{"id":125385,"date":"2019-07-19T05:33:57","date_gmt":"2019-07-19T09:33:57","guid":{"rendered":"https:\/\/stateofthenation2012.com\/?p=125385"},"modified":"2019-07-19T05:34:31","modified_gmt":"2019-07-19T09:34:31","slug":"5ggate-big-telecom-knows-5g-is-so-cost-prohibitive-and-infrastructure-intensive-it-will-never-be-effectively-deployed-in-rural-america","status":"publish","type":"post","link":"https:\/\/stateofthenation2012.com\/?p=125385","title":{"rendered":"<b>5Ggate<\/b>: Big Telecom knows 5G is so cost-prohibitive and infrastructure-intensive it will never be effectively deployed in rural America"},"content":{"rendered":"<h1 class=\"p1\" style=\"text-align: center;\"><strong><span class=\"s1\">Rural America and the 5G Digital Divide <\/span><\/strong><\/h1>\n<p><!--more-->by Renee Parsons<\/p>\n<p class=\"p4\"><span class=\"s2\">While there is considerable telecom hubris regarding the 5G rollout and increasing speculation that the next generation of wireless is not yet ready for Prime Time, the industry continues to make promises to Rural America that it has no intention of fulfilling.<span class=\"Apple-converted-space\">\u00a0 <\/span>Decades-long <a href=\"https:\/\/www.theverge.com\/2017\/3\/14\/14919380\/new-york-city-verizon-lawsuit-fiber-broadband\"><span class=\"s3\">promises<\/span><\/a> to deliver digital Utopia to rural America by <a href=\"https:\/\/ruralwireless.org\/rwa-calls-new-t-mobile-out-on-rural-5g-buildout-sleight-of-hand\/\"><span class=\"s3\">T-Mobile<\/span><\/a>, <a href=\"https:\/\/www.techdirt.com\/articles\/20140424\/06185027014\/verizon-knows-youre-sucker-takes-taxpayer-subsidies-broadband-doesnt-deliver-lobbies-to-drop-requirements.shtml\"><span class=\"s3\">Verizon<\/span><\/a> and <a href=\"https:\/\/www.digitalinclusion.org\/blog\/2017\/03\/10\/atts-digital-redlining-of-cleveland\/\"><span class=\"s3\">AT&amp;T<\/span><\/a> have never materialized.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">Despite much bravado, the biggest telecom carriers have <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-12-04\/microsoft-boosts-rural-broadband-efforts-to-reach-more-users-jp9cwadr\"><span class=\"s3\">never shown the willingness<\/span><\/a> to fund the necessary infrastructure nor do they possess the necessary infrastructure to bridge the <a href=\"https:\/\/www.engadget.com\/2018\/12\/05\/microsoft-study-on-rural-broadband-shortfall\/?guccounter=1&amp;guce_referrer=aHR0cHM6Ly93d3cuYmluZy5jb20v&amp;guce_referrer_sig=AQAAAKbEUSeIoa5jbepQw9dkjkbBueBdgxiKrFPA3mnRN6eEUO_nrvhV9PKNBW6qzItfn5EJpzoU0a7n4M1iyy1HDqbW__C3z2qi4x0jCQI7Ld-7qqqYxxuvl-_XU2YRwRfoK-q4W54Cgr3hFd3ScU_6XZJp_ZbmrU-7F6WMz19l1fCn\"><span class=\"s3\">digital divide<\/span><\/a><span class=\"Apple-converted-space\">\u00a0 <\/span>&#8211; despite $<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-12-04\/microsoft-boosts-rural-broadband-efforts-to-reach-more-users-jp9cwadr\"><span class=\"s3\">22 billion<\/span><\/a> in government subsidies and grants over the last five years specifically to provide wireless coverage to rural America.<span class=\"Apple-converted-space\">\u00a0 <\/span>At the same time, the incompetence at the FCC has been staggering &#8211; as an unreliable, albeit compromised, Commission that has consistently failed to provide accurate, reliable maps to identify broadband availability for rural America.\u00a0<\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">Whether 5G will measure up to its <a href=\"https:\/\/www.axios.com\/the-dangers-of-over-hyping-5g-eff4693a-59ba-4951-b2a5-bf26ce6d8e2e.html\"><span class=\"s3\">hype of performance<\/span><\/a> and expectations remains a question since there is a different market today than when 4G came on line in 2010. <span class=\"Apple-converted-space\">\u00a0 <\/span>At that time, there was room for improved cell service, more apps, video streaming and new subscribers.