RF radiation has been proven harmful for humans and the environment. The deployment of 5G constitutes an experiment on humanity and the environment that is defined as a crime under international law.<\/i><\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Executive summary<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Telecommunications companies worldwide, with the support of governments, are poised within the next two years to roll out the fifth-generation wireless network (5G). This is set to deliver what is acknowledged to be unprecedented societal change on a global scale. We will have\u201csmart\u201d homes, \u201csmart\u201d businesses, \u201csmart\u201d highways, \u201csmart\u201d cities and self-driving cars. Virtually everything we own and buy, from refrigerators and washing machines to milk cartons, hairbrushes and infants\u2019 diapers, will contain antennas and microchips and will be connected wirelessly to the Internet. Every person on Earth will have instant access to super-high-speed, low- latency wireless communications from any point on the planet, even in rainforests, mid-ocean and the Antarctic.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">What is not widely acknowledged is that this will also result in unprecedented environmental change on a global scale. The planned density of radio frequency transmitters is impossible to envisage. In addition to millions of new 5G base stations on Earth and 20,000 new satellites in space, 200 billion transmitting objects, according to estimates, will be part of the Internet of Things by 2020, and one trillion objects a few years later. Commercial 5G at lower frequencies and slower speeds was deployed in Qatar, Finland and Estonia in mid-2018. The rollout of 5G at extremely high (millimetre wave) frequencies is planned to begin at the end of 2018.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Despite widespread denial, the evidence that radio frequency (RF) radiation is harmful to life is already overwhelming. The accumulated clinical evidence of sick and injured human beings, experimental evidence of damage to DNA, cells and organ systems in a wide variety of plants and animals, and epidemiological evidence that the major diseases of modern civilization\u2014cancer, heart disease and diabetes\u2014are in large part caused by electromagnetic pollution, forms a literature base of well over 10,000 peer-reviewed studies.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">If the telecommunications industry\u2019s plans for 5G come to fruition,\u00a0no person, no animal, no bird, no insect and no plant on Earth will be able to avoid exposure, 24 hours a day, 365 days a year, to levels of RF radiation that are tens to hundreds of times greater than what exists today, without any possibility of escape anywhere on the planet. These 5G plans threaten to provoke serious, irreversible effects on humans and permanent damage to all of the Earth\u2019s ecosystems.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Immediate measures must be taken to protect humanity and the environment, in accordance with ethical imperatives and international agreements.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">5G will result in a massive increase in inescapable, involuntary exposure to wireless radiation<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Ground-based 5G<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">In order to transmit the enormous amounts of data required for the Internet of Things (IoT), 5G technology, when fully deployed, will use millimetre waves, which are poorly transmitted through solid material. This will require every carrier to install base stations <a href=\"http:\/\/www.rcrwireless.com\/20161020\/network-infrastructure\/att-outlines-5g-network-architecture-tag4\"><span class=\"s2\">every 100 metres<\/span><\/a><\/span><span class=\"s3\">[1]<\/span><span class=\"s1\"> in every urban area in the world. Unlike previous generations of wireless technology, in which a single antenna broadcasts over a wide area, 5G base stations and 5G devices will have <a href=\"http:\/\/ieeexplore.ieee.org\/document\/7942144\/\"><span class=\"s2\">multiple antennas arranged in \u201cphased arrays\u201d<\/span><\/a> <\/span><span class=\"s3\">[2]<\/span><span class=\"s4\">,<\/span><span class=\"s3\">[3]<\/span><span class=\"s1\"> that work together to emit focused, steerable, laser-like beams that track each other.