(U.S. Embassy\/public domain)<\/p><\/div>\n<p>President Donald Trump\u2019s national security team has been leaking \u201cintelligence\u201d about Iranian threats for a week now in an attempt to justify escalating tensions, including moving American air attack assets to the Persian Gulf. But a closer look suggests that National Security Advisor John Bolton and other senior officials are trying to pull off an intelligence deception comparable to the fraudulent pretense for war in Iraq.<\/p>\n<p>There\u2019s also credible evidence that Israel could be playing a key role in this subterfuge.<\/p>\n<p>This deception has served to defend not only a U.S. military buildup in the region, but an expansion of the possible contingencies that could be used to justify military confrontation. In Bolton\u2019s White House\u00a0<a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/statement-national-security-advisor-ambassador-john-bolton-2\/\">statement<\/a>\u00a0on May 5, he said the deployment of assets to the Gulf would \u201csend a clear and unmistakable message to the Iranian regime that any attack on United States interests or on those of our allies will be met with unrelenting force.\u201d<\/p>\n<p>But public claims by the White House about Iran don\u2019t reflect \u201cintelligence\u201d in any technical sense of the word. No one has cited a single piece of hard evidence that justifies these claims of threats, let alone any that are \u201cnew,\u201d as press leaks have suggested. All of them appear to be deliberate and gross distortions of actual facts. Thus do they parallel the\u00a0<a href=\"https:\/\/www.nytimes.com\/2004\/10\/03\/washington\/us\/the-nuclear-card-the-aluminum-tube-story-a-special-report-how.html\">infamous aluminum tubes<\/a>\u00a0of the run-up to the invasion of Iraq, which were presented as proof of an incipient Iraqi nuclear weapons program, despite the fact that technical analysis had shown that they couldn\u2019t have been used for that purpose.<\/p>\n<p><i>The Washington Post<\/i>\u00a0<a href=\"https:\/\/www.stripes.com\/news\/us\/trump-purportedly-frustrated-by-aides-he-believes-are-pushing-him-into-war-with-iran-1.581192\">reported<\/a>\u00a0on May 15 that Pentagon and intelligence officials had cited three \u201cIranian actions\u201d that had supposedly \u201ctriggered alarms\u201d:<\/p>\n<ul>\n<li>\u201cInformation suggesting an Iranian threat against U.S. diplomatic\u00a0facilities in the Iraqi cities of Baghdad and Irbil.\u201d<\/li>\n<li>\u201cU.S. concerns that Iran may be preparing to mount rocket or missile launchers on small ships in the Persian Gulf.\u201d<\/li>\n<li>\u201cA directive from [Supreme Leader Ayatollah Ali] Khamenei to the Islamic Revolutionary Guard Corps and regular Iranian military units that some U.S. officials have interpreted as a potential threat to U.S. military and diplomatic personnel.\u201d<\/li>\n<\/ul>\n<p>None of those three claims describes actual evidence of a threatening Iranian \u201caction\u201d; all merely refer to an official U.S. \u201cconcern\u201d about a possible Iranian threat.<\/p>\n<p>The notion of\u00a0<a href=\"https:\/\/nationalpost.com\/news\/world\/dhow-in-the-persian-gulf-armed-with-iranian-missile-explains-u-s-alarm-sources\">missile launchers on small Iranian boats<\/a>\u00a0threatening American ships has been the subject of extensive leaks to the media. But a closer examination of that story shows that it\u2019s an entirely artificial construct.<\/p>\n<p>Multiple news outlets have reported that the concerns over missiles launchers are based on aerial photographs showing Iranian missiles in small fishing boats, or dhows, that are \u201cbelieved\u201d to be under the control of the Islamic Revolutionary Guard Corps. An\u00a0<a href=\"https:\/\/abcnews.go.com\/Politics\/us-photos-showed-anti-ship-missiles-iranian-boats\/story?id=63076816]\">ABC News story<\/a>\u00a0claims that these photos were \u201ctaken by U.S. intelligence\u201d above the Iranian port of Chabahar. This is said to have stoked fears that the IRGC would use them against U.S. naval ships.<\/p>\n<div id=\"related_content\">\n<ul>\n<li><a href=\"https:\/\/www.theamericanconservative.com\/articles\/is-america-ready-for-john-boltons-war-with-iran\/\">Is America Ready for John Bolton&#8217;s War With Iran?<\/a><\/li>\n<li><a href=\"https:\/\/www.theamericanconservative.com\/articles\/iran-says-hell-no-to-trumps-aggression\/\">Iran Says &#8216;Hell No!