<span class=\"Apple-converted-space\">\u00a0 <\/span>Today there is little new subscriber growth except in the chronically underserved areas of rural America which has been neglected by the telecom industry and FCC for decades.<span class=\"Apple-converted-space\">\u00a0 <\/span>The challenge for 5G is to create a market demand, to devise new gimmicks to finagle higher revenues out of current subscribers and most especially to expand their <a href=\"http:\/\/freedom-articles.toolsforfreedom.com\/space-fence-surveillance-transhumanism\/\"><span class=\"s3\">toxic infrastructure<\/span><\/a> to rural America.<span class=\"Apple-converted-space\">\u00a0 <\/span>The market is much more aware than it was in 2010 as customers are no longer lining up around the corner to purchase the newest thingamajig.\u00a0<\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">As universal wireless coverage remains a myth in rural America, the <a href=\"https:\/\/www.axios.com\/5g-digital-divide-19b70d34-4978-44df-a1cb-ae9222d113ef.html\"><span class=\"s3\">Digital Divide<\/span><\/a> is alive and well after decades of neglect by those telecoms who now see rural customers as their cash cow.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">With the digital world of personal computers and cell phones a reality for the last three decades,<span class=\"Apple-converted-space\">\u00a0 <\/span>broadband service to rural America has continued to play second fiddle in favor of upgrades to more affluent urban customers and the telecom industry\u2019s bottom line.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">Unlike the national commitment to provide rural electrification in the 1920\u2019s as a major accomplishment, there has been no such Federal commitment to bring geographically challenged citizens into the digital age nor has Congress demanded that the telecom industry do whatever it takes to end the Digital Divide.\u00a0<\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">The fact that rural America was the topic of <a href=\"https:\/\/madhousenews.com\/2019\/06\/5g-as-a-globalist-tool\/\"><span class=\"s3\">three previous<\/span><\/a> Commerce committee hearings is indicative of how closing the Digital Divide is considered mandatory for a successful 5G rollout.<span class=\"Apple-converted-space\">\u00a0 <\/span>As the National Security Council <a href=\"https:\/\/www.axios.com\/trump-team-debates-nationalizing-5g-network-f1e92a49-60f2-4e3e-acd4-f3eb03d910ff.html\"><span class=\"s3\">power point<\/span><\/a> suggested \u201c<\/span><span class=\"s1\"><i>by initially focusing on rural broadband, the network would guarantee a revenue stream while further business models develop<\/i><\/span><span class=\"s2\">,.\u201c<span class=\"Apple-converted-space\">\u00a0 <\/span>In other words, the telecom industry is banking on rural America, in its desperation for wireless service, to subscribe (probably at premium rates) after decades of neglect.\u00a0<\/span><\/p>\n<p class=\"p4\"><span class=\"s4\">In 2017, the USDA reported that <a href=\"https:\/\/www.bing.com\/search?q=USDA+Farm+Computer+Usage+Ownershio&amp;form=PRUSEN&amp;mkt=en-us&amp;httpsmsn=1&amp;refig=b72e69a4daf74cd4bad4eacb2333cd0d&amp;sp=-1&amp;pq=usda+farm+computer+us&amp;sc=2-21&amp;qs=n&amp;sk=&amp;cvid=b72e69a4daf74cd4bad4eacb2333cd0d\"><span class=\"s3\">29% of American farms<\/span><\/a> had <a href=\"http:\/\/petrilla.com\/2017\/03\/how-5g-bringing-internet-farm-land\/\"><span class=\"s3\">no internet<\/span><\/a> access. The FCC says that 14 million rural Americans and 1.2 million Americans living on tribal lands