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Each 5G phone will contain dozens of tiny antennas, all working together to track and aim a narrowly focused beam at the nearest cell tower. The US Federal Communications Commission (FCC) <a href=\"http:\/\/www.law.cornell.edu\/cfr\/text\/47\/30.202\"><span class=\"s2\">has adopted rules<\/span><\/a> <\/span><span class=\"s3\">[4]<\/span><span class=\"s1\"> permitting the effective power of those beams to be as much as 20 watts, ten times more powerful than the levels permitted for current phones.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Each 5G base station will contain hundreds or thousands of antennas aiming multiple laser-like beams simultaneously at all cell phones and user devices in its service area. This technology is called \u201cmultiple input multiple output\u201d or MIMO. FCC rules permit the effective radiated power of a 5G base station\u2019s <a href=\"http:\/\/www.law.cornell.edu\/cfr\/text\/47\/30.202\"><span class=\"s2\">beams to be as much as 30,000 watts<\/span><\/a> per 100 MHz of spectrum,<\/span><span class=\"s3\">[2]<\/span><span class=\"s1\"> or equivalently 300,000 watts per GHz of spectrum, tens to hundreds of times more powerful than the levels permitted for current base stations.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Space-based 5G<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">At least five companies<\/span><span class=\"s3\">[5]<\/span><span class=\"s1\"> are proposing to provide 5G from space from a combined 20,000 satellites in low- and medium-Earth orbit that will blanket the Earth with powerful, focused, steerable beams. Each satellite will emit millimetre waves with an effective radiated power of <a href=\"http:\/\/licensing.fcc.gov\/myibfs\/download.do?attachment_key=1200245\"><span class=\"s2\">up to 5 million watts<\/span><\/a><\/span><span class=\"s3\">[6]<\/span><span class=\"s1\"> from thousands of antennas arranged in a phased array. Although the energy reaching the ground from satellites will be less than that from ground-based antennas, it will irradiate areas of the Earth not reached by other transmitters and will be additional to ground-based 5G transmissions from billions of IoT objects. Even more importantly, the satellites will be located in the Earth\u2019s magnetosphere, which exerts a significant influence over the electrical properties of the atmosphere. <b>The alteration of the Earth\u2019s electromagnetic environment may be an even greater threat to life than the radiation from ground-based antennas (see below).<\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Harmful effects of radio frequency radiation are already proven<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Even before 5G was proposed, <a href=\"http:\/\/www.cellphonetaskforce.org\/governments-and-organizations-that-ban-or-warn-against-wireless-technology\/\"><span class=\"s2\">dozens of petitions and appeals<\/span><\/a><\/span><span class=\"s3\">[7]<\/span><span class=\"s1\"> by international scientists, including the <a href=\"http:\/\/freiburger-appell-2012.info\/en\/home.php?lang=EN\"><span class=\"s2\">Freiburger Appeal<\/span><\/a> signed by over 3,000 physicians, called for a halt to the expansion of wireless technology and a moratorium on new base stations.<\/span><span class=\"s3\">[8]<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">In 2015, <a href=\"http:\/\/emfscientist.org\/index.php\/emf-scientist-appeal\"><span class=\"s2\">215 scientists from 41 countries<\/span><\/a> communicated their alarm to the United Nations (UN) and World Health Organization (WHO).<\/span><span class=\"s3\">[9]<\/span><span class=\"s1\"> They stated that \u201cnumerous recent scientific publications have shown that EMF [electromagnetic fields] affects living organisms at levels well below most international and national guidelines\u201d. More than 10,000 peer-reviewed scientific studies demonstrate harm to human health from RF radiation.<\/span><span class=\"s3\">[10]<\/span> <span class=\"s3\">[11]<\/span><span class=\"s1\"> Effects include:<\/span><\/p>\n<ul class=\"ul1\">\n<li class=\"li4\"><span class=\"s5\"><a diverse plant- and <a href=\"http:\/\/www.ncbi.nlm.nih.gov\/pubmed\/19264463\"><span class=\"s2\">wildlife<\/span><\/a><\/span><span class=\"s3\">[32][33]<\/span><span class=\"s1\"> and laboratory effects<\/span><span class=\"s3\">[48]<\/span><span class=\"s1\"> have also been recorded.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">[1]:<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The WHO\u2019s International Agency for Research on Cancer (IARC) concluded in 2011 that RF radiation of frequencies 30 kHz &#8211; 300 GHz are possibly <a href=\"http:\/\/www.iarc.fr\/en\/media-centre\/pr\/2011\/pdfs\/pr208_E.pdf\"><span class=\"s2\">carcinogenic to humans (Group 2B)<\/span><\/a>.