it\u2019s just a wee small hurdle that the American public need not fret about; unless of course they are not willing to risk their families, their homes and their lives to the devastation of an unpredictable weather <a href=\"https:\/\/news.yahoo.com\/hurricane-michael-even-more-powerful-020721770.html\"><span class=\"s2\">disaster<\/span><\/a> and community crises that might have been avoided if <span class=\"Apple-converted-space\">\u00a0 <\/span>envisioned beforehand.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Just to be clear:<span class=\"Apple-converted-space\">\u00a0 <\/span>5G is the generation of wireless technology that follows 4G LTE mobile connections.<span class=\"Apple-converted-space\">\u00a0 <\/span>It operates on a higher radio frequency Spectrum called millimeter waves which<span class=\"Apple-converted-space\">\u00a0 <\/span>delivers data more quickly.<span class=\"Apple-converted-space\">\u00a0 <\/span>However its signal does not travel well through physical objects such as buildings and houses and trees and its waves may be absorbed by rain and humidity. <span class=\"Apple-converted-space\">\u00a0 <\/span>Millimeter waves also have limited range.<span class=\"Apple-converted-space\">\u00a0 <\/span>5G signals cover less than one square mile from the cell tower only allowing devices in close proximity to link to the network.<span class=\"Apple-converted-space\">\u00a0 <\/span>Construction of multiple 5G cell towers will be required every 500 feet in order for devices to stay connected.<span class=\"Apple-converted-space\">\u00a0 <\/span><a href=\"https:\/\/www.digitaltrends.com\/mobile\/5g-spectrum-variants\/\"><span class=\"s2\">Companies like T-Mobile<\/span><\/a> are working to increase the radius requiring <\/span><span class=\"s3\">different radio spectrums<\/span><span class=\"s1\">.<span class=\"Apple-converted-space\">\u00a0 <\/span>While telecom carriers have great ambitions, they do not own sufficient Spectrum to make 5G feasible and will need to rely on Federally owned Spectrum to be available.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">What remains from view are the real-time implications of a <a href=\"https:\/\/www.huffpost.com\/entry\/the-iot-and-big-data-maki_b_12116608\"><span class=\"s2\">Massive<\/span><\/a> Internet of <a href=\"https:\/\/ars.electronica.art\/aeblog\/en\/2016\/03\/21\/williambinney\/\"><span class=\"s2\">Things<\/span><\/a> (<a href=\"https:\/\/steemit.com\/freedom\/@newsandviews\/the-internet-of-things-iot-will-be-the-world-s-largest-spy-and-control-network-integrated-with-5g-rfid-and-ai-it-could-be-the\"><span class=\"s2\">MOIT<\/span><\/a>) and a world of <a href=\"https:\/\/phibetaiota.net\/2019\/03\/william-binney-no-such-thing-as-artificial-intelligence-video-from-150-includes-definitive-proof-dnc-hack-was-inside-job-downloaded-to-device\/\"><span class=\"s2\">Artificial<\/span><\/a> <a href=\"https:\/\/wakeup-world.com\/2015\/03\/05\/the-dark-nexus-of-mind-control-and-artificial-intelligence\/\"><span class=\"s2\">Intelligence<\/span><\/a> ravaging a country once committed to its Constitution and a democratically elected government as the American Way of Life unrivaled on the planet. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">T<\/span><span class=\"s3\">he \u2018<a href=\"https:\/\/townhall.com\/columnists\/jerryrogers\/2019\/02\/14\/secretary-of-commerce-wilbur-ross-slow-walking-5g-n2541523\"><span class=\"s2\">Slow Walking\u2019<\/span><\/a> Commerce Department\u00a0<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">The kerfuffle began unnoticed on <b>April 17, 2018<\/b> when the FCC <a href=\"https:\/\/www.fcc.gov\/auction\/102\"><span class=\"s2\">announced<\/span><\/a> it would auction licenses for use of the electromagnetic spectrum for 24 GHz band with regard to development of the Fifth Generation (5G) wireless technology with no interagency consensus on fundamental decisions and procedures.