The sudden request, seen as an unprecedented Iraq-style &#8220;shock and awe&#8221; attack on Iran, caught the Pentagon off guard, to the point that\u00a0<strong>&#8220;State Dept. and Pentagon officials were rattled by the request&#8221;\u00a0<\/strong>which\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/white-house-sought-options-to-strike-iran-11547375404\">officials further told the WSJ<\/a>\u00a0was &#8220;mind-boggling&#8221; and &#8220;cavalier&#8221; in terms of how brazen it was.<\/p>\n<p>The request for military options came in early September after the United States accused Iran-backed militias in Iraq of\u00a0<a href=\"https:\/\/www.zerohedge.com\/news\/2018-09-06\/us-embassy-baghdads-green-zone-under-attack\">firing three mortars at the US Embassy<\/a>\u00a0and diplomatic compound in Baghdad, and at a time that\u00a0riots and political instability were spreading throughout some major cities in Iraq, especially in the south. The shells\u2014launched by a group aligned with Iran\u2014landed in an open lot and harmed no one.<\/p>\n<p>But they triggered unusual alarm in Washington, where Mr. Trump\u2019s national security team led by John Bolton\u00a0<strong>conducted a series of meetings to discuss a forceful American response, including what many saw as the unusual request for options to strike Iran<\/strong>.<\/p><\/blockquote>\n<p>Though it&#8217;s unclear if the strike options ended up on President Trump&#8217;s desk following the formal request from the National Security Council, or if they were ever seriously considered by the White House,\u00a0\u201cIt definitely rattled people,\u201d one\u00a0former senior U.S. administration official described.\u00a0<strong>\u201cPeople were shocked. It was mind-boggling how cavalier they were about hitting Iran,\u201d<\/strong>\u00a0the source said.<\/p>\n<p>The WSJ report confirms through admin officials that Bolton has, alongside Secretary of State Mike Pompeo, stuck by his prior public stance of seeking regime change in Tehran, even though Bolton has also acknowledged<strong>\u00a0regime change in Tehran is not part of the president&#8217;s agenda<\/strong>.<\/p>\n<p>The report\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/white-house-sought-options-to-strike-iran-11547375404\">continues<\/a>:<\/p>\n<blockquote><p>In talks with other administration officials, Mr. Bolton has\u00a0<strong>made it clear that he personally supports regime change in Iran<\/strong>, a position he aggressively championed before joining the Trump administration, according to people familiar with the discussions.<\/p>\n<p>As a think-tank scholar and Fox News commentator, Mr. Bolton repeatedly urged the U.S. to attack Iran, including in a\u00a0<a href=\"https:\/\/www.nytimes.com\/2015\/03\/26\/opinion\/to-stop-irans-bomb-bomb-iran.html?mod=article_inline\" target=\"_blank\" rel=\"noopener\">2015 New York Times op-ed<\/a>\u00a0titled, \u201cTo stop Iran\u2019s bomb, bomb Iran.\u201d<\/p>\n<p>&#8230;Mr. Bolton has said that his job is to implement the president\u2019s agenda,<strong>\u00a0which doesn\u2019t include regime change in Tehran<\/strong>. The State Department declined to comment<\/p><\/blockquote>\n<p>Notably the plans for &#8220;military options&#8221; requested of the Pentagon\u00a0<strong>included strategies for striking Syria as well<\/strong>.<\/p>\n<p>In the months following September, just prior to Trump&#8217;s announced US troops pullout of Syria, the State Department and Pentagon began articulating the US mission in Syria as to &#8220;counter Iran&#8221; now that ISIS forces had been largely defeated.<\/p>\n<p>Perhaps knowing that Trump was leaning toward an eventual full Syria exit, Iran hawks within his own administration\u00a0were\u00a0<strong>possibly going &#8220;rogue&#8221;<\/strong>\u00a0<em>\u2014\u00a0<\/em>as Bolton himself has\u00a0<a href=\"https:\/\/www.zerohedge.com\/news\/2019-01-08\/soft-coup-against-donald-trump-underway-major-turkish-daily\">recently been accused of<\/a>.