Introduction<\/b>\u00a0. Control of the weather environment\u00a0<b>involves the complete spectrum of weather phenomena<\/b>. As a function of the time and space scale associated with such weather phenomena, different types of human activities are affected ranging from those of the individuals, through the complex operation of\u00a0<b>large industrial<\/b>\u00a0and\u00a0<b>military organizations<\/b>\u00a0and the activities of\u00a0<b>entire societies<\/b>. The concept of weather control has meaning only when it is discussed in terms of the\u00a0<b>specific operations<\/b>\u00a0for which it is to be used. The techniques which are and can be used for\u00a0<b>control of the weather environment<\/b>\u00a0vary with the\u00a0<b>scale of the operation<\/b>\u00a0considered and with the specific goals which are to be achieved by such weather control. .\u00a0<b>Large scale climate control\u00a0<\/b>[\u00a0<i>Shorter name is\u00a0<b>Climate Engineering<\/b><\/i>\u00a0]\u00a0requires the modification of the global weather patterns by altering and interfering with the\u00a0<b>large-scale physical processes<\/b>\u00a0which are associated with the characteristic motions on the\u00a0<b>scale of the general circulation of the atmosphere<\/b>. Many proposals have been made regarding means of altering the various physical processes in the atmosphere which might affect these large-scale atmospheric circulations. Most of these proposals have never been subjected to detailed scientific feasibility analyses. . These proposals fall into several general categories. In general they can be categorized by whether they seek to alter processes associated with the\u00a0<b>energy<\/b>\u00a0and\u00a0<b>momentum<\/b>\u00a0or\u00a0<b>moisture<\/b>\u00a0<b>balance<\/b>\u00a0of the atmosphere.<\/p>\n<p>For example, proposals have been made to alter the energy balance of large areas by altering the\u00a0<b>surface albedo<\/b>. Proposals of this nature involve changing surface albedos by the use of\u00a0<b>substances of appropriate absorptive or reflective characteristics<\/b>\u00a0[\u00a0<i>aerosol building fine dust particles\u00a0<\/i>] which differ from the natural surface. An example is the proposal that polar areas be covered with layers of soot. Other proposals are made to alter the energy balance of the atmosphere by\u00a0<b>injecting dust<\/b>\u00a0and other\u00a0<b>particulate matter into the high atmosphere\u00a0<\/b>\u00a0[\u00a0<i><b>TAI<\/b>\u00a0(Tropospheric Aerosol Injection<\/i>)]. .<\/p>\n<p>Proposals for altering the normal energy cycle of the atmosphere extend also to the alteration of the\u00a0<b>chemistry<\/b>\u00a0of\u00a0<b>atmospheric\u00a0<\/b><b>substances<\/b>\u00a0especially in the\u00a0<b>high atmosphere<\/b>\u00a0\u00a0[\u00a0<i>high atmosphere need to be understood as\u00a0<b>upper troposphere<\/b>\u00a0<\/i>]\u00a0which might also effect the\u00a0<b>radiational balance<\/b>\u00a0\u00a0[<i>this is\u00a0<\/i><i><b>SRM<\/b>\u00a0(Solar Radiation Management = Sunlight Robbery Menace<\/i>)]. . Proposals are made to alter the\u00a0<b>moisture balance<\/b>\u00a0[<i>this is\u00a0<\/i><i><b>GWG<\/b>\u00a0(Global Water Grabbing<\/i>)]\u00a0of the atmosphere by the\u00a0<b>alteration<\/b>\u00a0of the\u00a0<b>evaporation<\/b>\u00a0mechanisms. These proposals suggest\u00a0<b>spreading<\/b>\u00a0various kinds of\u00a0<b>film<\/b>\u00a0upon large bodies of water thus cutting down evaporation and interfering with the\u00a0<b>moisture cycle<\/b>\u00a0of the atmosphere. Furthermore, when films are spread upon surfaces to alter their evaporation potential the mechanical effects of the surface are also altered, which might\u00a0<b>affect the momentum balance<\/b>\u00a0of the atmosphere. .