Fox News has confirmed portions of the transcript. It provides additional insight into discussions that have returned to the spotlight in Washington as fired FBI Deputy Director Andrew McCabe revisits the matter during interviews promoting his forthcoming book. &#8211;<a href=\"https:\/\/www.foxnews.com\/politics\/former-top-fbi-lawyer-2-trump-cabinet-officials-were-ready-to-support-25th-amendment-effort\"><em>Fox News<\/em><\/a><\/p><\/blockquote>\n<p>While Baker did not identify the two Cabinet officials, he says that McCabe and former FBI lawyer Lisa Page approached him to relay their conversations with Rosenstein, including their discussions of the 25th Amendment scheme.<\/p>\n<p><a href=\"https:\/\/www.zerohedge.com\/s3\/files\/inline-images\/rosen%20mccabe.jpg?itok=G4v5d3F4\" data-image-external-href=\"\" data-image-href=\"\/s3\/files\/inline-images\/rosen%20mccabe.jpg?itok=G4v5d3F4\" data-link-option=\"0\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/zh-prod-1cc738ca-7d3b-4a72-b792-20bd8d8fa069.storage.googleapis.com\/s3fs-public\/inline-images\/rosen%20mccabe.jpg\" srcset=\"https:\/\/zh-prod-1cc738ca-7d3b-4a72-b792-20bd8d8fa069.storage.googleapis.com\/s3fs-public\/styles\/inline_image_desktop\/public\/inline-images\/rosen%20mccabe.jpg?itok=G4v5d3F4 1x\" alt=\"\" width=\"500\" height=\"319\" data-entity-type=\"file\" data-entity-uuid=\"729f6f98-666f-4145-a528-ca7d5486ba49\" data-responsive-image-style=\"inline_images\" \/><\/a><\/p>\n<p>&#8220;I was being told by some combination of Andy McCabe and Lisa Page, that, in\u00a0a conversation with the Deputy Attorney General, he had stated that he &#8212; this was what was related to me &#8212;\u00a0that he had at least two members of the president\u2019s Cabinet who were ready to support, I guess you would call it, an action under the 25th Amendment,&#8221; Baker told the Congressional committees.<\/p>\n<p>The 25th Amendment allows for the removal of a sitting president from office through various mechanisms &#8211; including the majority of a president&#8217;s Cabinet agreeing that the commander-in-chief is incapable of performing his duties.<\/p>\n<p>Rosenstein &#8211; who is slated to leave the Justice Department in the near future, has denied the claims.<\/p>\n<figure class=\"caption caption-img\" role=\"group\"><a href=\"https:\/\/www.zerohedge.com\/s3\/files\/inline-images\/james%20baker_0.jpg?itok=_m9jziPD\" data-image-external-href=\"\" data-image-href=\"\/s3\/files\/inline-images\/james%20baker_0.jpg?itok=_m9jziPD\" data-link-option=\"0\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/zh-prod-1cc738ca-7d3b-4a72-b792-20bd8d8fa069.storage.googleapis.com\/s3fs-public\/inline-images\/james%20baker_0.jpg\" srcset=\"https:\/\/zh-prod-1cc738ca-7d3b-4a72-b792-20bd8d8fa069.storage.googleapis.com\/s3fs-public\/styles\/inline_image_desktop\/public\/inline-images\/james%20baker_0.jpg?itok=_m9jziPD 1x\" alt=\"\" width=\"500\" height=\"311\" data-entity-type=\"file\" data-entity-uuid=\"9352be0d-416a-44e8-8974-82ecefcd67b0\" data-responsive-image-style=\"inline_images\" \/><\/a><figcaption><em>Former FBI General Counsel James A. Baker<\/em><\/figcaption><\/figure>\n<p>Baker said McCabe was cool, calm and collected throughout the discussions, telling lawmakers: &#8220;At this point in time, Andy was unbelievably focused and unbelievably confident and squared away.