RF radiation has been proven harmful for humans and the environment. The deployment of 5G constitutes an experiment on humanity and the environment that is defined as a crime under international law.<\/em><\/strong><\/p>\n<h2>Executive summary<\/h2>\n<p>Telecommunications companies worldwide, with the support of governments, are poised within the next two years to roll out the fifth-generation wireless network (5G). This is set to deliver what is acknowledged to be unprecedented societal change on a global scale. We will have \u201csmart\u201d homes, \u201csmart\u201d businesses, \u201csmart\u201d highways, \u201csmart\u201d cities and self-driving cars. Virtually everything we own and buy, from refrigerators and washing machines to milk cartons, hairbrushes and infants\u2019 diapers, will contain antennas and microchips and will be connected wirelessly to the Internet. Every person on Earth will have instant access to super-high-speed, low- latency wireless communications from any point on the planet, even in rainforests, mid-ocean and the Antarctic.<\/p>\n<p>What is not widely acknowledged is that this will also result in unprecedented environmental change on a global scale. The planned density of radio frequency transmitters is impossible to envisage. In addition to millions of new 5G base stations on Earth and 20,000 new satellites in space, 200 billion transmitting objects, according to estimates, will be part of the Internet of Things by 2020, and one trillion objects a few years later. Commercial 5G at lower frequencies and slower speeds was deployed in Qatar, Finland and Estonia in mid-2018. The rollout of 5G at extremely high (millimetre wave) frequencies is planned to begin at the end of 2018.<\/p>\n<p>Despite widespread denial, the evidence that radio frequency (RF) radiation is harmful to life is already overwhelming. The accumulated clinical evidence of sick and injured human beings, experimental evidence of damage to DNA, cells and organ systems in a wide variety of plants and animals, and epidemiological evidence that the major diseases of modern civilization\u2014cancer, heart disease and diabetes\u2014are in large part caused by electromagnetic pollution, forms a literature base of well over 10,000 peer-reviewed studies.<\/p>\n<p>If the telecommunications industry\u2019s plans for 5G come to fruition,\u00a0no person, no animal, no bird, no insect and no plant on Earth will be able to avoid exposure, 24 hours a day, 365 days a year, to levels of RF radiation that are tens to hundreds of times greater than what exists today, without any possibility of escape anywhere on the planet. These 5G plans threaten to provoke serious, irreversible effects on humans and permanent damage to all of the Earth\u2019s ecosystems.<\/p>\n<p>Immediate measures must be taken to protect humanity and the environment, in accordance with ethical imperatives and international agreements.<\/p>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536243574597_140431\" class=\"sqs-block code-block sqs-block-code\" data-block-type=\"23\">\n<div class=\"sqs-block-content\">\n<h2 id=\"fn1a\">5G will result in a massive increase in inescapable, involuntary exposure to wireless radiation<\/h2>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536243574597_119432\" class=\"sqs-block html-block sqs-block-html\" data-block-type=\"2\">\n<div class=\"sqs-block-content\">\n<h3>Ground-based 5G<\/h3>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536080857118_20602\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<p id=\"fn4a\" data-preserve-html-node=\"true\">In order to transmit the enormous amounts of data required for the Internet of Things (IoT), 5G technology, when fully deployed, will use millimetre waves, which are poorly transmitted through solid material. This will require every carrier to install base stations\u00a0every 100 metres<sup data-preserve-html-node=\"true\">[1]<\/sup>\u00a0in every urban area in the world. Unlike previous generations of wireless technology, in which a single antenna broadcasts over a wide area, 5G base stations and 5G devices will have\u00a0multiple antennas arranged in \u201cphased arrays\u201d\u00a0<sup data-preserve-html-node=\"true\">[2],[3]<\/sup>\u00a0that work together to emit focused, steerable, laser-like beams that track each other.<\/p>\n<p data-preserve-html-node=\"true\">Each 5G phone will contain dozens of tiny antennas, all working together to track and aim a narrowly focused beam at the nearest cell tower. The US Federal Communications Commission (FCC)\u00a0has adopted rules\u00a0<sup data-preserve-html-node=\"true\">[4]<\/sup>\u00a0permitting the effective power of those beams to be as much as 20 watts, ten times more powerful than the levels permitted for current phones.