<\/span><span class=\"s3\">[49]<\/span><span class=\"s1\"> However, recent evidence, including the latest studies on cell phone use and brain cancer risks, indicate that <a href=\"http:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC5376454\/\"><span class=\"s2\">RF radiation is proven carcinogenic to humans<\/span><\/a><\/span><span class=\"s3\">[50]<\/span><span class=\"s1\"> and should now be classified as a \u201cGroup 1 carcinogen\u201d along with tobacco smoke and asbestos.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Most contemporary wireless signals are pulse-modulated. Harm is caused by both the high-frequency carrier wave and the low-frequency pulsations.<\/span><span class=\"s3\">[51]<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">The deployment of 5G satellites must be prohibited<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The Earth, the ionosphere and the lower atmosphere form the global electric circuit<\/span><span class=\"s3\">[52]<\/span><span class=\"s1\"> in which we live. It is well established that <a href=\"http:\/\/www.vitatec.com\/docs\/referenz-umgebungsstrahlung\/wever-1973.pdf\"><span class=\"s2\">biological rhythms<\/span><\/a>\u2014of humans,<\/span><span class=\"s3\">[53][54]<\/span><span class=\"s1\"> birds,<\/span><span class=\"s3\">[55]<\/span><span class=\"s1\"> hamsters,<\/span><span class=\"s3\">[56]<\/span><span class=\"s1\"> and spiders<\/span><span class=\"s3\">[57][58]<\/span><span class=\"s1\">\u2014are controlled by the Earth\u2019s natural electromagnetic environment and that the well-being of all organisms depends on the stability of this environment, including the <a href=\"http:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/09291017109359276\"><span class=\"s2\">electrical properties of the atmosphere<\/span><\/a>.<\/span><span class=\"s3\">[59][60][61][62]<\/span><span class=\"s1\"> <a href=\"http:\/\/www.salzburg.gv.at\/gesundheit_\/Documents\/cherry_schumann_resonances.pdf\"><span class=\"s2\">Cherry<\/span><\/a>, in a groundbreaking paper, <\/span><span class=\"s3\">[63]<\/span><span class=\"s1\"> explained the importance of the <a href=\"http:\/\/www.salzburg.gv.at\/gesundheit_\/Documents\/cherry_schumann_resonances.pdf\"><span class=\"s2\">Schumann resonances<\/span><\/a><\/span><span class=\"s3\">[64]<\/span><span class=\"s1\"> and why ionospheric disturbances can alter blood pressure and melatonin and cause \u201ccancer, reproductive, cardiac and neurological disease and death\u201d.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">These elements of our electromagnetic environment have already been altered by radiation from power lines. <a href=\"http:\/\/www.jstor.org\/stable\/1746610?seq=1#page_scan_tab_contents\"><span class=\"s2\">Power line harmonic radiation<\/span><\/a><\/span><span class=\"s3\">[65]<\/span><span class=\"s1\"> reaches the Earth\u2019s ionosphere and magnetosphere, where it is amplified by <a href=\"http:\/\/www.sciencedirect.com\/science\/article\/pii\/0021916985900893\"><span class=\"s2\">wave-particle interactions<\/span><\/a>.<\/span><span class=\"s3\">[66][67]<\/span><span class=\"s1\"> In 1985, Dr. Robert O. Becker warned that power line harmonic radiation had already changed the structure of themagnetosphere, and that the continued expansion of this effect \u201cthreatens the viability of all life on Earth\u201d.<\/span><span class=\"s3\">[68]<\/span><span class=\"s1\"> The placement of tens of thousands of satellites directly in both the ionosphere and magnetosphere, emitting modulated signals at millions of watts and millions of frequencies, is likely to alter our electromagnetic environment beyond our ability to adapt.<\/span><span class=\"s3\">[69]<\/span><\/p>\n<p class=\"p2\"><span class=\"s9\"><a href=\"http:\/\/www.cellphonetaskforce.org\/planetary-emergency\/\">Informal monitoring<\/a><\/span><span class=\"s1\"> has already provided evidence indicating serious effects on humans and animals from the approximately 100 satellites that have provided 2G and 3G phone service from low orbit since 1998. Such effects cannot be understood only from consideration of the low levels of radiation on the ground. Knowledge from other relevant scientific disciplines must be taken into account, including the fields of atmospheric physics and acupuncture.<\/span><span class=\"s3\">[70][71][72][73]<\/span><span class=\"s1\"> Adding 20,000 5G satellites will further pollute the <a href=\"http:\/\/www.sciencedirect.com\/science\/article\/pii\/S0169809508001804\"><span class=\"s2\">global electric circuit<\/span><\/a><\/span><span class=\"s3\">[74][75]<\/span><span class=\"s1\"> and could <a href=\"http:\/\/www.sciencedirect.com\/science\/article\/pii\/0021916982901246\"><span class=\"s2\">alter the Schumann resonances<\/span><\/a>,<\/span><span class=\"s3\">[76]<\/span><span class=\"s1\"> with which all life on Earth has evolved. The effects will be universal and may be profoundly damaging.