reads:\u00a0&#8220;You may have heard (or seen) Rudolph Giuliani\u2019s ranting about George Soros allegedly playing some nefarious role in Ukraine.&#8221;\u00a0<strong>The letter then directs people to a\u00a0<a href=\"https:\/\/www.washingtonpost.com\/outlook\/2019\/09\/30\/why-giuliani-is-blaming-his-own-problems-george-soros\/\"><em>Washington Post<\/em><\/a>\u00a0article\u00a0<\/strong>authored by Emily Tamkin &#8211; who has\u00a0<a href=\"https:\/\/foreignpolicy.com\/2017\/10\/10\/whos-afraid-of-george-soros\/\">previously written in Soros&#8217;s defense<\/a>\u00a0(and loves the word &#8216;boogeyman&#8217;).<\/p>\n<p>Giuliani has come under fire by the left for his recent work to uncover the truth behind several claims regarding Ukraine &#8211;\u00a0including meddling in the 2016 US election to benefit Hillary Clinton, as well as efforts to encourage\u00a0Ukraine&#8217;s new president, Volodomyr Zelensky, to\u00a0investigate former Vice President Joe Biden.<\/p>\n<p>Biden\u00a0<a href=\"https:\/\/www.zerohedge.com\/news\/2019-04-02\/forget-creepy-biden-has-major-ukraine-problem\">openly bragged<\/a>\u00a0last year about strongarming Ukraine when he threatened to withhold\u00a0<strong>$1 billion in US loan guarantees\u00a0<\/strong>unless\u00a0a prosecutor investigating energy giant Burisma Holdings &#8211; He says the embassy considered her requests an inappropriate solicitation of interference in the U.S. election.<\/p>\n<p>\u201c<strong>The Embassy got to know Ms. Chalupa because of her engagement with Ukrainian and other diasporas in Washington D.C., and not in her DNC capacity.\u00a0<\/strong>We\u2019ve learned about her DNC involvement later,\u201d Chaly said in a statement issued by his embassy. \u201c<strong>We were surprised to see Alexandra\u2019s interest in Mr. Paul Manafort\u2019s case. It was her own cause<\/strong>. The Embassy representatives unambiguously refused to get involved in any way, as we were convinced that this is a strictly U.S. domestic matter.<\/p>\n<p>\u201c<strong>All ideas floated by Alexandra were related to approaching a Member of Congress with a purpose to initiate hearings on Paul Manafort\u00a0<\/strong>or letting an investigative journalist ask President Poroshenko a question about Mr. Manafort during his public talk in Washington, D.C.,\u201d the ambassador explained. &#8211;<a href=\"https:\/\/thehill.com\/opinion\/white-house\/441892-ukrainian-embassy-confirms-dnc-contractor-solicited-trump-dirt-in-2016\"><em>The Hill<\/em><\/a><\/p><\/blockquote>\n<p>Chalupa, who told\u00a0<a href=\"https:\/\/www.politico.com\/story\/2017\/01\/ukraine-sabotage-trump-backfire-233446\"><em>Politico<\/em><\/a>\u00a0in 2017 that she had &#8220;developed a network of sources in Kiev and Washington, including\u00a0<strong>investigative journalists, government officials and private intelligence operatives<\/strong>,&#8221; said she &#8220;occasionally shared her findings with officials from\u00a0<strong>the DNC and Clinton&#8217;s campaign.<\/strong>&#8221;<\/p>\n<p>Giuliani also said that former Ukrainian prosecutor Viktor Shokin, Biden had fired, &#8220;<strong><u><a href=\"https:\/\/thehill.com\/opinion\/campaign\/435906-us-embassy-pressed-ukraine-to-drop-probe-of-george-soros-group-during-2016\">dropped the case<\/a><\/u>\u00a0on George Soros\u2019 company called AntAC,<\/strong>&#8221; adding &#8220;AntAC is the company where there\u2019s documentary evidence that they were producing false information about Trump, about Biden. Fusion GPS was there,\u201d Giuliani added. \u201c<strong>Go back and listen to Nellie Ohr\u2019s testimony. Nellie Ohr says that there was a lot of contract between Democrats and the Ukraine<\/strong>. Indeed,\u00a0<strong>OCCRP provides a hyperlink to the webpage for Soros\u2019s Open Society at the bottom left corner of every\u00a0<a href=\"https:\/\/www.occrp.org\/en\" target=\"_blank\" rel=\"noopener external noreferrer\">page<\/a>\u00a0on OCCRP\u2019s own website<\/strong>.