By the time the British left it was down to below four per cent,&#8221; Tharoor said in the May 28 debate.<\/p>\n<p>&#8220;Why? Simply because India had been governed for the benefit of Britain.\u201d<\/p>\n<p><iframe loading=\"lazy\" src=\"http:\/\/renderer.qmerce.com\/interaction\/55b2a1c2c902770806c9d554\" width=\"600\" height=\"338\" frameborder=\"0\" scrolling=\"no\" data-interaction-id=\"55b2a1c2c902770806c9d554\"><\/iframe><\/p>\n<p>Mr Tharoor added that Indians had &#8220;literally paid for our own oppression,&#8221; as by the end of the 19th century they were the world&#8217;s biggest purchasers of British goods as well as providing employment for highly paid civil servants.<\/p>\n<p>\u201cIn fact, Britain\u2019s industrial revolution was actually premised upon the de-industrialisation of India,\u201d he said.<\/p>\n<p><a id=\"9231459\" href=\"http:\/\/www.telegraph.co.uk\/culture\/culturepicturegalleries\/9231459\/Tom-Cruises-Mission-Impossible-stunts.html\"><\/a><a href=\"http:\/\/www.telegraph.co.uk\/news\/politics\/david-cameron\/8430899\/David-Cameron-Britain-caused-many-of-the-worlds-problems.html\">\u2022 David Cameron: Britain caused many of the world&#8217;s problems<\/a><\/p>\n<p>The 15-minute speech has been viewed more than 1.5 million times on YouTube and was widely praised by the Indian press.<\/p>\n<p>Mr Modi responded to the speech earlier this week, saying: &#8220;Tharoor&#8217;s speech reflected the feelings of patriotic Indians on the issue and showed what impression one can leave with effective arguments by saying the right things at the right place.&#8221;<\/p>\n<p>Mr Tharoor, who has often been criticised by Congress president Sonia Gandhi for praising Mr Modi and his initiatives, also called on Britain to apologise for colonial rule.<\/p>\n<p><iframe loading=\"lazy\" src=\"http:\/\/player.ooyala.com\/iframe.html#ec=U0anhmOTregwQX1khRaIlIvX9sZsqpTf&amp;pbid=ZTIxYmJjZDM2NWYzZDViZGRiOWJjYzc5&amp;docUrl=http%3A%2F%2Fwww.telegraph.co.uk%2Fnews%2Fworldnews%2Fasia%2Findia%2F11762311%2FIndias-prime-minister-endorses-call-for-Britain-to-pay-reparations-for-colonial-rule.html\" width=\"540px\" height=\"302px\" frameborder=\"0\"><\/iframe><\/p>\n<p>&#8220;As far as I am concerned, the ability to acknowledge a wrong that has been done, to simply say sorry, will go a far, far, far longer way than some percentage of GDP in the form of aid,&#8221; he said.<\/p>\n<p>&#8220;What is required, it seems to me, is accepting the principle that reparations are owed.&#8221;<\/p>\n<p>Mr Modi, however, did not say whether he backed Mr Tharoor&#8217;s demand for an apology. The British High Commission in Delhi declined to comment.<\/p>\n<p>Mr Modi is due to visit Britain later this year.