<\/p>\n<p data-preserve-html-node=\"true\">Each 5G base station will contain hundreds or thousands of antennas aiming multiple laser-like beams simultaneously at all cell phones and user devices in its service area. This technology is called \u201cmultiple input multiple output\u201d or MIMO. FCC rules permit the effective radiated power of a 5G base station\u2019s\u00a0beams to be as much as 30,000 watts\u00a0per 100 MHz of spectrum,<sup data-preserve-html-node=\"true\">[2]<\/sup>\u00a0or equivalently 300,000 watts per GHz of spectrum, tens to hundreds of times more powerful than the levels permitted for current base stations.<\/p>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536254984156_281679\" class=\"sqs-block code-block sqs-block-code\" data-block-type=\"23\">\n<div class=\"sqs-block-content\">\n<h3 id=\"fn5a\">Space-based 5G<\/h3>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536254984156_291777\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<p>At least five companies<sup data-preserve-html-node=\"true\">[5]<\/sup>\u00a0are proposing to provide 5G from space from a combined 20,000 satellites in low- and medium-Earth orbit that will blanket the Earth with powerful, focused, steerable beams. Each satellite will emit millimetre waves with an effective radiated power of\u00a0up to 5 million watts<sup data-preserve-html-node=\"true\">[6]<\/sup>\u00a0from thousands of antennas arranged in a phased array. Although the energy reaching the ground from satellites will be less than that from ground-based antennas, it will irradiate areas of the Earth not reached by other transmitters and will be additional to ground-based 5G transmissions from billions of IoT objects. Even more importantly, the satellites will be located in the Earth\u2019s magnetosphere, which exerts a significant influence over the electrical properties of the atmosphere.\u00a0<b data-preserve-html-node=\"true\">The alteration of the Earth\u2019s electromagnetic environment may be an even greater threat to life than the radiation from ground-based antennas (see below).<\/b><\/p>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536256941675_293126\" class=\"sqs-block code-block sqs-block-code\" data-block-type=\"23\">\n<div class=\"sqs-block-content\">\n<h2 id=\"fn7a\">Harmful effects of radio frequency radiation are already proven<\/h2>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536091128192_273057\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<p id=\"fn7a\" data-preserve-html-node=\"true\">Even before 5G was proposed,\u00a0dozens of petitions and appeals<sup data-preserve-html-node=\"true\">[7]<\/sup>\u00a0by international scientists, including the\u00a0Freiburger Appealsigned by over 3,000 physicians, called for a halt to the expansion of wireless technology and a moratorium on new base stations.<sup data-preserve-html-node=\"true\">[8]<\/sup><\/p>\n<p id=\"fn9a\" data-preserve-html-node=\"true\">In 2015,\u00a0215 scientists from 41 countriescommunicated their alarm to the United Nations (UN) and World Health Organization (WHO).<sup data-preserve-html-node=\"true\">[9]<\/sup>\u00a0They stated that \u201cnumerous recent scientific publications have shown that EMF [electromagnetic fields] affects living organisms at levels well below most international and national guidelines\u201d. More than 10,000 peer-reviewed scientific studies demonstrate harm to human health from RF radiation.<sup data-preserve-html-node=\"true\">[10][11]<\/sup>\u00a0Effects include:<\/p>\n<\/div>\n<\/div>\n<div class=\"row sqs-row\">\n<div class=\"col sqs-col-3 span-3\">\n<div id=\"block-yui_3_17_2_1_1536091128192_286687\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<ul>\n<li>Alteration of heart rhythm<sup data-preserve-html-node=\"true\">[12]<\/sup><\/li>\n<li>Altered gene expression<sup data-preserve-html-node=\"true\">[13]<\/sup><\/li>\n<li>Altered metabolism<sup data-preserve-html-node=\"true\">[14]<\/sup><\/li>\n<li>Altered stem cell development<sup data-preserve-html-node=\"true\">[15]<\/sup><\/li>\n<li>Cancers<sup data-preserve-html-node=\"true\">[16]<\/sup><\/li>\n<li>Cardiovascular disease<sup data-preserve-html-node=\"true\">[17]<\/sup><\/li>\n<li>Cognitive impairment<sup data-preserve-html-node=\"true\">[18]<\/sup><\/li>\n<li>DNA damage<sup data-preserve-html-node=\"true\">[19]<\/sup><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"col sqs-col-3 span-3\">\n<div id=\"block-yui_3_17_2_1_1536091128192_289615\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<ul>\n<li>Impacts on general well-being<sup data-preserve-html-node=\"true\">[20]<\/sup><\/li>\n<li>Increased free radicals<sup data-preserve-html-node=\"true\">[21]<\/sup><\/li>\n<li>Learning and memory deficits<sup data-preserve-html-node=\"true\">[22]<\/sup><\/li>\n<li>Impaired sperm function and quality<sup data-preserve-html-node=\"true\">[23]<\/sup><\/li>\n<li>Miscarriage<sup data-preserve-html-node=\"true\">[24]<\/sup><\/li>\n<li>Neurological damage<sup data-preserve-html-node=\"true\">[25]<\/sup><\/li>\n<li>Obesity and diabetes<sup data-preserve-html-node=\"true\">[26]<\/sup><\/li>\n<li>Oxidative stress<sup data-preserve-html-node=\"true\">[27]<\/sup><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536091128192_320554\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<p id=\"fn28a\" data-preserve-html-node=\"true\">Effects in children include\u00a0autism,<sup data-preserve-html-node=\"true\">[28]<\/sup>attention deficit hyperactivity disorder (ADHD)<sup data-preserve-html-node=\"true\">[29][30]<\/sup>\u00a0and\u00a0asthma.