do not have 4G LTE on their phones, and that <a href=\"https:\/\/www.fcc.gov\/about-fcc\/fcc-initiatives\/bridging-digital-divide-all-americans\"><span class=\"s3\">30 million rural<\/span><\/a> residents do not have broadband service<\/span> <span class=\"s2\">compared to 2% of urban residents. <\/span><span class=\"s4\"> It\u2019s beginning to sound like a Third World country. <\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">Despite an FCC $<a href=\"https:\/\/www.cnet.com\/news\/millions-of-americans-still-cant-get-broadband-heres-a-potential-fix\/\"><span class=\"s3\">4.5 billion annual subsidy<\/span><\/a> to carriers to provide broadband service in rural areas, the FCC reports that \u2018<i>over <\/i><\/span><span class=\"s1\"><i>24 million Americans<\/i><\/span><span class=\"s2\"><i> do not have access to high-speed internet service, the bulk of them in rural area\u201d<\/i> while a<span class=\"Apple-converted-space\">\u00a0 <\/span><a href=\"https:\/\/blogs.microsoft.com\/on-the-issues\/2019\/04\/08\/its-time-for-a-new-approach-for-mapping-broadband-data-to-better-serve-americans\/\"><span class=\"s3\">Microsoft Study<\/span><\/a> found that<span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c<\/span><span class=\"s1\"><i>162 million people<\/i><\/span><span class=\"s2\"><i> across the US do not have internet service at broadband speeds.<\/i>\u201d<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">At the same time, <\/span><span class=\"s1\">only three cable companies have access to 70% of the market <\/span><span class=\"s2\">in a <a href=\"https:\/\/www.theverge.com\/2015\/4\/1\/8321437\/maps-show-why-internet-is-more-expensive-us-europe-competition\"><span class=\"s3\">sweetheart deal<\/span><\/a> to hike rates as they avoid competition and the FCC looks the other way.<span class=\"Apple-converted-space\">\u00a0 <\/span><\/span><span class=\"s4\">The FCC believes that it would cost $40 billion to bring broadband access to 98% of the country with expansion in rural America even more expensive. <\/span> <span class=\"s2\">While the FCC has pledged a <a href=\"https:\/\/newfoodeconomy.org\/broadband-rural-america-wireless-5g-technology-fcc\/\"><span class=\"s3\">$2 billion, ten year plan<\/span><\/a> to identify rural wireless <a href=\"https:\/\/broadbandmap.fcc.gov\/#\/\"><span class=\"s3\">locations<\/span><\/a>, only 4 million rural American businesses and homes will be targeted, a mere drop in the bucket. <\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">Which brings us to rural <a href=\"https:\/\/www.theverge.com\/2018\/9\/24\/17882842\/us-internet-broadband-map-isp-fcc-wireless-competition\"><span class=\"s3\">mapping<\/span><\/a>:<span class=\"Apple-converted-space\">\u00a0 <\/span>Since the advent of the digital age, there have been <a href=\"https:\/\/www.cnet.com\/news\/millions-of-americans-still-cant-get-broadband-heres-a-potential-fix\/\"><span class=\"s3\">no accurate maps<\/span><\/a> identifying where broadband service is available in rural America and where it is not available. <span class=\"Apple-converted-space\">\u00a0 <\/span>The FCC has a long <a href=\"https:\/\/ecfsapi.fcc.gov\/file\/1001642801223\/OTI%2520Section%2520706%2520Replies.pdf\"><span class=\"s3\">history<\/span><\/a> of promulgating unreliable and unverified carrier-provided numbers as the Commission has repeatedly \u2018<i>bungled efforts to produce accurate broadband maps<\/i>\u201d that would have facilitated rural coverage.