&#8217; to Trump&#8217;s Aggression<\/a><\/li>\n<\/ul>\n<\/div>\n<p>This, however, makes no strategic sense. In the first place, as Fabian Hinz,\u00a0an independent specialist on missile proliferation,\u00a0<a href=\"https:\/\/www.fpri.org\/article\/2019\/05\/missiles-on-ships-making-sense-of-irans-recent-moves-in-the-gulf\/\">has observed<\/a>, the IRGC would need to have a method of launching them from boats, which would require extensive testing. None of that has been observed up to now, and such a development seems extremely unlikely.<\/p>\n<p>The IRGC also has no reason to consider using small fishing vessels to target U.S. ships, because Iran already has an impressive arsenal of land-based, anti-ship cruise missiles with all the range it needs. And those missiles are much less vulnerable than jury-rigged weapons, as they\u2019re hidden in underground bases and disguised in trucks.<\/p>\n<p>Hinz writes that the Iranians in the photos were most likely transporting the weapons to one of Iran\u2019s islands in the Gulf, which are already known to have such anti-ship missiles.<\/p>\n<p>The fishing dhow story isn\u2019t the only one to suffer from a serious lack of credibility. The other two, suggesting a threat to U.S. military personnel and diplomatic facilities in Iraq from Iranian-supported militias,\u00a0<a href=\"https:\/\/dod.defense.gov\/News\/Transcripts\/Transcript-View\/Article\/1848167\/combined-joint-task-force-operation-inherent-resolve-press-briefing-by-maj-gen\/source\/GovDelivery\/\">were discredited<\/a>\u00a0during an official Pentagon-sponsored press briefing by Major General Christopher Ghika, British Deputy Commander of Operation Inherent Resolve for strategy and information. Ghika declared explicitly that there is \u201cno increased threat from Iranian-backed forces in Iraq and Syria,\u201d and repeated it when challenged by a shocked Barbara Starr on CNN.<\/p>\n<p>So where did the idea of Iran using fishing dhows to target U.S. ships in the Gulf come from? Not a single media report has suggested that either CIA Director Gina Haspel or Director of National Intelligence Dan Coats provided such information. Acting Secretary of Defense Patrick Shanahan would not specify the source when he told members of the Senate Appropriations Committee on May 8 that senior administration officials had \u201creceived indications and this very, very credible intelligence\u201d on Friday afternoon, May 3.\u00a0That was when officials met with Bolton at the Pentagon, according to the transcript of the meeting provided to\u00a0<i>TAC\u00a0<\/i>\u00a0by Shanahan\u2019s press office.<\/p>\n<p><em><span class=\"m_-3811119598807656264m_7064952456369145773gmail-m_-2559184777050197902gmail-m_-453453567187811615gmail-m_-8658255724409284460gmail-m_2138727706533259935gmail-s1\">T<\/span><\/em><span class=\"m_-3811119598807656264m_7064952456369145773gmail-m_-2559184777050197902gmail-m_-453453567187811615gmail-m_-8658255724409284460gmail-m_2138727706533259935gmail-s1\"><em>he New York Times<\/em>\u00a0<a href=\"https:\/\/www.nytimes.com\/2019\/05\/16\/world\/middleeast\/israel-iran-netanyahu-war.html\">revealed<\/a>\u00a0the answer to the mystery on May 16:\u00a0<\/span>\u201cIn meetings in Washington and Tel Aviv in the past few weeks,\u201d the paper\u2019s Jerusalem correspondent wrote, \u201cIsraeli intelligence warned\u201d U.S. officials that \u201cIran or its proxies were planning to strike American targets in Iraq.\u201d The report cited a \u201csenior Middle Eastern intelligence official\u201d\u2014the term traditionally used to describe an Israeli intelligence official\u2013as the source.<\/p>\n<p><i>Newsweek<\/i>\u00a0unearthed another clue as to the provenance of the claims. The magazine said that it learned from one Pentagon official that the satellite imagery of loading missiles into fishing dhows was not produced by U.S. intelligence but rather\u00a0<a href=\"https:\/\/www.newsweek.com\/trump-administration-iran-israel-reports-1428048\">had been provided by Israel.<\/a><\/p>\n<p>Reporting by the leading Israeli diplomatic correspondent Barak Ravid, now of Channel 13 but also filing for Axios, provides\u00a0<a href=\"https:\/\/www.axios.com\/israel-warned-trump-of-possible-iran-plot-bolton-34f25563-c3f3-41ee-a653-9d96b4541984.html\">more detailed evidence<\/a>\u00a0that Israel was the original source of all three alleged Iranian threats. Ravid\u2019s story reports that an Israeli delegation, led by national advisor Meir Ben Shabbat, met with Bolton and other U.S. national security officials in the White House on April 15 and passed on to them \u201cinformation about possible Iranian plots against the U.S. or its allies in the Gulf,\u201d according to \u201csenior Israeli officials.\u201d<\/p>\n<p>Bolton confirmed the meeting with Ben Shabbat in a tweet after it happened, but revealed nothing about what was discussed.