<\/p>\n<p>Proposals are also made for\u00a0<b>altering the momentum balance<\/b>\u00a0of the atmosphere. Theses proposals generally involve a modification of the\u00a0<b>surface frictional stresses<\/b>\u00a0by changing the\u00a0<b>frictional drag coefficients<\/b>\u00a0over large areas of surface. .<\/p>\n<p><b>2. The Technological Basis for the Reexamination of the Feasibility of Climate Control<\/b>\u00a0. Technological developments of the past two decades [\u00a0<i>1940s &amp; 1950s, experiences during WWII\u00a0<\/i>]\u00a0<b>have provided the understanding<\/b>, the\u00a0<b>techniques<\/b>, and the means necessary for an assault on the problems of climate control. Control of any kind requires capabilities in all three of these areas [\u00a0<i>energy, momentum, moisture\u00a0<\/i>] . Meteorology is just now beginning to acquire such capabilities. . Achievement of an understanding of the large-scale physical processes of the atmosphere has been a continuing process over many decades. However, during the past several years the systematic exploitation of\u00a0<b>observational<\/b>\u00a0information on a\u00a0<b>global scale<\/b>\u00a0has led to a\u00a0<b>coherent description<\/b>\u00a0of the manner in which the large-scale physical processes in the atmosphere operate to provide for the maintenance of the\u00a0<b>global circulations<\/b>\u00a0against the dissipative effects of friction, and the manner in which they operate to\u00a0<b>transform<\/b>\u00a0the\u00a0<b>solar energy<\/b>\u00a0into the\u00a0<b>kinetic energy<\/b>\u00a0of the organized large-scale atmospheric circulations. Theoretical studies have led to an understanding of the reasons why the atmospheric physical processes operate in the observed manner. In combination theses studies have led to the formation of the first\u00a0<b>consistent rudimentary theories<\/b>\u00a0for the causes of the\u00a0<b>fluctuations<\/b>\u00a0of the large-scale atmospheric circulations. .<\/p>\n<p>The attainment of such a theory holds\u00a0<b>broad implications<\/b>\u00a0for the manner in which climate control studies should be conducted. Much as the biologist must first achieve an understanding of the causes and processes involved in the generation and communication of diseases before he can consider the problem of disease control, so the meteorologist must achieve an understanding of the causes and processes involved in the fluctuations of the atmospheric circulations which control the regional and global climate. While the meteorologists\u2019 understanding is by no means perfect, and much remains to be done, at least the\u00a0<b>first and most necessary level<\/b>\u00a0of the understanding has been reached. . Given such understanding the meteorologist must have the capability of simulating and testing the natural phenomena he must control. In other physical sciences this is a relatively straightforward matter of laboratory simulation.<\/p>\n<p>The circulation phenomena of relevance in global climate are not so readily amenable to laboratory simulation. Fortunately,\u00a0<b>simple models<\/b>\u00a0of the atmospheric circulations of a mathematical nature can and have been intensively studied by meteorologists in connection with theoretical studies of the general circulation and in connection with the problems of\u00a0<b>numerical weather forecasting<\/b>. The indispensible tool which has generated such intensive interest in such mathematical formulations of atmospheric models has been the\u00a0<b>high speed electronic computer<\/b>\u00a0[\u00a0<i>maybe the main driving power behind the development of computer technology\u00a0<\/i>] , which has become the\u00a0<b>laboratory of the meteorologist<\/b>. Rapid technological advances in the data processing and computing art now make it feasible to consider the treatment of simple\u00a0<b>mathematical models of the atmosphere<\/b>\u00a0of considerable\u00a0<b>sophistication<\/b>\u00a0in which important physical processes can be simulated.