\u00a0<\/span><\/p>\n<p class=\"p9\"><span class=\"s2\">During the <a href=\"https:\/\/www.commerce.senate.gov\/public\/index.cfm\/hearings?ID=1B786B30-9A80-4307-AC3B-F42DF79C474D\"><span class=\"s3\">Senate Commerce Committee<\/span><\/a> hearing on April 10<\/span><span class=\"s7\"><sup>th<\/sup><\/span><span class=\"s2\"> regarding <a href=\"https:\/\/www.theverge.com\/2018\/9\/24\/17882842\/us-internet-broadband-map-isp-fcc-wireless-competition\"><span class=\"s3\">broadband<\/span><\/a> mapping, critical testimony questioned whether the FCC and\/or the telecom industry have either the commitment or the proficiency to provide 5G to rural America.<span class=\"Apple-converted-space\">\u00a0 <\/span>Members of the Committee shared concerns that 5G might put rural America further <a href=\"https:\/\/morningconsult.com\/opinions\/rural-americans-stand-to-lose-in-proposed-t-mobile-sprint-merger\/\"><span class=\"s3\">behind the curve<\/span><\/a> so as to never catch up with the rest of the country.<span class=\"Apple-converted-space\">\u00a0 <\/span>Committee Chair Roger Wicker (R-Miss) opened the hearing with <\/span><\/p>\n<p class=\"p10\"><span class=\"s2\">\u201c<i>To close the digital divide, we need to have <\/i><a href=\"https:\/\/www.theverge.com\/2018\/9\/24\/17882842\/us-internet-broadband-map-isp-fcc-wireless-competition\"><span class=\"s3\"><i>accurate broadband maps<\/i><\/span><\/a><i> that tell us <\/i><\/span><span class=\"s1\"><i>where<\/i><\/span><i> <\/i><span class=\"s1\"><i>broadband is available and where it is not available<\/i><\/span><span class=\"s2\"><i>. This is critical because maps are used to inform federal agencies about where to direct broadband support. <\/i><a href=\"https:\/\/www.publicknowledge.org\/news-blog\/blogs\/the-consequences-of-a-broadband-deployment-report-with-flawed-data\/\"><span class=\"s3\"><i>Flawed and inaccurate maps<\/i><\/span><\/a><i> ultimately waste resources and stifle opportunities for economic development in our rural and underserved communities<\/i><\/span><span class=\"s8\">.\u201d<\/span><\/p>\n<p class=\"p4\"><span class=\"s9\"><a href=\"https:\/\/www.commerce.senate.gov\/public\/_cache\/files\/335dcd54-07d6-4140-a286-0b59f6527f6b\/C2717D2DE1A24F364CAC37068A0EF5CE.04-10-19donovan-testimony.pdf\">Tim Donovan<\/a><\/span><span class=\"s4\"> of the Competitive Carriers Association told the committee that the FCC had falsely claimed in a December report that \u201c<\/span><span class=\"s2\"><i>approximately 100% of the American population lives in geographical areas covered by mobile LTE with a minimum 5Mbps speed<\/i>\u201d<\/span><span class=\"s4\"> as an example of the Commission peddling false data.\u00a0<\/span><\/p>\n<p class=\"p9\"><span class=\"s2\">Mike McCormick, President of the <a href=\"https:\/\/www.commerce.senate.gov\/public\/_cache\/files\/c87f4960-015c-4f3f-8eff-e1060c49a540\/917C94B14688758887BA4FF30D474DEE.04-10-19mccormick-testimony.pdf\"><span class=\"s3\">Mississippi Farm Bureau<\/span><\/a> with 200,000 family members quoted from the FCC\u2019s <a href=\"https:\/\/www.fcc.gov\/reports-research\/reports\/broadband-progress-reports\/2018-broadband-deployment-report\"><span class=\"s3\">2018 report<\/span><\/a> that 72% of Mississippi resident had broadband coverage while data from a comparable<span class=\"Apple-converted-space\">\u00a0 <\/span><a href=\"https:\/\/blogs.microsoft.com\/on-the-issues\/2019\/04\/08\/its-time-for-a-new-approach-for-mapping-broadband-data-to-better-serve-americans\/\"><span class=\"s3\">Microsoft<\/span><\/a> study found that only 487,000 citizens or 16% had broadband service. <span class=\"Apple-converted-space\">\u00a0 <\/span>Further, the FCC reported that 41% of Jefferson County residents had broadband usage while the Microsoft study found that only 5.6% Jefferson County residents had usage.<span class=\"Apple-converted-space\">\u00a0 <\/span>McCormick told the committee he was \u2018<i>very confident\u201d<\/i> in disputing the FCC figures.