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">5G is qualitatively and quantitatively different from 4G<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The idea that we will tolerate <a href=\"http:\/\/www.law.cornell.edu\/cfr\/text\/47\/30.202\"><span class=\"s2\">tens to hundreds of times more radiation<\/span><\/a> at millimetre wavelengths is based on faulty modelling of the human body as a <a href=\"http:\/\/www.qtc.jp\/3GPP\/Specs\/25914-b20.pdf\"><span class=\"s2\">shell filled with a homogeneous liquid<\/span><\/a>.<\/span><span class=\"s3\">[77][78]<\/span><span class=\"s1\"> The assumption that millimetre waves do not penetrate beyond the skin completely ignores nerves,<\/span><span class=\"s3\">[79]<\/span><span class=\"s1\"> blood vessels<\/span><span class=\"s3\">[80][81]<\/span><span class=\"s1\"> and other electrically conducting structures that can carry radiation-induced currents deep into the body.<\/span><span class=\"s3\">[82][83][84]<\/span><span class=\"s1\"> Another, potentially more serious error is that phased arrays are not ordinary antennas. When an ordinary electromagnetic field enters the body, it causes charges to move and currents to flow. But when extremely short electromagnetic pulses enter the body, something else happens: the moving charges themselves become little antennas that reradiate the electromagnetic field and send it deeper into the body. These reradiated waves are called <a href=\"http:\/\/www.dtic.mil\/dtic\/tr\/fulltext\/u2\/a282990.pdf\"><span class=\"s2\">Brillouin precursors<\/span><\/a>.<\/span><span class=\"s3\">[85]<\/span><span class=\"s1\"> They become significant when either the power or the phase of the waves <a href=\"http:\/\/ieeexplore.ieee.org\/document\/7481123\/\"><span class=\"s2\">changes rapidly enough<\/span><\/a>.<\/span><span class=\"s3\">[86]<\/span><span class=\"s1\"> 5G will probably satisfy both criteria.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">In addition, shallow penetration in itself poses a unique danger to eyes and to the largest organ of the body, the skin, as well as to very small creatures. Peer-reviewed studies have recently been published, predicting <a href=\"http:\/\/arxiv.org\/pdf\/1711.03683\"><span class=\"s2\">thermal skin burns<\/span><\/a><\/span><span class=\"s3\">[87]<\/span><span class=\"s1\"> in humans from 5G radiation and <a href=\"http:\/\/www.nature.com\/articles\/s41598-018-22271-3.pdf\"><span class=\"s2\">resonant absorption by insects<\/span><\/a>,<\/span><span class=\"s3\">[88]<\/span><span class=\"s1\"> which absorb up to 100 times as much radiation at millimetre wavelengths as they do at wavelengths presently in use. Since populations of <a href=\"http:\/\/journals.plos.org\/plosone\/article?id=10.1371\/journal.pone.0185809\"><span class=\"s2\">flying insects have declined by 75-80 percent<\/span><\/a> since 1989 even in protected nature areas,<\/span><span class=\"s3\">[89]<\/span><span class=\"s1\"> 5G radiation could have catastrophic effects on insect populations worldwide. A <a href=\"http:\/\/www.radiationresearch.org\/wp-content\/uploads\/2018\/05\/GandhiRiazi_-MM-Waves_MTT-341986.pdf\"><span class=\"s2\">1986 study by Om Gandhi<\/span><\/a> warned that millimetre waves are strongly absorbed by the cornea of the eye, and that ordinary clothing, being of millimetre-size thickness, increases the absorption of energy by the skin by a resonance-type effect.<\/span><span class=\"s3\">[90]<\/span><span class=\"s1\"> Russell (2018) reviews the known effects of millimetre waves on skin, eyes (including cataracts), heart rate, immune system and DNA.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Regulators have deliberately excluded the scientific evidence of harm<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Stakeholders thus far in the development of 5G have been industry and governments, while renowned international EMF scientists who have documented biological effects on humans, animals, insects and plants, and alarming effects on health and the environment in thousands of peer-reviewed studies have been excluded. The reason for the current inadequate safety guidelines is that <a href=\"http:\/\/www.spandidos-publications.com\/ijo\/51\/2\/405\"><span class=\"s2\">conflicts of interest<\/span><\/a> of standard-setting bodies \u201cdue to their relationships with telecommunications or electric companies undermine the impartiality that should govern the regulation of Public Exposure Standards for non-ionizing