Smollett\u2019s charges were dropped in Chicago in return for his community service with Jesse Jackson\u2019s Rainbow PUSH Coalition.<\/p>\n<p>\u201cI\u2019m so excited that Kamala Harris has decided to run for president. Many of these wiretaps were never explained and never resulted in action, and targets are still unnamed.<\/p>\n<p>Kamala Harris served as California attorney general from 2011 to 2017, when she took her Senate seat.<\/p>\n<p>Riverside County Superior Court judge Helios Hernandez, appointed by Democrat governor Gray Davis, ordered\u00a0<a href=\"http:\/\/theievoice.com\/there-was-so-much-wiretapping-in-riverside-county-even-the-bugs-had-bugs\/\">624<\/a>\u00a0wiretaps in 2014,\u00a0<a href=\"https:\/\/www.usatoday.com\/story\/news\/2015\/11\/11\/dea-wiretap-operation-riverside-california\/75484076\/\">almost<\/a>\u00a0five times more than any other American judge, and 44,000 people and over 2 million conversations were tapped. Hernandez even\u00a0<a href=\"http:\/\/www.prosecutorialaccountability.com\/2016\/03\/03\/ca-riverside-countys-massive-wiretapping-binge-faces-its-first-court-challenge\/\">got 17 wiretap applications<\/a>\u00a0in one day. Some of Hernandez\u2019s wiretaps\u00a0<a href=\"https:\/\/www.techdirt.com\/articles\/20151214\/08492533071\/dea-loses-big-drug-case-thanks-to-illegal-wiretap-warrants-prosecutor-calls-procedural-errors.shtml\">have been found to be illegal by prosecutors<\/a>, leading to the dropping of some cases and the surrender of assets seized by the feds. A\u00a0<a href=\"https:\/\/www.desertsun.com\/story\/news\/crime_courts\/2016\/07\/06\/riverside-county-wiretaps-judge\/86779116\/\">federal judge said<\/a>\u00a0legal standards \u201ccould not have been met\u201d with regard to the Riverside County wiretaps.\u00a0<a href=\"https:\/\/www.pe.com\/2017\/07\/02\/wiretaps-drop-from-outsized-high-in-inland-empire\/\">Approximately 18 percent<\/a>\u00a0of the more than 4 million conversations wiretapped in the state of California in 2016 were incriminating.<\/p>\n<p>The wiretapping scheme coincided with a period of massive revenue gains for the state of California from civil asset forfeitures overseen by Kamala Harris\u2019 office. In 2014, Riverside County\u00a0<a href=\"https:\/\/oag.ca.gov\/sites\/all\/files\/agweb\/pdfs\/publications\/asset_forf\/2014_af\/counties-2014.pdf\">collected more than $3 million<\/a>\u00a0in civil asset forfeitures.<\/p>\n<p><strong>Stephanie J. Lacambra, criminal defense staff attorney at the Electronic Frontier Foundation, is representing a retired California Highway Patrol officer who was targeted with a wiretap, and who still has no idea why.<\/strong><\/p>\n<p>\u201cIt looked like the FBI and DEA were shopping because they could get this one judge in Riverside County\u201d to sign off on wiretap orders, Lacambra told Big League Politics, referring to Riverside County judge Helios Hernandez.<\/p>\n<p>Lacambra that the \u201cspecter of impropriety\u201d led to numerous of these cases being dropped nationwide. \u201cIt looked like there was not justification for the sheer number of wiretaps coming out of this county.\u201d<\/p>\n<p>Lacambra said that her client\u2019s wiretap \u201coccurred during the time in which this spike in wiretaps was happening in 2015.\u201d<\/p>\n<p>\u201cThe problem lies in that the district attorney\u2019s office that had the responsibility of issuing notice to individuals who were targets failed to notify those targets,\u201d Lacambra told Big League Politics, noting that people were completely unaware that they were being wiretapped.<\/p>\n<p>\u201cWhat we\u2019re doing right now is trying to convince the court to exercise its discretion to release the information\u201d about her client\u2019s wiretap, before going to the next step of a lawsuit.<\/p>\n<p>\u201cIn California there is a state law that says the target of a wiretap can ask the court to release the documents\u2026we\u2019re trying to get that information first,\u201d Lacambra said.<\/p>\n<p><strong>Cover Up<\/strong><\/p>\n<p>In 2015, Kamala Harris\u2019 attorney general\u2019s office made the unprecedented decision to release California\u2019s Electronic Interceptions Report as a \u201clocked\u201d PDF not available to members of the public, according to documents obtained by Big League Politics.<\/p>\n<p>An\u00a0<a href=\"https:\/\/www.eff.org\/document\/cadoj-response-regarding-california-electronic-interceptions-report-data-2015\">April 23, 2015 letter<\/a>\u00a0on Kamala Harris\u2019 official attorney general stationery denied Lacambra\u2019s firm\u2019s request to see the report.<\/p>\n<p>A deputy attorney general wrote on Harris\u2019 behalf:<\/p>\n<p>\u201cSince that time, our Office has changed its security protocol regarding reports and other\u00a0documents that are made available electronically to members of the public on our public web\u00a0site. Now, all such reports and documents appearing on our public website are only made\u00a0available to members of the public in a locked PDF format. We have made this change in orderto better protect the security and integrity of the data in our public records.<\/p>\n<p>Unfortunately, given our new procedure, we are unable to provide you with an electric\u00a0copy of the 2014 Electronic Interception report in a Microsoft Word format. We apologize for\u00a0any inconvenience that this new\u00a0change may cause for you.\u201d<\/p>\n<p>The Electronic Frontier Foundation\u2019s persistence eventually led to the publication of the 2015 report, but problems persisted.<\/p>\n<p>The report was incomprehensible in the sense that Riverside County wiretap reports did not correspond to the wiretap order numbers, and were not in correct sequential order like other counties, according to a source.<\/p>\n<p>The Riverside County wiretaps had identifying numbers in the report starting at over 1,000, even though there were not more than 1,000 wiretaps from that county in 2014 or 2015, making it impossible to trace or identify some of the wiretaps, including in the case of Lacambra\u2019s client, the retired California Highway Patrol officer.
