The call by the Russians for “a genuinely broad international
\ncoalition” to fight ISIS presents the opportunity for a positive
\nrole for the United Nations and the rule of law.<\/p>\n
Unilateral interventions by the Western powers in Iraq, Libya, Syria
\nand elsewhere have led to the disaster predicted years ago by many
\npundits who foresaw the high likelihood of regional turmoil.<\/p>\n
The decision by George W. Bush to take out Saddam Hussein has
\nbeen repeated by Obama in Libya and Syria to the chagrin of those
\nwho clearly warned of the dangers of such foreign entanglements.<\/p>\n
The Bush intervention has allowed Iran to emerge as a genuine
\nregional power as Shiite led Iraq has fallen under its control and
\nSyria remains a key ally along with Hezbollah in Lebanon.<\/p>\n
<\/p>\n
The decision by Putin in cooperation with China, the SCO
\n(Shanghai Cooperation Organization) and\u00a0other interested
\nparties has created a new counter-force to the West in the
\nfight against ISIS.<\/p>\n
This is a proxy war in the emerging Cold War II.<\/p>\n
The comfort level of many to blame Obama ignores the key
\nrole played in this ongoing disaster by President Bush and the
\nneocon hawks of both parties in Congress who constantly
\nclamor for more use of force.<\/p>\n
Now the potential to stop the ongoing slaughter and humanitarian
\ndisaster of millions of refugees has emerged following the Russian
\nintervention that is designed to back Assad and prevent regime change.<\/p>\n
It is wonderful that the US and Russia are taking baby steps to
\n“deconflict” their actions in Syria to avoid triggering direct
\nconfrontation\u00a0that might lead to WWIII.<\/p>\n
But the UN Charter specifically outlines provision for international
\ncooperation by the military forces of the 5 Permanent members of
\nthe Security Council in this type of situation.<\/p>\n
Instead of name-calling and finger-pointing in a futile blame game
\nto see who can look less culpable for creating this tragedy, it is well
\npast time for those who established the UN to follow the procedures
\nthey agreed to.<\/p>\n
If we are to truly save succeeding generations from the scourge of war
\nand\u00a0reaffirm faith in human rights, then our leaders should invoke
\nthe formula\u00a0in the Charter designed to assure the pacific settlement
\nof disputes.<\/p>\n

\nintervening by invitation in Syria, whereas we are violating the UN
\nCharter by attacking in a country that does not want us to be there
\nwhile supporting forces using violence to achieve regime change.
