He wrote:<\/p>\n<blockquote><p>\u201cThis bill directs the Attorney General to establish an advisory group to study the problem of the spread of false information through Internet-based social media platforms. As evidenced by the numerous studies by academic and policy groups on the spread of false information, the creation of a statutory advisory group to examine this issue is not necessary.\u201d<\/p><\/blockquote>\n<p>The bill would have required\u00a0the California Attorney General to create the advisory committee by April 1, 2019. It would have had to consist of at least one person from the Department of Justice, representatives from social media providers, civil liberties advocates, and First Amendment scholars.<\/p>\n<p>The Assembly and Senate-passed bill required the advisory group to study how false information is spread online, come up with a plan for social media platforms to fix the problem, and develop criteria establishing what is \u201cfake news\u201d versus what is inflammatory or one-sided.<\/p>\n<p><a href=\"http:\/\/sacramento.cbslocal.com\/2018\/05\/14\/young-adults-fake-news-study\/\" target=\"_blank\" rel=\"noopener\">READ ALSO: Young Adults Still Can\u2019t Identify Fake News<\/a><\/p>\n<p>The Electronic Frontier Foundation opposed the bill, calling it \u201cflawed\u201d and \u201cmisguided.\u201d The group argued the measure would make the government and advisory group responsible for deciding what is true or false. It also pointed out the First Amendment prevents content-based restrictions, even if the statements of \u201cadmittedly false.\u201d<\/p>\n<p>A recent study by\u00a0Massachusetts-based\u00a0MindEdge Learning was conducted with 1,000 young adults, ages 18 to 31-years-old.\u00a0According to MindEdge\u2019s\u00a0<a href=\"http:\/\/www.mindedge.com\/page\/dig-deeper-2018\" target=\"_blank\" rel=\"noopener\">nine-question survey<\/a>, 52 percent of the respondents incorrectly answered at least four questions and received a failing grade. The number of young adults who could detect false information on the internet went down by all of the group\u2019s measures. Only 19 percent of the college students and grads scored an \u201cA\u201d by getting eight or nine questions correct. That number is down from 24 percent in last year\u2019s survey.<\/p>\n<p><a href=\"http:\/\/sacramento.cbslocal.com\/2018\/09\/27\/socal-ice-raids-150-arrested\/\" target=\"_blank\" rel=\"noopener\">SEE: 150 Immigrants Arrested In Southern California ICE Raids<\/a><\/p>\n<p><a href=\"http:\/\/cbsloc.al\/2HbVKXG\" target=\"_blank\" rel=\"noopener\">Facebook recently did away with its \u201cTrending News\u201d section<\/a>\u00a0\u2013 calling it outdated and unpopular. That section was criticized in the past after reports came out claiming the human editors were biased against conservatives.\u00a0After Facebook fired those editors, the algorithms it replaced them with couldn\u2019t always distinguish real news from fake.<\/p>\n<p>After the 2016 election, Facebook founder\u00a0<a href=\"http:\/\/cbsloc.al\/2fjSteJ\" target=\"_blank\" rel=\"noopener\">Mark Zuckerberg denied<\/a>\u00a0that fake news spread on the social site he oversees influenced the outcome- calling the idea \u201ccrazy.\u201d<\/p>\n<p>A previous bill, AB 155, would have required schools to teach students the difference between \u201cfake news\u201d and \u201creal news.\u201d It died in the Assembly Committee on Appropriations.<\/p>\n<p>Senate Bill 1424 was authored by Senator Dr. Richard Pan.