<\/p>\n<p>Ravid\u2019s Israeli sources acknowledged that it wasn\u2019t hard intelligence or even an intelligence assessment based on evidence. Instead, as one Israeli official acknowledged, Mossad \u201cdrew several scenarios for what Iran might be planning.\u201d Ravid\u2019s sources ultimately admitted that Israel\u2019s Mossad doesn\u2019t really know \u201cwhat the Iranians are trying to do.\u201d<\/p>\n<p>This is the obvious explanation for why U.S. officials were so unwilling to reveal the provenance of what has loosely been called \u201cintelligence.\u201d It also tallies with one Pentagon official\u2019s revelation to\u00a0<i><a href=\"https:\/\/www.newsweek.com\/trump-administration-iran-israel-reports-1428048\">Newsweek<\/a>\u00a0<\/i>that the satellite imagery cited as evidence of missiles in fishing boats had been \u201cprovided to U.S. officials by Israel\u2026.\u201d<\/p>\n<p>That April 15 meeting was only the most recent one between top U.S. and Israeli national security officials over the past year,\u00a0<a href=\"https:\/\/www.axios.com\/scoop-us-and-israel-reach-joint-plan-to-counter-iran-1515110887-51be0529-3ff5-4d8f-89f1-6c89423d4dff.html\">according to Ravid<\/a>. These meetings were conducted under\u00a0a still-secret U.S.-Israeli agreement on a joint plan of action against Iran reached after two days of unannounced meetings at the White House between Ben Shabbat and then-national security advisor H.R. McMaster on December 12, 2017. Ravid reported the details of that agreement in late December based on information from a \u201csenior U.S. official\u201d and confirmation from senior Israeli officials.<\/p>\n<p>Ravid\u2019s story provided details on the four working groups that were formed under the agreement, including one on \u201cJoint U.S.-Israeli preparation for different escalation scenarios in the region, concerning Iran, Syria, Hezbollah in Lebanon and Hamas in Gaza.\u201d The Mossad \u201cscenarios\u201d apparently provided the central ideas with which to justify the Trump administration\u2019s subsequent escalatory moves against Iran, including ostentatiously moving an aircraft carrier and a B-52 bomber group into the region.<\/p>\n<p>Ravid asked the NSC for comment last summer about several meetings of the joint working group\u00a0<a href=\"https:\/\/www.axios.com\/israel-united-states-pressure-iranian-government-protests-e820d144-302c-40ec-8d31-88c2abd09640.html\">and was told<\/a>, \u201cwe don\u2019t confirm or provide details of internal deliberations.\u201d<\/p>\n<p>When reached by\u00a0<em>TAC\u00a0<\/em>on Monday<em>,\u00a0<\/em>the NSC press office declined to respond to Ravid\u2019s reporting or other reports indicating that Israel was the source of the \u201cvery credible intelligence\u201d about Iranian threats.<\/p>\n<p>Bolton\u2019s May 5\u00a0<a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/statement-national-security-advisor-ambassador-john-bolton-2\/\">statement<\/a>\u00a0warning of \u201cunrelenting force\u201d against Iran in response to any attack by either Iranian or \u201cproxy\u201d forces added a very significant new element to America\u2019s retaliatory threats. It referred to an attack \u201con United States interests or on those of our allies.\u201d That broadening of the range of scenarios that could be cited to justify a U.S. strike against Iran, which has so far been studiously ignored by major news media, represents a major concession to the Israelis and Saudi Arabia.<\/p>\n<p>It also creates a new incentive for the Israelis and Saudis to provoke military responses by Hamas in Gaza or the Houthis in Yemen. And it poses the problem of incidents that could be blamed on Iran or a \u201cproxy\u201d but for which actual responsibility is ambiguous, such as the apparent \u201c<a href=\"https:\/\/www.reuters.com\/article\/us-saudi-oil-usa-iran-security-analysis\/tanker-attacks-near-uae-expose-weaknesses-in-gulf-arab-security-idUSKCN1SL1BD\">limpet mine<\/a>\u201d attack on oil tankers on May 12\u2014or the\u00a0<a href=\"https:\/\/www.apnews.com\/890156f1ffc1457ba97acd598753be94\">rocket fired into Baghdad\u2019s Green Zone<\/a>\u00a0within a mile of the U.S. embassy there Sunday night.<\/p>\n<p>These deceptions are part of a dangerous game being run by Bolton in which Israel is apparently playing a crucial role. That should prompt some serious questioning as to Bolton\u2019s claims and the role of the alleged secret U.S.-Israeli understandings.<\/p>\n<p>There are already signs of resistance within the Pentagon in response to this move towards war with Iran, as reported by\u00a0<i>Newsweek<\/i>\u00a0late last week. \u201cBe on the lookout for Iraq 2.0 justifications,\u201d said one military official. \u201cThink about the intel indicators prior to the Iraq invasion.