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">At issue is whether 5Gs proposed 24 GHz spectrum would create interference to NOAA\u2019s adjacent passive <a href=\"https:\/\/spacenews.com\/5g-trumps-meteorology-as-fcc-rebuffs-nasa-noaa-call-to-halt-auction\/\"><span class=\"s2\">weather sensors<\/span><\/a> at 23.6-23.8 GHz; thereby <a href=\"https:\/\/link.springer.com\/referenceworkentry\/10.1007%252F978-0-387-36699-9_153\"><span class=\"s2\">inhibiting proper assessment<\/span><\/a> of Earth observation sensors and microwave satellites in predicting weather threats to the mainland US.<span class=\"Apple-converted-space\">\u00a0 <\/span>Since <a href=\"https:\/\/www.noaa.gov\/weather\"><span class=\"s2\">NOAA<\/span><\/a>, the <a href=\"https:\/\/www.weather.gov\/forecastmaps\"><span class=\"s2\">National Weather Service<\/span><\/a> and <a href=\"https:\/\/weather.msfc.nasa.gov\/GOES\/\"><span class=\"s2\">NASA<\/span><\/a> are all agencies within the Department of Commerce with shared weather jurisdiction, their <a href=\"https:\/\/prepforthat.com\/noaa-nasa-warns-5g-technology-will-disrupt-weather-prediction\/\"><span class=\"s2\">scientists<\/span><\/a> and outside <a href=\"https:\/\/electronics360.globalspec.com\/article\/13701\/meteorologists-5g-could-interfere-with-weather-forecasts\"><span class=\"s2\">meteorologists<\/span><\/a><span class=\"Apple-converted-space\">\u00a0 <\/span>have concluded there is a <a href=\"https:\/\/www.nature.com\/articles\/d41586-019-01305-4\"><span class=\"s2\">problem<\/span><\/a>.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p3\"><span class=\"s4\">Since the FCC was preparing to auction <a href=\"http:\/\/www.parabolicarc.com\/2019\/03\/11\/nasa-commerce-department-battle-fcc-5g-frequency-allocation\/\"><span class=\"s2\">2,909 licenses<\/span><\/a><\/span> <span class=\"s4\">in the 24.25 to 25.25<span class=\"Apple-converted-space\">\u00a0 <\/span>spectrum bands\u00a0on <b>March 14<\/b>, 2019, Commerce Secretary Wilbur Ross and NASA Administrator Jim Bridenstine invited<span class=\"Apple-converted-space\">\u00a0 <\/span>FCC Chair Ajit Pai in its <a href=\"https:\/\/spacenews.com\/5g-trumps-weather-in-spectrum-debate\/\"><span class=\"s2\"><b>February 28<\/b><\/span><span class=\"s6\"><sup>th<\/sup><\/span><\/a><\/span><span class=\"s5\"> letter <\/span><span class=\"s4\">to attend an interagency meeting on March 11tth convened by NASA to <\/span><span class=\"s7\"><i>\u201c<\/i><\/span><span class=\"s1\">continue the long-standing interagency reconciliation process on this important topic.<\/span><span class=\"s8\">\u201d <\/span><span class=\"s1\"> The Ross letter also<\/span><span class=\"s4\"> requested that the FCC remove a policy paper from its website<span class=\"Apple-converted-space\">\u00a0 <\/span>\u2018<i>immediately<\/i>\u201d as <\/span><\/p>\n<p class=\"p4\"><span class=\"s4\">\u2018<i>there was<\/i><\/span><span class=\"s5\"><i> <\/i><a href=\"https:\/\/emfrefugee.blogspot.com\/2019\/03\/critical-weather-data-threatened-by-fcc.html\"><span class=\"s2\">no consensus<\/span><\/a><i> <\/i><\/span><span class=\"s4\"><i>in the interagency on this topic and <\/i><\/span><span class=\"s1\"><i>would have a <\/i><\/span><span class=\"s3\"><i>significant negative impact on the transmission of critical earth science data<\/i><\/span><span class=\"s1\"><i>. It is essential that protections are established for the critical operation of NASA, the Commerce Department and our international partners in the 23.6 to 24 GHz spectrum band<\/i><\/span><span class=\"s9\"><i>.\u201d<\/i><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In a <b>March 8<\/b><\/span><span class=\"s10\"><b><sup>th<\/sup><\/b><\/span><span class=\"s1\"> response to Ross and Bridenstine, Pai <a href=\"https:\/\/spacenews.com\/5g-trumps-weather-in-spectrum-debate\/\"><span class=\"s2\">refused their invitation<\/span><\/a> and stated that the Commission had already \u201c<a href=\"https:\/\/emfrefugee.blogspot.com\/2019\/03\/critical-weather-data-threatened-by-fcc.html\"><span class=\"s2\">engaged extensively<\/span><\/a>\u201d with NASA and that the State Department had, as arbiter, sided with the FCC : <\/span><\/p>\n<p class=\"p5\"><span class=\"s4\">\u201c<i>Given the lack of respect for the Department of State\u2019s decision and the <\/i><\/span><span class=\"s11\"><i>deliberate and ongoing efforts to undermine the U.S. Government\u2019s proposal both here and abroad<\/i><\/span><span class=\"s4\"><i>, the FCC will respectfully <\/i><\/span><span class=\"s11\"><i>decline the invit<\/i><\/span><span class=\"s4\"><i>ation to attend the March 11 meeting<\/i><\/span><span class=\"s12\">.