<\/p>\n<p>Such\u00a0<b>computing machines<\/b>\u00a0now place the meteorologist in the enviable position of other scientists in that the effects of various physical processes can be studied under\u00a0<b>controlled conditions<\/b>. In particular, it has now become feasible not only to speculate about the consequences of human intervention in the atmospheric processes but also to\u00a0<b>simulate<\/b>,\u00a0<b>test<\/b>\u00a0and\u00a0<b>study<\/b>\u00a0these\u00a0<b>consequences\u00a0<\/b>[\u00a0<i>weakened photosynthesis indicated by\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.de\/2015\/12\/co2-rise-by-geoengineering-srm.html\">rising CO2<\/a>\u00a0and\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.com\/2016\/12\/oxygen-deprivation-global-suffocation.html\">decreasing O2<\/a>\u00a0level,\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.com\/2016\/09\/no-acidification-of-oceans-mass-killing.html\">mass death in oceans<\/a>\u00a0and\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.de\/2015\/07\/blaming-wildfires-on-hoax.html\">on land<\/a>,\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.de\/2015\/07\/vitamin-d-srm.html\">vitaminD deficiency<\/a>,\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.com\/2016\/12\/thunderstorm-asthma-is-aerotoxicsyndrome.html\">poisoned air<\/a>,\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.de\/2015\/05\/toxic-fumes-giftige-dampfe.html\">aerotoxic fumes<\/a>\u00a0and\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.com\/2016\/10\/germanwings-4u9525.html\">death in passenger jets\u00a0<\/a><\/i>]\u00a0. . The meteorologist has also attempted to imitate his more fortunate scientific brethren by constructing laboratory models of large-scale atmospheric and oceanic circulations. He has been able to attain considerable success in producing\u00a0<b>reasonable hydrodynamic analogues<\/b>\u00a0[\u00a0<i>This in 1960! How perfect are the simulations now? They have already perverted our world of life into their laboratory.<\/i>] of these large-scale atmospheric motions which are also amenable to study under controlled laboratory conditions.<\/p>\n<p>This second tool for simulation and test purposes provides the meteorologist with another indispensible capability which was unavailable to him just one decade ago. . Much of the well\u00a0<b>justified skepticism<\/b>\u00a0about the\u00a0<b>feasibility of climate control<\/b>\u00a0has centered on the\u00a0<b>available human means<\/b>\u00a0for exercising\u00a0<b>necessary control<\/b>. . While there are many conceivable methods for the control of climate, all of them involve the\u00a0<b>expenditure of energy<\/b>\u00a0in one form or another. Even the vulnerable instabilities of the atmosphere which one would hope to uncover through a systematic program of climate control studies, the so-called \u201c<b>trigger mechanisms<\/b>\u201c, will probably require access to\u00a0<b>energy sources of immense magnitude<\/b>\u00a0for\u00a0<b>proper exploitation<\/b>. .<\/p>\n<p>In this\u00a0<b>atomic age\u00a0<\/b>[\u00a0<i>here the interconnection of nuclear energy with climate control\u00a0<\/i>], we now\u00a0<b>have available<\/b>\u00a0truly immense potential sources of power, and it is highly likely that our lifetime will see the harnessing of\u00a0<b>hydrogen fusion<\/b>\u00a0[<i>\u00a0the\u00a0<b>scam masters of CIA<\/b>\u00a0fell into the\u00a0<a href=\"https:\/\/nuclearfissionscam.blogspot.de\/2017\/01\/nuclear-fusion-scam.html\">trap of fusion scam<\/a>\u00a0?\u00a0<\/i>] power, which will provide almost limitless sources of energy [\u00a0<i>Not for heating and cooking but for climate control!!\u00a0<\/i>]. .<\/p>\n<p>Thus it is\u00a0<b>no longer<\/b>\u00a0possible to relegate considerations of climate control to the fantasies of\u00a0<b>science fiction<\/b>\u00a0on this account. It has now become necessary for us to\u00a0<b>recognize the realities<\/b>\u00a0and\u00a0<b>potentialities<\/b>\u00a0of\u00a0<b>modern science<\/b>\u00a0for what they are and what they can mean for the possibilities of\u00a0<b>climate control<\/b>. .