<sup data-preserve-html-node=\"true\">[31]<\/sup><\/p>\n<p id=\"fn32a\" data-preserve-html-node=\"true\">Damage goes well beyond the human race, as there is abundant evidence of harm to diverse plant- and\u00a0wildlife<sup data-preserve-html-node=\"true\">[32][33]<\/sup>\u00a0and laboratory animals, including:<\/p>\n<\/div>\n<\/div>\n<div class=\"row sqs-row\">\n<div class=\"col sqs-col-3 span-3\">\n<div id=\"block-yui_3_17_2_1_1536091128192_336009\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<ul>\n<li>Ants<sup data-preserve-html-node=\"true\">[34]<\/sup><\/li>\n<li>Birds<sup data-preserve-html-node=\"true\">[35][36]<\/sup><\/li>\n<li>Forests<sup data-preserve-html-node=\"true\">[37]<\/sup><\/li>\n<li>Frogs<sup data-preserve-html-node=\"true\">[38]<\/sup><\/li>\n<li>Fruit flies<sup data-preserve-html-node=\"true\">[39]<\/sup><\/li>\n<li>Honey bees<sup data-preserve-html-node=\"true\">[40]<\/sup><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"col sqs-col-3 span-3\">\n<div id=\"block-yui_3_17_2_1_1536091128192_338928\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<ul>\n<li>Insects<sup data-preserve-html-node=\"true\">[41]<\/sup><\/li>\n<li>Mammals<sup data-preserve-html-node=\"true\">[42]<\/sup><\/li>\n<li>Mice<sup data-preserve-html-node=\"true\">[43][44]<\/sup><\/li>\n<li>Plants<sup data-preserve-html-node=\"true\">[45]<\/sup><\/li>\n<li>Rats<sup data-preserve-html-node=\"true\">[46]<\/sup><\/li>\n<li>Trees<sup data-preserve-html-node=\"true\">[47]<\/sup><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536091128192_365021\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<p id=\"fn48a\" data-preserve-html-node=\"true\">Negative\u00a0microbiological\u00a0effects<sup data-preserve-html-node=\"true\">[48]<\/sup>\u00a0have also been recorded.<\/p>\n<p id=\"fn49a\" data-preserve-html-node=\"true\">The WHO\u2019s International Agency for Research on Cancer (IARC) concluded in 2011 that RF radiation of frequencies 30 kHz &#8211; 300 GHz are possibly\u00a0carcinogenic to humans (Group 2B).<sup data-preserve-html-node=\"true\">[49]<\/sup>\u00a0However, recent evidence, including the latest studies on cell phone use and brain cancer risks, indicate that\u00a0RF radiation is proven carcinogenic to humans<sup data-preserve-html-node=\"true\">[50]<\/sup>\u00a0and should now be classified as a \u201cGroup 1 carcinogen\u201d along with tobacco smoke and asbestos.<\/p>\n<p id=\"fn51a\" data-preserve-html-node=\"true\">Most contemporary wireless signals are pulse-modulated. Harm is caused by both the high-frequency carrier wave and the low-frequency pulsations.<sup data-preserve-html-node=\"true\">[51]<\/sup><\/p>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536075961547_16106\" class=\"sqs-block html-block sqs-block-html\" data-block-type=\"2\">\n<div class=\"sqs-block-content\">\n<h3>The deployment of 5G satellites must be prohibited<\/h3>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536164401755_21270\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<p id=\"fn52a\" data-preserve-html-node=\"true\">The Earth, the ionosphere and the lower atmosphere form the global electric circuit<sup data-preserve-html-node=\"true\">[52]<\/sup>\u00a0in which we live. It is well established that\u00a0biological rhythms\u2014of humans,<sup data-preserve-html-node=\"true\">[53][54]<\/sup>\u00a0birds,<sup data-preserve-html-node=\"true\">[55]<\/sup>\u00a0hamsters,<sup data-preserve-html-node=\"true\">[56]<\/sup>\u00a0and spiders<sup data-preserve-html-node=\"true\">[57][58]<\/sup>\u2014are controlled by the Earth\u2019s natural electromagnetic environment and that the well-being of all organisms depends on the stability of this environment, including the\u00a0electrical properties of the atmosphere.<sup data-preserve-html-node=\"true\">[59][60][61][62]<\/sup>Cherry, in a groundbreaking paper,\u00a0<sup data-preserve-html-node=\"true\">[63]<\/sup>explained the importance of the\u00a0Schumann resonances<sup data-preserve-html-node=\"true\">[64]<\/sup>\u00a0and why ionospheric disturbances can alter blood pressure and melatonin and cause \u201ccancer, reproductive, cardiac and neurological disease and death\u201d.<\/p>\n<p id=\"fn65a\" data-preserve-html-node=\"true\">These elements of our electromagnetic environment have already been altered by radiation from power lines.\u00a0Power line harmonic radiation<sup data-preserve-html-node=\"true\">[65]<\/sup>\u00a0reaches the Earth\u2019s ionosphere and magnetosphere, where it is amplified by\u00a0wave-particle interactions.