\u201d <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In their <a href=\"https:\/\/science.house.gov\/imo\/media\/doc\/Pai%2520FCC%2520Letter.pdf\"><span class=\"s2\"><b>March 13<\/b>, 2019 letter<\/span><\/a> to Pai, House Science Committee Chair Eddie Bernice Johnson and ranking member Rep. Frank Lucas sent a formal request that Pai postpone the upcoming 24GHz auction on March 14<\/span><span class=\"s10\"><sup>th<\/sup><\/span><span class=\"s1\"> citing:<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">\u201c<i>NOAA, NASA, and DOD have used <\/i><\/span><span class=\"s3\"><i>satellite-borne microwave sensors to measure water vapor<\/i><\/span><span class=\"s1\"><i> since the 1970s. <\/i><\/span><span class=\"s3\"><i>Water vapor data is essential<\/i><\/span><span class=\"s1\"><i> to the numerical weather prediction of rainfall and drought and helps <\/i><\/span><span class=\"s3\"><i>increase the precision of such predictions<\/i><\/span><span class=\"s1\"><i>. Water vapor measurements are also important in <\/i><\/span><span class=\"s3\"><i>increasing accuracy of tracking hurricanes and monitoring sea ice, sea surface temperature, and soil moisture<\/i><\/span><span class=\"s1\"><i>. Due to the specific properties of water vapor, <\/i><\/span><span class=\"s3\"><i>it cannot be measured in frequency bands other than those currently allocated.<\/i><\/span><span class=\"s1\"><i>\u201d <\/i>\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s3\">Water vapor, rather than co2, is acknowledged as the most prevalent of the greenhouse gases. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In his <b>April 29<\/b><\/span><span class=\"s10\"><b><sup>th<\/sup><\/b><\/span><span class=\"s1\"> response to Johnson and Lucas, Pai wrote to <a href=\"https:\/\/science.house.gov\/imo\/media\/doc\/4.29.19%2520Ajit%2520Pai%2520letter%2520to%2520EBJ.pdf\"><span class=\"s2\">inform them<\/span><\/a> <\/span><span class=\"s3\"><i>after<\/i> the FCC had<span class=\"Apple-converted-space\">\u00a0 <\/span>gone forward with the auction<\/span><span class=\"s1\">: <\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">\u201c<i>grossing nearly $2 billion for 700 megahertz of spectrum in the 24.25-24.45 GHz and 24.75-25.25 GHz bands for commercial 5G services and applications<\/i>\u201d and that<\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">\u201c<i>based on the record compiled by the Commission, the <\/i><\/span><span class=\"s3\"><i>FCC concluded that these rules would protect the 23.6 \u2013 24 GHz band from interference<\/i><\/span><span class=\"s1\">.\u201d <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">On <b>May 13<\/b>, Senators Ron Wyden (D-Or) and Maria Cantwell D-Wash) <a href=\"https:\/\/www.cantwell.senate.gov\/imo\/media\/doc\/05132019%2520Cantwell%2520Letter%2520to%2520Pai.pdf\"><span class=\"s2\">wrote to Chair Pai<\/span><\/a> to request that the FCC<\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">\u201c<\/span><span class=\"s3\"><i>not award any final license<\/i><\/span><span class=\"s1\"><i> to winning bidders for the 24 GHz<span class=\"Apple-converted-space\">\u00a0 <\/span>Spectrum until the FCC approve the passive band protection limits that NASA and the NOAA determine are <\/i><\/span><span class=\"s3\"><i>necessary to protect critical satellite-based measurements of atmospheric water vapor needed to forecast the weather.