<\/p>\n<p><b>3. Civil and Military Implications<\/b>\u00a0.\u00a0<b>The impact<\/b>\u00a0of the successful achievement of methods for the control of climate upon all types of human activities\u00a0<b>confounds the imagination<\/b>. Slight\u00a0<b>amelioration of adverse precipitation<\/b>\u00a0or temperature regimes could result in the\u00a0<b>reclamation of vast territories for agricultural<\/b>\u00a0[<i>\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.com\/2016\/09\/wasserarmut-und-wasserreichtum.html\">desert farming<\/a>\u00a0&amp;\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.com\/2017\/01\/fracking-colonialism.html\">fracking<\/a>\u00a0<\/i>] and many other types of human activities.\u00a0<b>Desert areas<\/b>\u00a0which cover a large fraction of the earth\u2019s surface are known in many cases to require\u00a0<b>only slight changes in moisture<\/b>\u00a0[\u00a0<i><a href=\"https:\/\/geoarchitektur.blogspot.de\/2015\/08\/water-by-tropospheric-srm.html\">water delivery<\/a><\/i>\u00a0] regimes to make them suitable for\u00a0<b>large scale agricultural<\/b>\u00a0production. . Small\u00a0<b>changes in circulation regimes<\/b>\u00a0[\u00a0<i><a href=\"https:\/\/geoarchitektur.blogspot.com\/2016\/04\/extreme-weather-is-intended-by-srm.html\">\u00a0extreme weather\u00a0<\/a><\/i>] could bring about the moderation of severe temperature climates to yield additional areas suitable for human habitation. Such changes in circulation regimes can also affect the normal paths of\u00a0<b>destructive storms like hurricanes\u00a0<\/b>[<i><a href=\"https:\/\/geoarchitektur.blogspot.com\/2016\/09\/waterspout-wasserhose-tromba-marina.html\">waterspouts and storms<\/a><\/i>], such that their destructive energies could be dissipated in regions far removed from major human activities. . Changes in atmospheric circulation regimes would have marked effects upon oceanic circulations with consequent changes in the\u00a0<b>abundance<\/b>\u00a0and\u00a0<b>location<\/b>\u00a0of\u00a0<b>fertile fishing grounds<\/b>.\u00a0<b>Moderate<\/b>\u00a0<b>changes<\/b>\u00a0[<i>\u00a0As \u201cmodearately\u201d\u00a0<b>killing<\/b>\u00a0as the brainwashed, bloodthirsty, terrorist \u201cfreedom fighters\u201d\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.de\/2015\/07\/war-on-water-krieg-um-wasser.html\">attacking Syria, Iraq and Yemen<\/a>!\u00a0<\/i>] in climatic characteristics will have\u00a0<b>serious repercussions<\/b>\u00a0for\u00a0<b>all aspects of industrial activity<\/b>. .\u00a0<b>Military<\/b>, a climatic control capability raises the possibility of a totally\u00a0<b>new type of<\/b>\u00a0<b>warfare<\/b>. This type of warfare may be termed \u201c<b>Geophysical Warfare<\/b>\u201d in which our ability to\u00a0<b>control the weather environment can be used as a weapon<\/b>.<\/p>\n<p>This geophysical weapon will be\u00a0<b>unique in character<\/b>\u00a0in that it can be used in both\u00a0<b>hot<\/b>\u00a0and\u00a0<b>cold<\/b>\u00a0struggles. It can be used to\u00a0<b>affect an enemy adversely<\/b>\u00a0[\u00a0<i>Think about the endless\u00a0<b>drought<\/b>\u00a0over\u00a0<b>Somalia<\/b>!<\/i>\u00a0] or\u00a0<b>benefit a friend\u00a0<\/b>[\u00a0<i><a href=\"https:\/\/geoarchitektur.blogspot.de\/2016\/05\/why-are-saudi-attacking-syria-yemen-and.html\">Why the gulf dictators are attacking Syria, Yemen and Iraq!\u00a0<\/a><\/i>] \u00a0As a function of the nature of the control capability, the use of such a weapon could be a\u00a0<b>determining factor in the success<\/b>\u00a0of national\u00a0<b>military operations<\/b>\u00a0[\u00a0<i><a href=\"https:\/\/geoarchitektur.blogspot.com\/2016\/05\/main-weapon-of-wwiii-is-tsrwm.html\">WWIII by geophysical WMD<\/a>\u00a0<\/i>]<b>\u00a0<\/b>. .