Scientific advances are the wellspring of the technical innovations whose benefits are seen in economic growth, improved health care, and many other areas. The federal government has invested heavily in basic research since the<br \/>\nSecond World War and this support has paid enormous dividends.\u00a0<strong>Our research universities are the best in the world; our national laboratories and-the research facilities they house attract scientists and engineers from around the globe.<\/strong>\u00a0In almost every field, United States researchers lead their foreign colleagues in scientific citations, in Nobel prizes, and most other measures of scientific excellence.<\/p>\n<p><strong>University Research.<\/strong>\u00a0<strong>The National Science Foundation and the National Institutes of Health<\/strong>\u00a0provide the vast majority of Federal funding for university research.\u00a0<strong>Since universities play dual roles of research and teaching, the long-term scientific and technological vitality of the U.S. depends upon adequate and sustained funding for university research grant programs at NSF, NIH, and other research agencies.<\/strong><\/p>\n<p><strong>National Laboratories.<\/strong>\u00a0<strong>In fields like high-energy physics, biomedical science, nuclear physics, materials sciences, and aeronautics, the<\/strong>\u00a0<strong>national laboratories provide key facilities used by researchers in academia, Federal labs, and industry.<\/strong>\u00a0In addition, in many fields, researchers at Federal labs are world leaders.\u00a0<strong>We will ensure that Federal laboratories continue their key role in basic research and will encourage more cooperative research between the laboratories and industry and universities<\/strong>. And we will develop new missions for our federal labs to make full use of the talented and experienced men and women working there in today\u2019s post-cold war era.<\/p>\n<p>Environmental Research. In FY93, the\u00a0<strong>Federal government will invest in research to better understand global warming, ozone depletion, and other phenomena important to local, regional, and global environments.<\/strong>\u00a0This research is essential if we are to fully assess the damage mankind is doing to our planet and take effective action to address it.\u00a0<strong>Vital research on local and regional environmental problems will also be strongly supported at EPA, NOAA, NASA, DoD, DOL, USDA, and other agencies.<\/strong><\/p>\n<p>BUILDING AMERICA\u2019S ECONOMIC STRENGTH: NEW INITIATIVES<\/p>\n<p>\u00b7 Permanent Extension Of The Research And Experimentation Tax Credit<br \/>\n\u00b7 Invest In A National Information Infrastructure<br \/>\n\u00b7 Advanced Manufacturing Technology<br \/>\n\u00b7 Facilitate Private Sector Development of a New Generation of Automobiles<br \/>\n\u00b7 Improve Technology For Education And Training<br \/>\n\u00b7 Investments In Energy-Efficient Federal Buildings<\/p>\n<\/div>\n<\/div>\n<div class=\"wpb_text_column wpb_content_element \">\n<div class=\"wpb_wrapper\">\n<p>For all of those activities, the federal government has provided funding for the private sector for research and development of technologies which it then gifts to the researchers.\u00a0 Money for research and development through grants and tax credits was provided not just to the top research universities, but to every institution that hangs a shingle on the door indicating that some education is happening somewhere inside.\u00a0 Not only that, the State Department opened the flood gates for an unlimited number of students from foreign countries to come to the U.S. to be educated in our universities.<\/p>\n<\/div>\n<\/div>\n<div href=\"https:\/\/www.ncjrs.gov\/txtfiles\/164268.txt\" target=\"_blank\" rel=\"noopener noreferrer\">1994 \u2013 NCJ 164268 \u2013 \u201cPartnership\u201d Between Law Enforcement and the Military<\/a><\/p>\n<p>\u201cIn 1994 the U.S. Department of Justice (DOJ) and the U.S. Department of Defense (DOD) entered into a cooperative agreement to develop technologies of value to both. This agreement, codified in a\u00a0<a href=\"http:\/\/www.thetechnocratictyranny.com\/PDFS\/1994_Mou-for-Jpsg-Dod-Doj-FBI.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Memorandum of Understanding (MOU)<\/a>\u00a0and signed by the Deputy Secretary of Defense and the Attorney General, formalized and focused a longstanding ad hoc relationship. To manage this technology development program and to direct its day-to-day activities, the MOU established a Joint Program Steering Group (JPSG) that would represent both departments and be staffed with members from several agencies.\u201d<\/p>\n<p>In 1997, a report was produced on the progress of the\u00a0<a href=\"http:\/\/thetechnocratictyranny.com\/PDFS\/NCJRS_MOU_DOD_DOJ_164268.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">DOD-DOJ cooperative research and development<\/a>\u00a0projects.<\/p>\n<p>This report is about the Army\u2019s Public-Private Partnerships.\u00a0 It\u2019s important because between the lines, there is an obvious strategy to de-militarize the military:<\/p>\n<p>Rand:\u00a0<a href=\"https:\/\/www.rand.org\/pubs\/monograph_reports\/MR1401.html\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cSeeking\u00a0<strong>Nontraditional<\/strong> Approaches to Collaborating and PARTNERING with Industry\u201d<\/a><\/p>\n<p>On the Federation of American Scientists website, there is a page on all the defense hearings held by\u00a0<a href=\"https:\/\/fas.org\/irp\/congress\/1997_hr\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">Congress in 1997<\/a>.\u00a0 On June 17, 1997, there was a hearing of the Joint Economic Committee.\u00a0 The title of the hearing was\u00a0<em><strong>Economic Espionage, Technology Transfers and National Security.\u00a0<\/strong><\/em>\u00a0A Wall Street Journal Reporter, John Fialka\u00a0<strong><a href=\"https:\/\/fas.org\/irp\/congress\/1997_hr\/j970617f.htm\" target=\"_blank\" rel=\"noopener noreferrer\">testified<\/a><\/strong>\u00a0at that hearing about his research and a book he wrote about it titled,\u00a0<strong>War By Other Means: Economic Espionage<\/strong>.\u00a0 A search through the C-Span archives turned up an interview that Mr. Fialka gave about his book.