radiation\u201d. <\/span><span class=\"s3\">[91]<\/span><span class=\"s1\"> Professor Emeritus Martin L. Pall lays out the conflicts of interest in detail, and the lists of important studies that have been excluded, in his <a href=\"http:\/\/europaem.eu\/attachments\/article\/130\/2018-04_EU-EMF2018-5US.pdf\"><span class=\"s2\">literature review<\/span><\/a>. <\/span><span class=\"s3\">[92]<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">The thermal hypothesis is obsolete\u2014new safety standard are needed<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Current safety guidelines are based on the <a href=\"http:\/\/www.avaate.org\/IMG\/pdf\/Wi-fi_Technology_-_An_Uncontrolled_Global_Experiment_on_the_Health_of_Mankind_-_Marko_Markov_Yuri_G._Grigoriev.pdf\"><span class=\"s2\">obsolete hypothesis<\/span><\/a> that heating is the only harmful effect of EMFs. As Markov and Grigoriev <a href=\"http:\/\/www.avaate.org\/IMG\/pdf\/Wi-fi_Technology_-_An_Uncontrolled_Global_Experiment_on_the_Health_of_Mankind_-_Marko_Markov_Yuri_G._Grigoriev.pdf\"><span class=\"s2\">have stated<\/span><\/a>, \u201cToday standards do not consider the real pollution of the environment with nonionizing radiation\u201d.<\/span><span class=\"s3\">[93]<\/span><span class=\"s1\"> Hundreds of scientists, including many signatories to this appeal, have proven that many different kinds of acute and chronic illnesses and injuries are <a href=\"http:\/\/www.bioinitiative.org\/rf-color-charts\/\"><span class=\"s2\">caused without heating<\/span><\/a> (\u201cnon-thermal effect\u201d) from radiation levels far below international guidelines.<\/span><span class=\"s3\">9<\/span><span class=\"s1\"> Biological effects occur even at near-zero power levels. Effects that have been found at 0.02 picowatts (trillionths of a watt) per square centimetre or less include <a href=\"http:\/\/www.tandfonline.com\/doi\/abs\/10.3109\/15368379409030698\"><span class=\"s2\">altered genetic structure in E. coli<\/span><\/a><\/span><span class=\"s3\">[94]<\/span><span class=\"s1\"> and <a href=\"http:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/15368370500381844\"><span class=\"s2\">in rats<\/span><\/a>,<\/span><span class=\"s3\">[95]<\/span><span class=\"s1\"> <a href=\"http:\/\/www.ncbi.nlm.nih.gov\/pubmed\/751078\"><span class=\"s2\">altered EEG<\/span><\/a> in humans,<\/span><span class=\"s3\">[96]<\/span><span class=\"s1\"> <a href=\"http:\/\/link.springer.com\/article\/10.1007\/BF00319492\"><span class=\"s2\">growth stimulation<\/span><\/a> in bean plants,<\/span><span class=\"s3\">[97]<\/span><span class=\"s1\"> and <a href=\"http:\/\/www.nrcresearchpress.com\/doi\/pdf\/10.4141\/cjas70-087\"><span class=\"s2\">stimulation of ovulation<\/span><\/a> in chickens.<\/span><span class=\"s3\">[98]<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">To protect against non-thermal effects, duration of exposure must be considered. 5G will expose everyone to many more transmissions simultaneously and continuously, day and night without cessation. New safety standards are needed and should be based on <i>cumulative exposure<\/i> and <i>not only on power levels<\/i> but also on frequency, bandwidth, modulation, waveform, pulse width and other properties that are biologically important. Antennas must be confined to specific, publicly identified locations. To protect humans, antennas must be located far from where people live and work, and excluded from the public rights-of-way where people walk. To protect wildlife, they must be excluded from wilderness sanctuaries and strictly minimized in remote areas of the Earth. To protect all life, commercial communications satellites must be limited in number and prohibited in low- and medium-Earth orbits. Phased arrays must be prohibited on Earth and in space.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">RF radiation has both acute and chronic effects<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">RF radiation has both immediate and long-term effects. Cancer and heart disease are examples of long-term effects. <a href=\"http:\/\/www.sciencedirect.com\/science\/article\/pii\/0024320568900684\"><span class=\"s2\">Alteration of heart rhythm<\/span><\/a><\/span><span class=\"s3\">[99]<\/span><span class=\"s1\"> and <a href=\"http:\/\/www.ncbi.nlm.nih.gov\/pubmed\/8821374\"><span class=\"s2\">changes in brain function (EEG)<\/span><\/a><\/span><span class=\"s3\">[100]<\/span><span class=\"s1\"> are examples of immediate effects. A syndrome that was called <a href=\"http:\/\/www.magdahavas.com\/wp-content\/uploads\/2010\/10\/Russian_Biological_Effects_of_Radiofrequency_Electromagnetic_Fields.pdf\"><span class=\"s2\">radiowave