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p9\"><span class=\"s2\">In discussing variable terrain and foliage in rural areas that has delayed installation of necessary cellular infrastructure, McCormick mentioned that \u201c<i>pine needles are some of the bigger deflectors of broadband signal because they are the exact same size of band width<\/i>\u201d as an example of challenges in rural America. Who knew pine needles could be a factor to 5G? <\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">McCormick went on to explain that in February 2018, the FCC released a <a href=\"https:\/\/www.broadcastingcable.com\/news\/fcc-launches-new-broadband-map-171969\"><span class=\"s3\">map<\/span><\/a> showing areas eligible to receive FCC <a href=\"https:\/\/www.fcc.gov\/mobility-fund-phase-ii-mf-ii\"><span class=\"s3\">Mobility Fund Phase II<\/span><\/a> funding for deployment of 4G LTE service which provides $4.53 billion over ten years for telecom carriers to bring mobile and broadband service to rural and underserved areas.<span class=\"Apple-converted-space\">\u00a0 <\/span>The Mississippi map showed that 98% of the state was already receiving mobile broadband service which the Farm Bureau disputed, ultimately filing a waiver request with the FCC to challenge the map\u2019s accuracy.\u00a0<\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">The short of the story is that while the Farm Bureau collaborated with the Mississippi Public Service Commission (PSC) to fulfill FCC requirements, the final conclusion was that not one of their speed tests processed through the PSC program was approved by the FCC for challenge.<span class=\"Apple-converted-space\">\u00a0 <\/span>In<span class=\"Apple-converted-space\">\u00a0 <\/span>other words, no \u2018average\u2019 member of the public would have been able to successfully challenge the integrity of the FCC maps. <\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">Chair Wicker (R-Miss) responded \u201c<i>Here\u2019s where you were not a failure Mr. McCormick\u2026we determined that the challenge process is <\/i><\/span><span class=\"s1\"><i>unworkable and frankly worthless<\/i><\/span><span class=\"s2\"><i>. The <\/i><\/span><span class=\"s1\"><i>map is inaccurate and almost impossible using that challenge process to demonstrate this<\/i><\/span><span class=\"s2\"><i>.<span class=\"Apple-converted-space\">\u00a0 <\/span>It needs to be fixed and no program should go forward unless we are satisfied in the Congress that the process is going to touch areas that need it<\/i>.\u201d <\/span><\/p>\n<p class=\"p9\"><span class=\"s2\">There was unanimous agreement among Members of the Committee and the witness panel that \u201c<i>the maps are fake news and not reliable<\/i>.\u201d<span class=\"Apple-converted-space\">\u00a0 <\/span>Sen. Roy Blount (R-Missouri) who reported that 51% of rural Missouri is without broadband coverage, inquired \u201c<i>Does anyone believe that the maps are worth relying on<\/i>?\u201d<span class=\"Apple-converted-space\">\u00a0 <\/span>No one responded affirmatively. <\/span><\/p>\n<p class=\"p9\"><span class=\"s3\"><a href=\"https:\/\/www.commerce.senate.gov\/public\/_cache\/files\/1c4bbcd1-e586-4c1d-94eb-3d2fe7ff9360\/02973D243C78B859624D7E04EE8E7DD2.04-10-19spalter-testimony.pdf\">Jonathan Spalter<\/a><\/span><span class=\"s2\"> of the US Telecom Association informed the Committee that the \u2018<i>our 5G future will be <\/i><\/span><span class=\"s1\"><i>built and based on our ability to pull the fiber<\/i><\/span><span class=\"s2\"><i> ubiquitously, extensively and quickly<\/i>\u201d and further dropped a bomb on the Committee that the \u201c<\/span><span class=\"s1\"><i>final last mile of any 5G wireless network is built and based on the fiber based backhaul opportunities that exists through the wireline businesses<\/i><\/span><span class=\"s2\"><i>..