<sup data-preserve-html-node=\"true\">[66][67]<\/sup>\u00a0In 1985, Dr. Robert O. Becker warned that power line harmonic radiation had already changed the structure of the magnetosphere, and that the continued expansion of this effect \u201cthreatens the viability of all life on Earth\u201d.<sup data-preserve-html-node=\"true\">[68]<\/sup>\u00a0The placement of tens of thousands of satellites directly in both the ionosphere and magnetosphere, emitting modulated signals at millions of watts and millions of frequencies, is likely to alter our electromagnetic environment beyond our ability to adapt.<sup data-preserve-html-node=\"true\">[69]<\/sup><\/p>\n<p id=\"fn70a\" data-preserve-html-node=\"true\">Informal monitoring\u00a0has already provided evidence indicating serious effects on humans and animals from the approximately 100 satellites that have provided 2G and 3G phone service from low orbit since 1998. Such effects cannot be understood only from consideration of the low levels of radiation on the ground. Knowledge from other relevant scientific disciplines must be taken into account, including the fields of atmospheric physics and acupuncture.<sup data-preserve-html-node=\"true\">[70][71][72][73]<\/sup>\u00a0Adding 20,000 5G satellites will further pollute the\u00a0global electric circuit<sup data-preserve-html-node=\"true\">[74][75]<\/sup>\u00a0and could\u00a0alter the Schumann resonances,<sup data-preserve-html-node=\"true\">[76]<\/sup>\u00a0with which all life on Earth has evolved. The effects will be universal and may be profoundly damaging.<\/p>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536164401755_82205\" class=\"sqs-block html-block sqs-block-html\" data-block-type=\"2\">\n<div class=\"sqs-block-content\">\n<h3>5G is qualitatively and quantitatively different from 4G<\/h3>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536164401755_89440\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<p id=\"fn77a\" data-preserve-html-node=\"true\">The idea that we will tolerate\u00a0tens to hundreds of times more radiation\u00a0at millimetre wavelengths is based on faulty modelling of the human body as a\u00a0shell filled with a homogeneous liquid.<sup data-preserve-html-node=\"true\">[77][78]<\/sup>\u00a0The assumption that millimetre waves do not penetrate beyond the skin completely ignores nerves,<sup data-preserve-html-node=\"true\">[79]<\/sup>\u00a0blood vessels<sup data-preserve-html-node=\"true\">[80][81]<\/sup>\u00a0and other electrically conducting structures that can carry radiation-induced currents deep into the body.<sup data-preserve-html-node=\"true\">[82][83][84]<\/sup>\u00a0Another, potentially more serious error is that phased arrays are not ordinary antennas. When an ordinary electromagnetic field enters the body, it causes charges to move and currents to flow. But when extremely short electromagnetic pulses enter the body, something else happens: the moving charges themselves become little antennas that reradiate the electromagnetic field and send it deeper into the body. These reradiated waves are called\u00a0Brillouin precursors.<sup data-preserve-html-node=\"true\">[85]<\/sup>\u00a0They become significant when either the power or the phase of the waves\u00a0changes rapidly enough.<sup data-preserve-html-node=\"true\">[86]<\/sup>\u00a05G will probably satisfy both criteria.<\/p>\n<p id=\"fn87a\" data-preserve-html-node=\"true\">In addition, shallow penetration in itself poses a unique danger to eyes and to the largest organ of the body, the skin, as well as to very small creatures. Peer-reviewed studies have recently been published, predicting\u00a0thermal skin burns<sup data-preserve-html-node=\"true\">[87]<\/sup>\u00a0in humans from 5G radiation and\u00a0resonant absorption by insects,<sup data-preserve-html-node=\"true\">[88]<\/sup>\u00a0which absorb up to 100 times as much radiation at millimetre wavelengths as they do at wavelengths presently in use. Since populations of\u00a0flying insects have declined by 75-80 per cent\u00a0since 1989 even in protected nature areas,<sup data-preserve-html-node=\"true\">[89]<\/sup>\u00a05G radiation could have catastrophic effects on insect populations worldwide. A\u00a01986 study by Om Gandhiwarned that millimetre waves are strongly absorbed by the cornea of the eye, and that ordinary clothing, being of millimetre-size thickness, increases the absorption of energy by the skin by a resonance-type effect.<sup data-preserve-html-node=\"true\">[90]<\/sup>\u00a0Russell (2018) reviews the known effects of millimetre waves on skin, eyes (including cataracts), heart rate, immune system and DNA.