sickness<\/span><\/a><\/span><span class=\"s3\">[101]<\/span><span class=\"s1\"> in the former Soviet Union and is called <a href=\"http:\/\/www.jrseco.com\/wp-content\/uploads\/Belpomme-Environmental-health-2015.pdf\"><span class=\"s2\">electromagnetic hypersensitivity<\/span><\/a> (EHS) around the world today<\/span><span class=\"s3\">[102]<\/span><span class=\"s1\"> can be either acute or chronic. Professor Dr. Karl Hecht has published a <a href=\"http:\/\/kompetenzinitiative.net\/KIT\/wp-content\/uploads\/2016\/07\/KI_Brochure-6_K_Hecht_web.pdf\"><span class=\"s2\">detailed history<\/span><\/a> of these syndromes, compiled from a review of more than 1,500 Russian scientific papers and the clinical histories of more than 1,000 of his own patients in Germany. Objective findings include sleep disorders, abnormal blood pressure and heart rate, digestive disorders, hair loss, tinnitus and skin rash. Subjective symptoms include dizziness, nausea, headache, memory loss, inability to concentrate, fatigue, flu-like symptoms and cardiac pain. <\/span><span class=\"s3\">[103]<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The <a href=\"http:\/\/www.ncbi.nlm.nih.gov\/pubmed\/27454111\"><span class=\"s2\">EUROPAEM EMF Guideline 2016<\/span><\/a> states that EHS develops when people are \u201ccontinuously exposed in their daily life\u201d to increasing levels of EMFs, and that \u201creduction and prevention of EMF exposure\u201d is necessary to restore these patients to health.<\/span><span class=\"s3\">[104]<\/span><span class=\"s1\"> EHS should no longer be considered a disease, but an injury by a toxic environment that affects an increasingly large portion of the population, estimated already at 100 million people worldwide,<\/span><span class=\"s3\">[105][106]<\/span><span class=\"s1\"> and that <a href=\"http:\/\/www.criirem.org\/wp-content\/uploads\/2006\/03\/ehs2006_hallbergoberfeld.pdf\"><span class=\"s2\">may soon affect everyone<\/span><\/a><\/span><span class=\"s3\">[107]<\/span><span class=\"s1\"> if the worldwide rollout of 5G is permitted.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The <a href=\"http:\/\/www.ehs-mcs.org\/en\/\"><span class=\"s2\">International Scientific Declaration on EHS and multiple chemical sensitivity (MCS)<\/span><\/a>, Brussels, declared in 2015 that \u201c<i>[i]naction is a cost to society and is not an option any more\u2026<\/i> [W]e unanimously acknowledge this serious hazard to public health\u2026 [urgently requiring] that major <i>primary prevention measures are adopted and prioritized, to face this worldwide pan-epidemic in perspective<\/i>\u201d (emphasis added).<\/span><span class=\"s3\">[108]<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">World governments are failing in their duty of care to the populations they govern<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">In their haste to implement 5G and to encourage the unconstrained use of outer space, the European Union, United States and national governments worldwide are taking steps to ensure a\u201cbarrier-free\u201d regulatory environment.<\/span><span class=\"s3\">[109]<\/span><span class=\"s1\"> They are <a href=\"http:\/\/www.federalregister.gov\/documents\/2018\/05\/03\/2018-08886\/accelerating-wireless-broadband-deployment-by-removing-barriers-to-infrastructure-investment\"><span class=\"s2\">prohibiting local authorities from enforcing environmental laws<\/span><\/a>,<\/span><span class=\"s3\">[110]<\/span><span class=\"s1\"> and \u201cin the interest of speedy and cost-effective deployment\u201d, removing \u201cunnecessary burdens\u2026 such as local planning procedures [and] the variety of specific limits on electromagnetic field (EMF) emissions and of the methods required to aggregate them\u201d.<\/span><span class=\"s3\">[111]<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Governments are also <a href=\"http:\/\/wia.org\/wp-content\/uploads\/Advocacy_Docs\/PCIA_Model_Zoning_Ordinance_June_2012.pdf\"><span class=\"s2\">enacting laws<\/span><\/a> to make wireless facilities a permitted use in all public rights-of-way.<\/span><span class=\"s3\">[112]<\/span><span class=\"s1\"> To date, most wireless facilities have been located on private property at some distance from homes and businesses. In order for them to be spaced less than 100 metres apart as required by 5G, however, they will now be located on the sidewalk directly in front of homes and businesses and close above the heads of pedestrians, including mothers with babies.