It might not start that way, and the actors might not think that it is. But nonetheless, sometimes it is.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">A few miles from my apartment, the Miami neighborhood Liberty City has yet to shake the aftereffects of the 1980 riots that sprang from the acquittal of four officers in the killing of a black man. In California, neighborhoods and property values remain scarred from the Watts Riots in 1965 and the Rodney King Riots in 1992. More recently in Ferguson, Mo., the long-term consequences of a few nights of looting and burning are <a href=\"http:\/\/fusion.net\/story\/104184\/ferguson-home-values-are-plummeting-and-residents-are-feeling-the-pain\/\"><span class=\"s2\">starting to be felt by residents and property owners<\/span><\/a>.<\/span><!--more--><\/p>\n<p class=\"p1\"><span class=\"s1\">So it makes sense, in a way, that facing a <a href=\"http:\/\/fusion.net\/story\/126291\/these-are-the-most-striking-pictures-of-the-freddie-gray-protests-in-baltimore\/\"><span class=\"s2\">weekend of protests<\/span><\/a> against the <a href=\"http:\/\/fusion.net\/story\/125876\/baltimore-police-reportedly-broke-their-new-seat-belt-policy-with-freddie-gray\/\"><span class=\"s2\">mysterious police-related death of resident Freddie Gray<\/span><\/a>, that Baltimore authorities would be on edge.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">What no one expected is what Baltimore Mayor Stephanie Rawlings-Blake admitted in a press conference on Sunday: that she asked the Baltimore Police Department to \u201cgive those who wished to destroy space to do that.\u201d<\/span><\/p>\n<div id=\"attachment_14523\" style=\"width: 686px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/stateofthenation2012.com\/wp-content\/uploads\/2015\/04\/Screen-Shot-2015-04-27-at-9.22.41-PM.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-14523\" class=\"wp-image-14523 size-full\" src=\"https:\/\/stateofthenation2012.com\/wp-content\/uploads\/2015\/04\/Screen-Shot-2015-04-27-at-9.22.41-PM.png\" alt=\"Screen Shot 2015-04-27 at 9.22.41 PM\" width=\"676\" height=\"446\" srcset=\"https:\/\/stateofthenation2012.com\/wp-content\/uploads\/2015\/04\/Screen-Shot-2015-04-27-at-9.22.41-PM.png 676w, https:\/\/stateofthenation2012.com\/wp-content\/uploads\/2015\/04\/Screen-Shot-2015-04-27-at-9.22.41-PM-300x198.png 300w\" sizes=\"auto, (max-width: 676px) 100vw, 676px\" \/><\/a><p id=\"caption-attachment-14523\" class=\"wp-caption-text\">AFP\/Getty Images<\/p><\/div>\n<p class=\"p4\"><span class=\"s1\">\u201cWe work very hard to keep that balance [between free speech and destructive elements], and to put ourselves in the best position to de-escalate,\u201d she said.&lt;div class=&#8221;player-unavailable&#8221;&gt;&lt;h1 class=&#8221;message&#8221;&gt;An error occurred.&lt;\/h1&gt;&lt;div class=&#8221;submessage&#8221;&gt;Unable to execute Javascript.&lt;\/h1&gt;&lt;\/div&gt;<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Overall, Baltimore <a href=\"http:\/\/www.baltimoresun.com\/news\/maryland\/baltimore-city\/bs-md-ci-protest-arrests-20150426-story.html\"><span class=\"s2\">police said<\/span><\/a> 34 arrests were made during Saturday\u2019s main demonstration, and six officers were allegedly injured.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Several downtown storefronts were smashed, and some police cars were damaged.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">But overall, the most of the <a href=\"http:\/\/www.wsj.com\/articles\/baltimore-police-arrest-34-as-freddie-gray-protests-death-turn-violent-1430073323\"><span class=\"s2\">damage was cosmetic<\/span><\/a>, and it might not cost the city or property owners a fortune to fix. Either that, or it might have been worth the calculation from city officials to sacrifice a little public property for the sake of allowing protesters to vent their anger, hopefully quelling unrest in the long run.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">This weekend\u2019s protests garnered international attention, drawing comments from everyone from <a href=\"http:\/\/twitter.com\/khamenei_ir\/status\/592268044639936513\"><span class=\"s2\">Iran\u2019s Ayatolla Seyed Ali Khamenei<\/span><\/a>, to Baltimore Orioles players, who basically were<a href=\"http:\/\/nypost.com\/2015\/04\/26\/insane-orioles-fans-claw-out-of-stadium-amid-freddie-gray-protests\/\"><span class=\"s2\"> trapped with fans inside of the stadium on Saturday night<\/span><\/a> due to the protests that were going on just outside, as a win against the Red Sox came to a close.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Despite her comments about creating a \u201cspace\u201d for more destructive elements in protests, Mayor Rawlings-Blake expressed disappointment on Sunday night at the \u201coutside forces\u201d who she said were \u201cinciting some of the \u2018shut this city down\u2019 sort of messaging,\u201d according to the Baltimore Sun.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Then, she made a <a href=\"http:\/\/www.baltimoresun.com\/news\/maryland\/baltimore-city\/bs-md-ci-protest-arrests-20150426-story.html\"><span class=\"s2\">call for peace<\/span><\/a>, which might not be too far away. Gray will be buried on Monday, and the Baltimore Police Department\u2019s full report on Gray\u2019s death should be released before next weekend.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">It could be very well that protests in Baltimore have already reached their peak of violence and destruction. Considering how volatile the situation looked going into last weekend, if it all pans out, there could be a case for other leaders to handle widespread protests like this differently.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Because sometimes, punching the punching bag really does take your anger away. And on the flip side, telling you not to punch the punching bag can only make you angrier.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><i>UPDATE: The Mayor\u2019s Office <\/i><a href=\"http:\/\/content.govdelivery.com\/accounts\/MDBALT\/bulletins\/10158de\"><span class=\"s2\"><i>issued a statement<\/i><\/span><\/a><i> this afternoon about the comments above:<\/i><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">BALTIMORE, Md. (April 27, 2015)\u2014Today, Howard Libit, Director of Strategic Planning and Policy, issued the following statement regarding Mayor Rawlings-Blake\u2019s comments on the rights of protesters:<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><i>\u201cWhat she is saying within this statement was that there was an effort to give the peaceful demonstrators room to conduct their peaceful protests on Saturday. Unfortunately, as a result of providing the peaceful demonstrators with the space to share their message, that also meant that those seeking to incite violence also had the space to operate. The police sought to balance the rights of the peaceful demonstrators against the need to step in against those who were seeking to create violence.<\/i><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><i>The mayor is not saying that she asked police to give space to people who sought to create violence. Any suggestion otherwise would be a misinterpretation of her statement.\u201d<\/i><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">This clarification is regarding comments made by Mayor Rawlings-Blake during a recent press conference. The mayor\u2019s original quote follows (emphasis and clarification added):<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><i>\u201cI\u2019ve made it very clear that I work with the police and instructed them to do everything that they could to make sure that the protesters were able to exercise their right to free speech. It\u2019s a very delicate balancing act, because, while we tried to make sure that they were protected from the cars and the other things that were going on, we also [as a result] gave those who wished to destroy space to do that as well.