<\/p>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536451061823_484006\" class=\"sqs-block html-block sqs-block-html\" data-block-type=\"2\">\n<div class=\"sqs-block-content\">\n<h3>Regulators have deliberately excluded the scientific evidence of harm<\/h3>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536451061823_484089\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<p id=\"fn91a\" data-preserve-html-node=\"true\">Stakeholders thus far in the development of 5G have been industry and governments, while renowned international EMF scientists who have documented biological effects on humans, animals, insects and plants, and alarming effects on health and the environment in thousands of peer-reviewed studies have been excluded. The reason for the current inadequate safety guidelines is that\u00a0conflicts of interest\u00a0of standard-setting bodies \u201cdue to their relationships with telecommunications or electric companies undermine the impartiality that should govern the regulation of Public Exposure Standards for non-ionizing radiation\u201d.\u00a0<sup data-preserve-html-node=\"true\">[91]<\/sup>Professor Emeritus Martin L. Pall lays out the conflicts of interest in detail, and the lists of important studies that have been excluded, in his\u00a0literature review.\u00a0<sup data-preserve-html-node=\"true\">[92]<\/sup><\/p>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536164401755_149570\" class=\"sqs-block html-block sqs-block-html\" data-block-type=\"2\">\n<div class=\"sqs-block-content\">\n<h3>The thermal hypothesis is obsolete\u2014new safety standards are needed<\/h3>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536164401755_152305\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<p id=\"fn93a\" data-preserve-html-node=\"true\">Current safety guidelines are based on the\u00a0obsolete hypothesis\u00a0that heating is the only harmful effect of EMFs. As Markov and Grigoriev\u00a0have stated, \u201cToday standards do not consider the real pollution of the environment with nonionizing radiation\u201d.<sup data-preserve-html-node=\"true\">[93]<\/sup>\u00a0Hundreds of scientists, including many signatories to this appeal, have proven that many different kinds of acute and chronic illnesses and injuries are\u00a0caused without heating\u00a0(\u201cnon-thermal effect\u201d) from radiation levels far below international guidelines.<sup data-preserve-html-node=\"true\">9<\/sup>\u00a0Biological effects occur even at near-zero power levels. Effects that have been found at 0.02 picowatts (trillionths of a watt) per square centimetre or less include\u00a0altered genetic structure in E. coli<sup data-preserve-html-node=\"true\">[94]<\/sup>\u00a0and\u00a0in rats,<sup data-preserve-html-node=\"true\">[95]<\/sup>\u00a0altered EEG\u00a0in humans,<sup data-preserve-html-node=\"true\">[96]<\/sup>\u00a0growth stimulation\u00a0in bean plants,<sup data-preserve-html-node=\"true\">[97]<\/sup>\u00a0and\u00a0stimulation of ovulation\u00a0in chickens.<sup data-preserve-html-node=\"true\">[98]<\/sup><\/p>\n<p id=\"fn98a\" data-preserve-html-node=\"true\">To protect against non-thermal effects, duration of exposure must be considered. 5G will expose everyone to many more transmissions simultaneously and continuously, day and night without cessation. New safety standards are needed and should be based on\u00a0<i data-preserve-html-node=\"true\">cumulative exposure<\/i>\u00a0and\u00a0<i data-preserve-html-node=\"true\">not only on power levels<\/i>\u00a0but also on frequency, bandwidth, modulation, waveform, pulse width and other properties that are biologically important. Antennas must be confined to specific, publicly identified locations. To protect humans, antennas must be located far from where people live and work, and excluded from the public rights-of-way where people walk. To protect wildlife, they must be excluded from wilderness sanctuaries and strictly minimized in remote areas of the Earth. To protect all life, commercial communications satellites must be limited in number and prohibited in low- and medium-Earth orbits. Phased arrays must be prohibited on Earth and in space.<\/p>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536164401755_155229\" class=\"sqs-block html-block sqs-block-html\" data-block-type=\"2\">\n<div class=\"sqs-block-content\">\n<h3>RF radiation has both acute and chronic effects<\/h3>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536164401755_157999\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<p id=\"fn99a\" data-preserve-html-node=\"true\">RF radiation has both immediate and long-term effects. Cancer and heart disease are examples of long-term effects.