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Public notice requirements and public hearings are being eliminated. Even if there were a hearing and 100 scientific experts were to testify against 5G, <a href=\"http:\/\/www.law.cornell.edu\/uscode\/text\/47\/332\"><span class=\"s2\">laws have been passed making it illegal<\/span><\/a> for local authorities to take their testimony into consideration. US law, for example, prohibits local governments from regulating wireless technology \u201con the basis of the environmental effects of radio frequency radiation\u201d,<\/span><span class=\"s3\">[113]<\/span><span class=\"s1\"> and courts have reversed regulatory decisions about cell tower placement simply because most of the public testimony was about health.<\/span><span class=\"s3\">[114]<\/span><span class=\"s1\"> Insurers will not provide coverage against EMF risks,<\/span><span class=\"s3\">[115][116]<\/span><span class=\"s1\"> and there is zero clarity as to what entity will bear legal responsibility for damage to life, limb and property arising from exposure to 5G, whether ground- or space-based.<\/span><span class=\"s3\">[117]<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">In the absence of an agreed comprehensive legal regime governing activities in outer space, legal liability for those activities is non-existent, despite the prospect of whole continents, the atmosphere and the oceans being put at risk by them.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u00a0International agreements are being violated<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Children and duty of care<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The United Nations <a href=\"http:\/\/www.ohchr.org\/EN\/ProfessionalInterest\/Pages\/CRC.aspx\"><span class=\"s2\">Convention on the Rights of the Child<\/span><\/a>: States shall \u201cundertake to ensure the child such protection and care as is necessary for his or her well-being\u201d (art. 3),\u00a0\u201censure\u2026 the survival and development of the child\u201d (art. 6)\u00a0and \u201ctake appropriate measures to combat disease\u2026\u00a0taking into consideration the dangers and risks of environmental pollution\u201d (art. 24(c)).<\/span><\/p>\n<p class=\"p2\"><span class=\"s9\"><a href=\"http:\/\/history.nih.gov\/research\/downloads\/nuremberg.pdf\">The Nuremberg Code (1949<\/a>)<\/span><span class=\"s1\">\u00a0applies to all experiments on humans, thus including the deployment of 5G with new, higher RF radiation exposure that has not been pre-market tested for safety.\u00a0\u201cThe voluntary consent of the human subject is absolutely essential\u201d (art. 1). Exposure to 5G will be involuntary. \u201cNo experiment should be conducted, where there is an a priori reason to believe that death or disabling injury will occur\u201d\u00a0(art. 5). The findings of over 10,000 scientific studies and the voices of <a href=\"http:\/\/www.cellphonetaskforce.org\/wp-content\/uploads\/2018\/06\/Brief-of-Amici-Curiae-as-filed.pdf\"><span class=\"s2\">hundreds of international organizations<\/span><\/a> representing hundreds of thousands of members who have suffered disabling injury and been displaced from their homes by already-existing wireless telecommunications facilities, are \u201ca priori reasons to believe that death or disabling injury will occur\u201d.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Duty to inform and EMFs<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The <a href=\"http:\/\/www.itu.int\/dms_pub\/itu-t\/opb\/res\/T-RES-T.72-2012-PDF-E.pdf\"><span class=\"s2\">World Telecommunication Standardization Assembly (2012<\/span><\/a>)\u00a0of the International Telecommunication Union (ITU) stated that \u201c[t]here is a need to inform the public of the potential effects of exposure to electromagnetic fields (EMFs)\u201d and invited Member States \u201cto adopt suitable measures in order to ensure compliance with relevant international recommendations to protect health against the adverse effect of EMF\u201d.<\/span><\/p>\n<p class=\"p2\"><span class=\"s9\"><a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?type=TA&amp;language=EN&amp;reference=P6-TA-2008-0410\">The Mid-term review of the European Environment and Health Action Plan 2004-2010<\/a><\/span><span class=\"s1\"> (2008): \u201cThe European Parliament\u2026 [n]otes that the limits on exposure to electromagnetic fields which have been set for the general public are obsolete,\u2026 obviously take no account of developments in information and communication technologies, of the recommendations issued by the European Environment Agency or of the stricter emission standards adopted, for example, by Belgium, Italy and Austria, and do not address the issue of vulnerable groups, such as pregnant women, newborn babies and children.