<\/i><\/span><span class=\"s1\"><i>upon which 5G wireless networks ultimately rely.<\/i><\/span><span class=\"s2\"><i>\u201d<\/i><\/span><i> <\/i><\/p>\n<p class=\"p9\"><span class=\"s2\">Chair Wicker used the analogy that when electricity came to rural Mississippi, <i>\u201c<\/i><\/span><span class=\"s1\"><i>we ran the power out to the end of the dirt road.<span class=\"Apple-converted-space\">\u00a0 <\/span>Are you saying that, as a general rule, we are going to have to, big time, run fiber out to the end of the dirt road<\/i>?<span class=\"Apple-converted-space\">\u00a0 <\/span><i>Sen. Blount has touched on a very, very important subject that we\u2019ll need a lot more discussion about<\/i><\/span><span class=\"s2\"><i>.\u201d <\/i>Spalter confirmed Wicker\u2019s understanding.<i> <\/i>Clearly, the concern about providing 5G to rural America had just hit a seemingly insurmountable roadblock that given the diversity of rural terrain obstacles, laying fiber cables would be mandatory as Spalter had described.\u00a0<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">NTSA<\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">Previously, both T-Mobile and Sprint <a href=\"https:\/\/www.marketplace.org\/2019\/05\/21\/t-mobile-sprint-merger-depends-on-promise-to-bring-5g-to-rural-america\/\"><span class=\"s3\">promised<\/span><\/a><\/span><span class=\"s3\">,<\/span><span class=\"s2\"> if<\/span> <span class=\"s2\">allowed to merge, 5G networks to 85% of rural areas in three years, and 90% of rural areas in six years but that was before the issue of how installing miles and miles of fiber optics might affect that promise.<span class=\"Apple-converted-space\">\u00a0 <\/span>Shirley Bloomfield, CEO of NTSA, the <a href=\"https:\/\/www.fiercewireless.com\/wireless\/ntca-takes-t-mobile-s-5g-rural-promises-a-grain-salt\"><span class=\"s3\">rural broadband association <\/span><\/a>representing 850 rural telecom companies, responded that the T-Mobile\/Sprint promise\u00a0<\/span><\/p>\n<p class=\"p11\"><span class=\"s2\">\u201c<\/span><span class=\"s1\"><i>would require huge amounts of fiber backhaul that neither company currently possesses<\/i><\/span><span class=\"s2\"><i>, as small cells must be placed very close to the customer (often within 300 to 500 feet) to reach the higher speeds contemplated by 5G <\/i><\/span><span class=\"s1\"><b><i>making the technology particularly impractical (and very expensive) for most rural applications anytime soon<\/i><\/b><\/span><span class=\"s2\"><b>.\u201d<\/b><\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">In October, 2018, NTSA opposed the merger citing T-Mobile as the owner of \u2018<i>valuable spectrum for many years<\/i>\u2019 that \u201c<i>had ample time to build out the rural areas or enter into a joint venture<\/i>.\u201d In other words, the telecom industry is already well aware of the necessity to \u201c<i>pull wire<\/i>\u201d in order to install 5G infrastructure throughout rural America.\u00a0<\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">The question for the telecom industry is that if the economics of 4G did not dramatically increase subscribers in rural America, how will the very expensive and much more controversial 5G provide a sufficient customer base to guarantee a return on the telecom industry\u2019s $275 billion investment?\u00a0<\/span><\/p>\n<p class=\"p4\"><span class=\"s2\">To be continued\u2026.<\/span><\/p>\n<p class=\"p12\"><span class=\"s2\"><b><i>Renee Parsons<\/i><\/b><i> has been a member of the ACLU\u2019s Florida State Board of Directors and president of the ACLU Treasure Coast Chapter.