\u00a0Alteration of heart rhythm<sup data-preserve-html-node=\"true\">[99]<\/sup>\u00a0and\u00a0changes in brain function (EEG)<sup data-preserve-html-node=\"true\">[100]<\/sup>\u00a0are examples of immediate effects. A syndrome that was called\u00a0radiowave sickness<sup data-preserve-html-node=\"true\">[101]<\/sup>\u00a0in the former Soviet Union and is called\u00a0electromagnetic hypersensitivity\u00a0(EHS) around the world today<sup data-preserve-html-node=\"true\">[102]<\/sup>\u00a0can be either acute or chronic. Professor Dr. Karl Hecht has published a\u00a0detailed history\u00a0of these syndromes, compiled from a review of more than 1,500 Russian scientific papers and the clinical histories of more than 1,000 of his own patients in Germany. Objective findings include sleep disorders, abnormal blood pressure and heart rate, digestive disorders, hair loss, tinnitus and skin rash. Subjective symptoms include dizziness, nausea, headache, memory loss, inability to concentrate, fatigue, flu-like symptoms and cardiac pain.\u00a0<sup data-preserve-html-node=\"true\">[103]<\/sup><\/p>\n<p id=\"fn104a\" data-preserve-html-node=\"true\">The\u00a0EUROPAEM EMF Guideline 2016states that EHS develops when people are \u201ccontinuously exposed in their daily life\u201d to increasing levels of EMFs, and that \u201creduction and prevention of EMF exposure\u201d is necessary to restore these patients to health.<sup data-preserve-html-node=\"true\">[104]<\/sup>\u00a0EHS should no longer be considered a disease, but an injury by a toxic environment that affects an increasingly large portion of the population, estimated already at 100 million people worldwide,<sup data-preserve-html-node=\"true\">[105][106]<\/sup>\u00a0and that\u00a0may soon affect everyone<sup data-preserve-html-node=\"true\">[107]<\/sup>\u00a0if the worldwide rollout of 5G is permitted.<\/p>\n<p id=\"fn108a\" data-preserve-html-node=\"true\">The\u00a0International Scientific Declaration on EHS and multiple chemical sensitivity (MCS), Brussels, declared in 2015 that \u201c<i data-preserve-html-node=\"true\">[i]naction is a cost to society and is not an option any more\u2026<\/i>\u00a0[W]e unanimously acknowledge this serious hazard to public health\u2026 [urgently requiring] that major\u00a0<i data-preserve-html-node=\"true\">primary prevention measures are adopted and prioritized, to face this worldwide pan-epidemic in perspective<\/i>\u201d (emphasis added).<sup data-preserve-html-node=\"true\">[108]<\/sup><\/p>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536076030281_75640\" class=\"sqs-block html-block sqs-block-html\" data-block-type=\"2\">\n<div class=\"sqs-block-content\">\n<h2>World governments are failing in their duty of care to the populations they govern<\/h2>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536164401755_302202\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<p id=\"fn109a\" data-preserve-html-node=\"true\">In their haste to implement 5G and to encourage the unconstrained use of outer space, the European Union, United States and national governments worldwide are taking steps to ensure a \u201cbarrier-free\u201d regulatory environment.<sup data-preserve-html-node=\"true\">[109]<\/sup>\u00a0They are\u00a0prohibiting local authorities from enforcing environmental laws,<sup data-preserve-html-node=\"true\">[110]<\/sup>\u00a0and \u201cin the interest of speedy and cost-effective deployment\u201d, removing \u201cunnecessary burdens\u2026 such as local planning procedures [and] the variety of specific limits on electromagnetic field (EMF) emissions and of the methods required to aggregate them\u201d.<sup data-preserve-html-node=\"true\">[111]<\/sup><\/p>\n<p id=\"fn112a\" data-preserve-html-node=\"true\">Governments are also\u00a0enacting laws\u00a0to make wireless facilities a permitted use in all public rights-of-way.<sup data-preserve-html-node=\"true\">[112]<\/sup>\u00a0To date, most wireless facilities have been located on private property at some distance from homes and businesses. In order for them to be spaced less than 100 metres apart as required by 5G, however, they will now be located on the sidewalk directly in front of homes and businesses and close above the heads of pedestrians, including mothers with babies.<\/p>\n<p id=\"fn113a\" data-preserve-html-node=\"true\">Public notice requirements and public hearings are being eliminated. Even if there were a hearing and 100 scientific experts were to testify against 5G,\u00a0laws have been passed making it illegal\u00a0for local authorities to take their testimony into consideration. US law, for example, prohibits local governments from regulating wireless technology \u201con the basis of the environmental effects of radio frequency radiation\u201d,<sup data-preserve-html-node=\"true\">[113]<\/sup>\u00a0and courts have reversed regulatory decisions about cell tower placement simply because most of the public testimony was about health.<sup data-preserve-html-node=\"true\">[114]<\/sup>Insurers will not provide coverage against EMF risks,<sup data-preserve-html-node=\"true\">[115]<\/sup>\u00a0and there is zero clarity as to what entity will bear legal responsibility for damage to life, limb and property arising from exposure to 5G, whether ground- or space-based.<sup data-preserve-html-node=\"true\">[116]<\/sup><\/p>\n<p>In the absence of an agreed comprehensive legal regime governing activities in outer space, legal liability for those activities is non-existent, despite the prospect of whole continents, the atmosphere and the oceans being put at risk by them.