<\/p>\n<p>Soros\u2019s Open Society was\u00a0<a href=\"https:\/\/www.occrp.org\/en\/about-us\" target=\"_blank\" rel=\"noopener external noreferrer\">listed<\/a>\u00a0as the number two donor in most of the annual financial records posted on OCCRP\u2019s website starting in 2012. Some years list Soros as the organization\u2019s top donor.<\/p>\n<p>OCCRP\u00a0<a href=\"https:\/\/www.occrp.org\/en\/about-us\" target=\"_blank\" rel=\"noopener external noreferrer\">advertises<\/a>\u00a0its other funders, including Google, the National Endowment for Democracy, the Rockefeller Brothers Fund and the U.S. State Department Bureau of Democracy, Human Rights and Labor.<\/p>\n<p>&#8211;<a href=\"https:\/\/www.breitbart.com\/politics\/2019\/09\/26\/dossier-2-0-whistleblower-complaint-relies-on-soros-funded-investigative-reporting-group-that-partnered-with-buzzfeed\/\"><em>Breitbart<\/em><\/a><\/p><\/blockquote>\n<p>According to\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2019\/09\/26\/dossier-2-0-whistleblower-complaint-relies-on-soros-funded-investigative-reporting-group-that-partnered-with-buzzfeed\/\"><em>Breitbart<\/em><\/a>, the whistleblower\u2019s account cites the OCCRP report on three more occasions, to:<\/p>\n<blockquote>\n<ul>\n<li>Write that Ukraine\u2019s Prosecutor General Yuriy Lutsenko \u201calso stated that\u00a0<strong>he wished to communicate directly with Attorney General Barr on these matters.<\/strong>\u201d<\/li>\n<li>Document that Trump adviser Rudi Giuliani \u201chad spoken in late 2018 to former Prosecutor General Shokin, in a Skype call arranged by two associates of Mr. Giuliani.\u201d<\/li>\n<li>Bolster the charge that, \u201cI also learned from a U.S. official that \u2018associates\u2019 of Mr. Giuliani were trying to make contact with the incoming Zelenskyy team.\u201d The so-called whistleblower then relates in another footnote, \u201cI do not know whether these associates of Mr. Giuliani were the same individuals named in the 22 July report by OCCRP, referenced above.\u201d<\/li>\n<\/ul>\n<\/blockquote>\n<p>Soros, meanwhile, is scrambling to disassociate his name and organizations from Giuliani&#8217;s investigation. According to the\u00a0<em>Washington Post&#8217;<\/em>s defense of the billionaire, &#8220;Soros, through his\u00a0<a href=\"https:\/\/www.opensocietyfoundations.org\/\">Open Society Foundations<\/a>, has indeed been\u00a0<a href=\"https:\/\/www.opensocietyfoundations.org\/publications\/hivaids-policy-ukraine-civil-society-perspective\">philanthropically<\/a>\u00a0<a href=\"https:\/\/www.irf.ua\/en\/uncategorized\/a_solid_foundation_for_the_open_society_of_ukraine\/\">engaged in Ukraine<\/a>\u00a0<a href=\"https:\/\/freedomhouse.org\/report\/special-reports\/press-freedom-own-goal-ukraine\">for decades<\/a>.&#8221;<\/p>\n<p>In short,\u00a0<strong>Soros and his orgs are so deeply involved in Ukraine that there&#8217;s no way he couldn&#8217;t be caught up in this whole thing<\/strong>.<\/p>\n<blockquote><p>Soros explained that Ukraine was particularly important to him because he thought the country\u2019s independence was geopolitically important. \u201cAs long as Ukraine prospers, there can be no imperialist Russia,\u201d he wrote.<\/p>\n<p>At the time,\u00a0<strong>Soros\u2019s foundation in Ukraine was supporting a whole network<\/strong>: an institute to train public servants, a foundation to develop legal culture in the country and a center for modern art, among other institutions. He claimed that all of this was important because he wanted \u201cto supply Ukraine with the infrastructure necessary for a modern state \u2014 and an open society.\u201d &#8211;<a href=\"https:\/\/www.washingtonpost.com\/outlook\/2019\/09\/30\/why-giuliani-is-blaming-his-own-problems-george-soros\/\">Washington Post<\/a><\/p><\/blockquote>\n<p>That said, the\u00a0<em>Post<\/em>&#8216;s Tamkin admits that the AntAC-Soros link is a &#8220;<strong>small kernel of reality<\/strong>\u00a0buried deep within Giuliani&#8217;s conspiracy theory.&#8221;<\/p>\n<p>&#8220;I asked some of the protesters and anti-corruption groups working at the time if they received Open Society funding.