\u201d<\/i><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">On <b>May 16<\/b><\/span><span class=\"s10\"><b><sup>th<\/sup><\/b><\/span><span class=\"s1\">, <a href=\"https:\/\/tech.rapida.co\/5g-might-imply-much-less-time-to-flee-a-lethal-hurricane-heads-of-nasa-and-noaa-warn\/\"><span class=\"s2\">NOAA scientists<\/span><\/a> testified before the House Subcommittee on the Environment regarding The Future of Forecasting that \u201c<\/span><span class=\"s3\"><i>satellites would lose approximately 77 percent of the data they\u2019re currently collecting, reducing our forecast ability by as much as 30 percent<\/i><\/span><span class=\"s1\">.\u201d <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">On <b>June 12<\/b><\/span><span class=\"s10\"><b><sup>th<\/sup><\/b><\/span><span class=\"s1\">, the Senate Commerce Committee held an <a href=\"https:\/\/www.commerce.senate.gov\/public\/index.cfm\/hearings?ID=AE64FD09-95B1-407D-8A87-8CBEE10665A4\"><span class=\"s2\">oversight hearing<\/span><\/a> on the FCC with the following exchange (2:15) regarding the 24Ghz \u2013 weather forecasting issue:<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Chair Pai: <span class=\"Apple-converted-space\">\u00a0 <\/span><i>Unfortunately some folks in the Federal government believe wrongly that, <\/i><\/span><span class=\"s3\"><i>for whatever reasons,<\/i><\/span><span class=\"s1\"><i> development of 5G technology and other bands shouldn\u2019t happen; they believe it to be an <\/i><\/span><span class=\"s3\"><i>unacceptable risk<\/i><\/span><span class=\"s1\"><i> to some Federal uses.<span class=\"Apple-converted-space\">\u00a0 <\/span>I firmly reject those determinations especially in 24 GHz band.<span class=\"Apple-converted-space\">\u00a0 <\/span>It has been difficult to have a framework where we can work cooperatively with some of our sister agencies.<span class=\"Apple-converted-space\">\u00a0 <\/span>Unfortunately, <\/i><\/span><span class=\"s3\"><i>one department<span class=\"Apple-converted-space\">\u00a0 <\/span>has been very active in trying undermine the US position in these international negotiations and make it more difficult to free up spectrum in 5G\u201d <\/i><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Commissioner Rosenworcel: <span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c<i>I have not been in the meetings the Chairman refers to.<span class=\"Apple-converted-space\">\u00a0 <\/span>We <\/i><\/span><span class=\"s3\"><i>have to resolve these issues before we put the spectrum to market in an auction.<\/i><\/span><span class=\"s1\"><i><span class=\"Apple-converted-space\">\u00a0 <\/span>The idea that this one part of the administration is not talking to another; we bring these air waves to market, ask carriers to spend billions of dollars on them and then <\/i><\/span><span class=\"s3\"><i>don\u2019t exactly know what the terms of service look like<\/i><\/span><span class=\"s1\"><i> all the while <\/i><\/span><span class=\"s3\"><i>we are<\/i><\/span><i> <\/i><span class=\"s3\"><i>headed into world radio conference<\/i><\/span><span class=\"s1\"><i> and possibly undermining our ability to negotiate these issues.<span class=\"Apple-converted-space\">\u00a0 <\/span>We\u2019ve got <\/i><\/span><span class=\"s3\"><i>to figure this stuff out before we hold an auction<\/i><\/span><span class=\"s1\"><i> otherwise the integrity of our future auction structure are at stake<\/i>.\u201d<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Commissioner O\u2019Reilly<span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c<i>It\u2019s <\/i><\/span><span class=\"s3\"><i>not just about 24GHz<\/i><\/span><span class=\"s1\"><i>.<span class=\"Apple-converted-space\">\u00a0 <\/span>It\u2019s <\/i><\/span><span class=\"s3\"><i>about every other band<\/i><\/span><span class=\"s1\"><i> we are talking about in the millimeter wave.<span class=\"Apple-converted-space\">\u00a0 <\/span>They want to come back <\/i><\/span><span class=\"s3\"><i>retest and rechallenge decisions that we are making<\/i><\/span><span class=\"s1\"><i>; that\u2019s very problematic.<span class=\"Apple-converted-space\">\u00a0 <\/span>24 is only so value; <\/i><\/span><span class=\"s3\"><b><i>there are other bands that are going to be more valuable for different technologies<\/i><\/b><\/span><span class=\"s1\"><i>; I think this is about <\/i><\/span><span class=\"s3\"><i>precedent setting<\/i><\/span><span class=\"s1\"><i> and why they are talking about a sensor that doesn\u2019t exist on the satellite.