<\/p>\n<p>As a hot war weapon it would be best to have strong control capability for\u00a0<b>specific areas<\/b>\u00a0[\u00a0<i>Attack on\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.de\/2015\/07\/iran-under-srm-attack.html\">Iran<\/a>,\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.de\/2016\/02\/zimbabwe-attacked-by-srm-haarp.html\">Zimbabwe<\/a>,\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.com\/2016\/02\/southern-africa-under-srm-attack.html\">Southern Africa<\/a>,\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.com\/2016\/11\/latin-america-under-srm-attack.html\">Latin America<\/a>,\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.de\/2016\/04\/pakistan-under-srm-attack.html\">Pakistan<\/a>\u00a0<a href=\"https:\/\/geoarchitektur.blogspot.com\/2017\/02\/global-perspective-on-tai-srm.html\">etc<\/a>.\u00a0<\/i>] and\u00a0<b>specific periods<\/b>\u00a0of time. Since we are talking about intermediate and long period climate control, this would imply a\u00a0<b>conflict of\u00a0<\/b><b>considerable duration<\/b>. Specific military consequences of such a control capability would be in the\u00a0<b>potential for destruction of an enemy\u2019s food production<\/b>\u00a0[\u00a0<i>Now we know, why the climate mafia propagates about\u00a0<b>food insecurity<\/b>!\u00a0<\/i>] capability thereby weakening his total military power, and also in the\u00a0<b>derangements of transportation<\/b>\u00a0systems and other industrial activities which might result from a marked\u00a0<b>change in climatic conditions<\/b>. .<\/p>\n<p>As a\u00a0<b>cold war tool<\/b>, the capability of climate control would place in the of this Government a tool for\u00a0<b>ameliorating the weather conditions<\/b>\u00a0in\u00a0<b>friendly<\/b>\u00a0[\u00a0<i>Algeria, Saudi, Qatari, Emirati &amp; the chaotic Libya are now \u201c<b>the axis of the friendly<\/b>\u201c, because they\u00a0<b>frack shale gas and petrol<\/b>\u00a0with the delivered water!\u00a0<\/i>] and uncommitted nations as a means of strengthening bonds with this country. Conversely as a cold war weapon, a climate control capability provides for a unique surreptitious means for\u00a0<b>weakening a potential enemy<\/b>\u00a0[\u00a0<i>Drought over north-west Iran, endless forest fires in Russia, super floods in Pakistan etc.!<\/i>\u00a0] so that he does not have the capability to wage a hot war. .<\/p>\n<p>The general study of the feasibility of climate control independent of the use of this capability in either hot or cold conflicts provides necessary\u00a0<b>national insurance<\/b>\u00a0if other nations achieve a control capability. Such a capability in either friendly or unfriendly hands represents a\u00a0<b>threat of weather conditions<\/b>\u00a0which might adversely affect the welfare of our nation. As an\u00a0<b>absolutely necessary countermeasure<\/b>, this country must have within its scientific arsenal, the knowledge of how to combat any such attempts at control by other nations.<\/p>\n<p>Failure to undertake a consistent program at this time which might provide the knowledge necessary to combat such climate control operations on the part of other nations could lead to another \u201c<b>Sputnik<\/b>\u201d situation. .<\/p>\n<p><b>4. General Outline of a Technical Program for Investigating the Feasibility of Climate Control<\/b>\u00a0.<\/p>\n<p><b>4.1 Principle areas of technical activity.<\/b>\u00a0. Those items marked with asterisks are considered to be long range continuing activities of prime importance. .<\/p>\n<p>4.1.1 Complete literature\u00a0<b>survey<\/b>\u00a0especially focused\u00a0<b>upon Russian work<\/b>. [<i>\u00a0Soviet Union made also research in this field and\u00a0<b>Russian Federation is prepared<\/b>\u00a0and is fighting back with the same weapon! Also China is using SRM, GWG, TAI!
