp in Guantanamo Bay, a US military base in Cuba.<\/p>\n<p>Established under former president George W.