\u00a0 I don\u2019t know how to describe it other than I was extremely proud to be around him at that point in time because I thought he was doing an excellent job at maintaining focus and dealing with a very uncertain and difficult situation.\u00a0 So I think he was in a good state of mind at this point in time.&#8221;<\/p>\n<p>McCabe, meanwhile\u00a0<a href=\"https:\/\/www.washingtonpost.com\/world\/national-security\/mccabe-representative-seeks-to-downplay-reported-discussions-of-using-25th-amendment-to-oust-trump\/2019\/02\/15\/14187690-3147-11e9-8ad3-9a5b113ecd3c_story.html\">told &#8220;60 Minutes&#8221;<\/a>\u00a0in an interview set to air Sunday night that Rosenstein was concerned about Trump&#8217;s &#8220;capacity.&#8221;<\/p>\n<p>According to McCabe, Rosenstein &#8220;raised the issue and discussed it with me in the context of thinking about how many other cabinet officials might support such an effort,&#8221; adding that Rosenstein was &#8220;definitely very concerned about the president, about his capacity and about his intent at that point in time.&#8221;<\/p>\n<p>&#8220;Rosenstein was actually openly talking about whether there was a majority of the cabinet who would vote to remove the president?&#8221; asks\u00a0<em>CBS News<\/em>\u00a0anchor Scott Pelly, to which McCabe replied: &#8220;<strong>That\u2019s correct. Counting votes or possible votes.<\/strong>&#8221;<\/p>\n<blockquote>\n<p data-elm-loc=\"17\">The New York Times\u00a0<a title=\"www.nytimes.com\" href=\"https:\/\/www.nytimes.com\/2018\/09\/21\/us\/politics\/rod-rosenstein-wear-wire-25th-amendment.html\">first reported<\/a>\u00a0last year that McCabe alleged in memos that Rosenstein had talked about using the 25th Amendment to oust Trump \u2014 or wearing a wire to surreptitiously monitor the president \u2014 in the hectic days in May 2017 after Trump fired James B. Comey as FBI director.\u00a0At the time, Rosenstein disputed the reporting. &#8211;<a href=\"https:\/\/www.washingtonpost.com\/world\/national-security\/mccabe-representative-seeks-to-downplay-reported-discussions-of-using-25th-amendment-to-oust-trump\/2019\/02\/15\/14187690-3147-11e9-8ad3-9a5b113ecd3c_story.html\">WaPo<\/a><\/p>\n<\/blockquote>\n<p>Sen. Lindsey Graham (R-SC) called the 25th Amendment scheme a &#8220;<a href=\"https:\/\/www.washingtonpost.com\/politics\/lindsey-graham-theres-a-bureaucratic-coup-against-trump\/2018\/09\/23\/e21e8e70-bf4c-11e8-90c9-23f963eea204_story.html?utm_term=.5234c9826fa7\"><strong>bureaucratic coup<\/strong><\/a>&#8221; led by enemies of President Trump. On Friday a spokeswoman for the former Deputy Director said: &#8220;Certain statements made by Mr. McCabe, in interviews associated with the release of his book, have been taken out of context and misrepresented,&#8221; adding &#8220;To clarify, at no time did Mr. McCabe participate in any extended discussions about the use of the 25th Amendment, nor is he aware of any such discussions.&#8221;<\/p>\n<p>Baker acknowledged during his testimony that he was not directly involved in the May 2017 discussions, rather, McCabe and Page approached him contemporaneously following a meeting with Rosenstein in the days following former FBI Director James Comey&#8217;s firing.<\/p>\n<p>&#8220;I had the impression that the deputy attorney general had already discussed this with two members in the president\u2019s Cabinet and that they were\u2026onboard with this concept already,&#8221; said Baker.<\/p>\n<blockquote><p><strong>Question:<\/strong>\u00a0\u201cDo you know what direction that went?