<\/p>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536076030281_76911\" class=\"sqs-block html-block sqs-block-html\" data-block-type=\"2\">\n<div class=\"sqs-block-content\">\n<h2>\u00a0International agreements are being violated<\/h2>\n<h3>Children and duty of care<\/h3>\n<p>The United Nations Convention on the Rights of the Child: States shall \u201cundertake to ensure the child such protection and care as is necessary for his or her well-being\u201d (art. 3),\u00a0\u201censure\u2026 the survival and development of the child\u201d (art. 6)\u00a0and \u201ctake appropriate measures to combat disease\u2026\u00a0taking into consideration the dangers and risks of environmental pollution\u201d (art. 24(c)).<\/p>\n<p>The Nuremberg Code (1949)\u00a0applies to all experiments on humans, thus including the deployment of 5G with new, higher RF radiation exposure that has not been pre-market tested for safety.\u00a0\u201cThe voluntary consent of the human subject is absolutely essential\u201d (art. 1). Exposure to 5G will be involuntary. \u201cNo experiment should be conducted, where there is an a priori reason to believe that death or disabling injury will occur\u201d\u00a0(art. 5). The findings of over 10,000 scientific studies and the voices of hundreds of international organizations representing hundreds of thousands of members who have suffered disabling injury and been displaced from their homes by already-existing wireless telecommunications facilities, are \u201ca priori reasons to believe that death or disabling injury will occur\u201d.<\/p>\n<h3>Duty to inform and EMFs<\/h3>\n<p>The World Telecommunication Standardization Assembly (2012)\u00a0of the International Telecommunication Union (ITU) stated that \u201c[t]here is a need to inform the public of the potential effects of exposure to electromagnetic fields (EMFs)\u201d and invited Member States \u201cto adopt suitable measures in order to ensure compliance with relevant international recommendations to protect health against the adverse effect of EMF\u201d.<\/p>\n<p>The Mid-term review of the European Environment and Health Action Plan 2004-2010 (2008): \u201cThe European Parliament\u2026 [n]otes that the limits on exposure to electromagnetic fields which have been set for the general public are obsolete, \u2026 obviously take no account of developments in information and communication technologies, of the recommendations issued by the European Environment Agency or of the stricter emission standards adopted, for example, by Belgium, Italy and Austria, and do not address the issue of vulnerable groups, such as pregnant women, newborn babies and children.\u201d<\/p>\n<p>Resolution 1815 (Council of Europe, 2011): \u201cTake all reasonable measures to reduce exposure to electromagnetic fields, especially to radio frequencies from mobile phones, and particularly the exposure to children and young people.\u201d<\/p>\n<h3>Environment<\/h3>\n<p>The Declaration of the United Nations Conference on the Human Environment (1972): \u201cThe discharge of toxic substances\u2026 in such quantities or concentrations as to exceed the capacity of the environment to render them harmless, must be halted in order to ensure that serious or irreversible damage is not inflicted upon ecosystems\u201d\u00a0(principle 6).<\/p>\n<p>The World Charter for Nature (1982): \u201cActivities which are likely to cause irreversible damage to nature shall be avoided\u2026 [W]here potential adverse effects are not fully understood, the activities should not proceed\u201d (art. 11).<\/p>\n<p>The Rio Declaration on Environment and Development (1992): \u201cStates have\u2026 the responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond the limits of national jurisdiction\u201d (principle 2).<\/p>\n<p>The United Nations World Summit on Sustainable Development (2002):\u00a0\u201cThere is an urgent need to\u2026 create more effective national and regional policy responses to environmental threats to human health\u201d (para. 54(k)).<\/p>\n<p>The African Convention on the Conservation of Nature and Natural Resources (2017): \u201cThe Parties shall\u2026 take all appropriate measures to prevent, mitigate and eliminate to the maximum extent possible, detrimental effects on the environment, in particular from radioactive, toxic, and other hazardous substances and wastes\u201d (art.\u00a013).<\/p>\n<h3>Health and human rights<\/h3>\n<p>The Universal Declaration of Human Rights:\u00a0\u201cEveryone has the right to life, liberty and security of person\u201d (art. 3).<\/p>\n<p>The United Nations Global Strategy for Women\u2019s, Children\u2019s and Adolescents\u2019 Health(2016-2030)\u00a0has as objectives and targets to \u201ctransform\u201d, by expanding enabling environments; to \u201csurvive\u201d, by reducing maternal and newborn mortality; and to \u201cthrive\u201d by ensuring health and well-being and reducing pollution-related deaths and illnesses.