<\/p>\n<p><a href=\"https:\/\/www.zerohedge.com\/s3\/files\/inline-images\/Bolton%20Iran%20threat.jpeg?itok=w-90K_vL\" data-image-external-href=\"\" data-image-href=\"\/s3\/files\/inline-images\/Bolton%20Iran%20threat.jpeg?itok=w-90K_vL\" data-link-option=\"0\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/zh-prod-1cc738ca-7d3b-4a72-b792-20bd8d8fa069.storage.googleapis.com\/s3fs-public\/inline-images\/Bolton%20Iran%20threat.jpeg\" srcset=\"https:\/\/zh-prod-1cc738ca-7d3b-4a72-b792-20bd8d8fa069.storage.googleapis.com\/s3fs-public\/styles\/inline_image_desktop\/public\/inline-images\/Bolton%20Iran%20threat.jpeg?itok=w-90K_vL 1x\" alt=\"\" width=\"500\" height=\"262\" data-entity-type=\"file\" data-entity-uuid=\"a6e21616-51a0-4f7d-a183-d86e6b25c5fa\" data-responsive-image-style=\"inline_images\" \/><\/a><\/p>\n<p>The strike plans were reportedly so wide-ranging that they encompassed targeting pro-Iranian elements in Iraq as well, according to\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/white-house-sought-options-to-strike-iran-11547375404\">the WSJ<\/a>:<\/p>\n<blockquote><p>Alongside the requests in regards to Iran, the National Security Council asked the Pentagon to provide the White House with<strong>options to respond with strikes in Iraq and Syria as well<\/strong>, according to people familiar with the talks.<\/p>\n<p>In one meeting, Ms. Ricardel\u00a0<strong>described the attacks in Iraq as \u201can act of war\u201d and said the U.S. had to respond decisively<\/strong>, according to one person familiar with the meeting.<\/p><\/blockquote>\n<p>Following the Sept. 6 mortar attack on the embassy by unknown militants, but which US officials described as Iran-backed groups,\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/white-house-blames-iranian-backed-militias-for-attacking-u-s-facilities-in-iraq-1536707458?mod=article_inline\">the White House issued<\/a>\u00a0an official\u00a0statement on Sept. 11 that appeared to warn of a possible military action: \u201cThe United States will hold the regime in Tehran accountable for any attack that results in injury to our personnel or damage to United States government facilities,\u201d the White House said.<\/p>\n<p>In a follow-up interview about the incident weeks later, Pompeo expressed willingness to target Iran for terrorist actions its proxy groups conduct in neighboring Iraq:\u00a0<strong>\u201cIran will be held accountable for those incidents,\u201d<\/strong>\u00a0he said in a\u00a0<a href=\"https:\/\/www.cnn.com\/videos\/politics\/2018\/09\/21\/mike-pompeo-elise-labott-intv-full-vpx.cnn?mod=article_inline\" target=\"_blank\" rel=\"noopener\">Sept. 21 CNN interview<\/a>. \u201cEven militarily?\u201d questioned CNN\u2019s anchor during the interview. \u201cThey\u2019re going to be held accountable,\u201d Mr. Pompeo replied, and followed with,\u00a0\u201cIf they\u2019re responsible for the arming and training of these militias, we\u2019re going to go to the source.\u201d<\/p>\n<p>And as recently as this month, administration officials led by Pompeo have\u00a0<strong>accused Iran of using its space satellite launch program to shield a developing nuclear ballistic missile program<\/strong>.<\/p>\n<p>On Jan. 3rd the Secretary of State threatened Iran via a Twitter statement over plans to fire off Space Launch Vehicles that possessed, as\u00a0<a href=\"https:\/\/twitter.com\/SecPompeo\/status\/1080823105306718209\">Pompeo claimed<\/a>,\u00a0<strong>&#8220;virtually the same technology as ICBMs&#8221; in a &#8220;defiant&#8221; launch that will &#8220;advance its missile program.&#8221;<\/strong>\u00a0He added, \u201cWe won\u2019t stand by while the regime threatens international security.\u201d<\/p>\n<p>The WSJ described the embassy mortar attack incident as eliciting little coverage in international and US media.