\u201d<\/i><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Pai:<span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c<i>We have waited for a validated study; one study contained flawed assumptions made the study meaningless.<span class=\"Apple-converted-space\">\u00a0 <\/span>The Dept of Commerce has been <\/i><\/span><span class=\"s9\">\u201c<a href=\"https:\/\/venturebeat.com\/2019\/06\/13\/fcc-blames-commerce-department-for-5g-weather-scare-spectrum-delays\/\"><span class=\"s13\"><i>blocking our efforts<\/i><\/span><\/a><\/span><span class=\"s1\"><i> at every single turn and situation has gotten worse since head of NTIA resigned<\/i>.\u201d<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Committee Chair Roger Wicker inquired: \u201c<i>Does each member of the Commission agree with the scientific conclusion of this issue?<\/i>\u201d <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">PAI <span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c<i>The proposed FCC protection limits have been and will continue to be appropriate for protection of passive weather sensors<\/i>..\u201d <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Rosenworcel:<span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c<i>I\u2019ve not been at the meetings that gotten to the bottom of just what threshold for out of band emissions should apply.\u201d<\/i><span class=\"Apple-converted-space\">\u00a0 <\/span>In other words, the 24GHz is still outstanding issue. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In their <a href=\"https:\/\/science.house.gov\/imo\/media\/doc\/6.19.19%2520Letter%2520to%2520Secretary%2520Ross%2520and%2520Administrator%2520Bridenstine1.pdf\"><span class=\"s2\"><b>June 19<\/b><\/span><span class=\"s6\"><b><sup>t<\/sup><\/b><sup>h<\/sup><\/span><span class=\"s2\"> letter to Secretary of Commerce<\/span><\/a> Wilbur Ross,<span class=\"Apple-converted-space\">\u00a0 <\/span>Chair Johnson and ranking member Lucas followed up, after having been dismissed by Pai, expressing <\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">\u201c<\/span><span class=\"s3\"><i>deep concern about the potential for degradation of our Nation\u2019s weather forecasts by interference from spectrum recently auctioned off by the FCC<\/i><\/span><span class=\"s1\"><i>.<\/i>\u201d <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The June19th letter included reference to NASA Superintendent Jim Bridenstine\u2019s testimony on April 2, 2019 before the House Science Committee that<\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">\u201c<i>\u2026 there is a risk that <\/i><\/span><span class=\"s3\"><i>depending on the power and the position of the cell towers<\/i><\/span><span class=\"s1\"><i> in the 5G network, <\/i><\/span><span class=\"s3\"><i>it could bleed over into our spectrum<\/i><\/span><span class=\"s1\"><i> and that\u2019s the risk.<span class=\"Apple-converted-space\">\u00a0 <\/span>And the assessments that NASA has done in conjunction with NOAA have determined that there is a <\/i><\/span><span class=\"s3\"><i>very high probability that we are going to lose a lot of data<\/i><\/span><span class=\"s1\">.\u201d\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In conclusion, the June 19<\/span><span class=\"s10\"><sup>th<\/sup><\/span><span class=\"s1\"> letter stated that<\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">\u201c<i>The Committee must have the most complete information to inform us about those contradictory statements and there is limited time available as the <\/i><a href=\"https:\/\/www.itu.int\/en\/ITU-R\/conferences\/wrc\/Pages\/default.aspx\"><span class=\"s2\">World Radiocommunication Conference<\/span><\/a><i> occurs in October of this year.<span class=\"Apple-converted-space\">\u00a0 <\/span>The <\/i><\/span><span class=\"s3\"><i>US must submit its official position on allowable levels of noise in the 24 GHz band <\/i><b><i>in advance of the conference.