<\/p>\n<h3>Space<\/h3>\n<p>The Outer Space Treaty (1967) requires that the use of outer space be conducted \u201cso as to avoid [its] harmful contamination and also adverse changes in the environment of the Earth\u201d(art. IX).<\/p>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536460467581_433544\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<p id=\"fn117a\" data-preserve-html-node=\"true\">The United Nations Guidelines for The Long-Term Sustainability of Outer Space Activities\u00a0(2018): \u201cStates and international intergovernmental organizations should address\u2026 risks to people, property, public health and the environment associated with the launch, in-orbit operation and re-entry of space objects\u201d (guideline 2.2(c)).<\/p>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536460467581_433605\" class=\"sqs-block html-block sqs-block-html\" data-block-type=\"2\">\n<div class=\"sqs-block-content\">\n<h3>World governments are playing dice with life on Earth<\/h3>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536164401755_404429\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<p>Albert Einstein famously asserted that \u201cGod does not play dice\u201d.<sup data-preserve-html-node=\"true\">[117]<\/sup>\u00a0Yet by pursuing the broadcast on Earth and from space of 5G, an unprecedented technology of millimetre waves previously used as an energy weapon in\u00a0military operations and crowd control,<sup data-preserve-html-node=\"true\">[118]<\/sup>\u00a0world governments are recklessly playing dice with the future of life on Earth.<\/p>\n<p>To refuse to accept and apply relevant and valid scientific knowledge is ethically unacceptable. Existing research shows that 5G\u2014and especially space-based 5G\u2014contravenes principles enshrined in a host of international agreements.<\/p>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536164401755_404490\" class=\"sqs-block html-block sqs-block-html\" data-block-type=\"2\">\n<div class=\"sqs-block-content\">\n<h1>We call upon the UN, WHO, EU, Council of Europe and governments of all nations,<\/h1>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1536164401755_665929\" class=\"sqs-block markdown-block sqs-block-markdown\" data-block-type=\"44\">\n<div class=\"sqs-block-content\">\n<p data-preserve-html-node=\"true\">(a)\u00a0<em>To take<\/em>\u00a0immediate measures to halt the deployment of 5G on Earth and in space in order to protect all humankind, especially the unborn, infants, children, adolescents and pregnant women, as well as the environment;<\/p>\n<p data-preserve-html-node=\"true\">(b)\u00a0<em>To follow<\/em>\u00a0the\u00a0United Nations Convention on the Rights of the Child\u00a0and\u00a0Council of Europe Resolution 1815\u00a0by informing citizens, including teachers and physicians, about the health risks (to adults and children) from RF radiation, and why they should and how they can avoid wireless communication and base stations, particularly in or near day-care centres, schools, hospitals, homes and workplaces;<\/p>\n<p id=\"fn120a1\" data-preserve-html-node=\"true\">(c)\u00a0<em>To favour and implement<\/em>\u00a0wired telecommunications instead of wireless;<\/p>\n<p data-preserve-html-node=\"true\">(d)\u00a0<em>To prohibit<\/em>\u00a0the wireless\/telecommunications industry\u00a0through its lobbying organizations\u00a0from\u00a0persuading officials\u00a0to make decisions permitting further expansion of RF radiation, including ground- and space-based 5G;<\/p>\n<p id=\"fn119a2\" data-preserve-html-node=\"true\">(e)\u00a0<em>To appoint<\/em>\u00a0immediately\u2014without industry influence\u2014international groups of independent, truly impartial EMF and health scientists with no conflicts of interest,\u00a0<sup data-preserve-html-node=\"true\">[119]<\/sup>\u00a0for the purpose of establishing new international safety standards for RF radiation that are not based only on power levels, that consider cumulative exposure, and that protect against\u00a0<em>all<\/em>\u00a0health and environmental effects, not just thermal effects and not just effects on humans;<\/p>\n<p data-preserve-html-node=\"true\">(f)\u00a0<em>To appoint<\/em>\u00a0immediately\u2014without industry influence\u2014international groups of scientists with expertise in EMFs, health, biology and atmospheric physics, for the purpose of developing a comprehensive regulatory framework that will ensure that the uses of outer space are safe for humans and the environment, taking into account RF radiation, rocket exhaust gases, black soot, and space debris and their impacts on\u00a0ozone,\u00a0<sup data-preserve-html-node=\"true\">[120]<\/sup>\u00a0global warming,\u00a0<sup data-preserve-html-node=\"true\">[121]<\/sup>\u00a0the atmosphere and the preservation of life on Earth.