\u201c<\/i><\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">If enacted, the <a href=\"https:\/\/www.commerce.senate.gov\/public\/index.cfm\/pressreleases?ID=1D68B6F6-7156-4341-B256-E83059781A02\"><span class=\"s2\">Spectrum Now Act<\/span><\/a> S. 3010<span class=\"Apple-converted-space\">\u00a0 <\/span>would \u201csignificantly accelerate\u201d making more Federally owned spectrum, which is a finite resource,<span class=\"Apple-converted-space\">\u00a0 <\/span>available that is <a href=\"https:\/\/www.lightreading.com\/spectrum-now-act-takes-aim-at-mid-band-spectrum\/d\/d-id\/752390\"><span class=\"s2\">currently not available<\/span><\/a><\/span> <span class=\"s1\">open for commercial use including the mid-band spectrum.\u00a0<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">In October, 2018 President Donald Trump signed a <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/presidential-memorandum-developing-sustainable-spectrum-strategy-americas-future\/\"><span class=\"s2\">Memorandum<\/span><\/a> directing the Commerce Department\u2019s National Telecommunication and Information Administration (NTIA) to <a href=\"https:\/\/www.sdxcentral.com\/articles\/news\/trump-wants-a-national-5g-spectrum-policy\/2018\/10\/\"><span class=\"s2\">establish a national spectrum <span class=\"Apple-converted-space\">\u00a0 <\/span>policy<\/span><\/a><\/span> <span class=\"s1\">to identify existing Federal Spectrum available and 5G\u2019s future needs including the <\/span><span class=\"s3\"><b><i>\u2019burgeoning Internet of Things near insatiable demand for Spectrum.<\/i><\/b><\/span><span class=\"s1\">\u201d\u00a0<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">What FCC Commissioner O\u2019Reilly is referring to when he mentions \u2018<\/span><span class=\"s3\"><i>bands that are going to be<span class=\"Apple-converted-space\">\u00a0 <\/span>more valuable for future technologie<\/i><\/span><span class=\"s1\"><i>s<\/i>\u201d is the amount of Spectrum that will be required to fully develop MIoT and Artificial Intelligence technologies. When O\u2019Reilly mentions the \u2018<i>precedent setting<\/i>\u201d nature of the Commerce Department\u2019s opposition to 24 GHz, he is confirming that those <\/span><span class=\"s3\">\u2018future technologies\u2019 will require a very high investment of Spectrum that will, by necessity, come from Federally\/taxpayer-owned Spectrum<\/span><span class=\"s1\">.<span class=\"Apple-converted-space\">\u00a0 <\/span>In other words, the NTIA process to identify future 5G Spectrum requirements and which Federal agencies will be required to acquiesce their Spectrum, just as Commerce is being pressured to capitulate, promises to be a <\/span><span class=\"s3\">make-it-or-break-it for 5G development.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">FCC Chair Ajit Pai, a former <a href=\"https:\/\/www.fastcompany.com\/40476190\/ex-verizon-lawyer-ajit-pai-confirmed-to-second-term-as-fcc-chair\"><span class=\"s2\">Verizon<\/span><\/a> attorney who lobbied <a href=\"https:\/\/www.pbs.org\/newshour\/show\/fcc-chair-ajit-pai-explains-wants-scrap-net-neutrality\"><span class=\"s2\">against net neutrality<\/span><\/a> was appointed to the FCC by President Barack Obama in 2014, <a href=\"https:\/\/spacenews.com\/fcc-dismisses-studies-of-potential-5g-interference-with-satellite-weather-observations\/\"><span class=\"s2\">warned<\/span><\/a> that \u201c<i>If the Department of Commerce\u2019s position were to prevail, not only would <\/i><\/span><span class=\"s3\"><i>this spectrum be unusable for 5G domestically<\/i><\/span><span class=\"s1\"><i>, but we would also <\/i><\/span><span class=\"s3\"><i>put at risk the U.S. position at the upcoming international conference in October.\u201d\u00a0<\/i><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">To be continued<\/span><span class=\"s9\">\u2026<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\"><b><i>Renee Parsons<\/i><\/b><i> has been a member of the ACLU\u2019s Florida State Board of Directors and president of the ACLU Treasure Coast Chapter.