\u201d<\/span><\/p>\n<p class=\"p2\"><span class=\"s9\"><a href=\"http:\/\/assembly.coe.int\/nw\/xml\/XRef\/Xref-XML2HTML-en.asp?fileid=17994\">Resolution 1815 (Council of Europe, 2011)<\/a><\/span><span class=\"s1\">: \u201cTake all reasonable measures to reduce exposure to electromagnetic fields, especially to radio frequencies from mobile phones, and particularly the exposure to children and young people.\u201d<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Environment<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The <a href=\"http:\/\/www.un-documents.net\/unchedec.htm\"><span class=\"s2\">Declaration of the United Nations Conference on the Human Environment<\/span><\/a> (1972): \u201cThe discharge of toxic substances\u2026 in such quantities or concentrations as to exceed the capacity of the environment to render them harmless, must be halted in order to ensure that serious or irreversible damage is not inflicted upon ecosystems\u201d\u00a0(principle 6).<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The <a href=\"http:\/\/www.un.org\/documents\/ga\/res\/37\/a37r007.htm\"><span class=\"s2\">World Charter for Nature<\/span><\/a> (1982): \u201cActivities which are likely to cause irreversible damage to nature shall be avoided\u2026 [W]here potential adverse effects are not fully understood,the activities should not proceed\u201d (art. 11).<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The <a href=\"http:\/\/www.unesco.org\/education\/pdf\/RIO_E.PDF\"><span class=\"s2\">Rio Declaration on Environment and Development<\/span><\/a> (1992): \u201cStates have\u2026 the responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond the limits of national jurisdiction\u201d (principle 2).<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The United Nations <a href=\"http:\/\/www.un-documents.net\/aconf199-20.pdf\"><span class=\"s2\">World Summit on Sustainable Development<\/span><\/a> (2002):\u00a0\u201cThere is an urgent need to\u2026 create more effective national and regional policy responses to environmental threats to human health\u201d (para. 54(k)).<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The <a href=\"http:\/\/au.int\/sites\/default\/files\/treaties\/7782-treaty-0029_-_revised_african_convention_on_the_conservation_of_nature_and_natural_resources_e.pdf\"><span class=\"s2\">African Convention on the Conservation of Nature and Natural Resources<\/span><\/a> (2017): \u201cThe Parties shall\u2026 take all appropriate measures to prevent, mitigate and eliminate to the maximum extent possible, detrimental effects on the environment, in particular from radioactive, toxic, and other hazardous substances and wastes\u201d (art.\u00a013).<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Health and human rights<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The <a href=\"http:\/\/www.un.org\/en\/universal-declaration-human-rights\/\"><span class=\"s2\">Universal Declaration of Human Rights<\/span><\/a>:\u00a0\u201cEveryone has the right to life, liberty and security of person\u201d (art. 3).<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The United Nations <a href=\"http:\/\/globalstrategy.everywomaneverychild.org\/\"><span class=\"s2\">Global Strategy for Women\u2019s, Children\u2019s and Adolescents\u2019 Health(2016-2030)<\/span><\/a>\u00a0has as objectives and targets to \u201ctransform\u201d, by expanding enabling environments; to \u201csurvive\u201d, by reducing maternal and newborn mortality; and to \u201cthrive\u201d by ensuring health and well-being and reducing pollution-related deaths and illnesses.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Space<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The <a href=\"http:\/\/www.unoosa.org\/oosa\/en\/ourwork\/spacelaw\/treaties\/outerspacetreaty.html\"><span class=\"s2\">Outer Space Treaty<\/span><\/a> (1967) requires that the use of outer space be conducted \u201cso as to avoid [its] harmful contamination and also adverse changes in the environment of the Earth\u201d(art. IX).<\/span><\/p>\n<p class=\"p2\"><span class=\"s10\"><a href=\"http:\/\/cms.unov.org\/dcpms2\/api\/finaldocuments?Language=en&amp;Symbol=A\/AC.105\/L.315\">The United Nations Guidelines for The Long-Term Sustainability of Outer Space Activities<\/a><\/span><span class=\"s1\"> (2018): \u201cStates and international intergovernmental organizations should address\u2026 risks topeople, property, public health and the environment associated with the launch, in-orbit operation and re-entry of space objects\u201d (guideline 2.2(c)).<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">World governments are playing dice with life on Earth<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Albert Einstein famously asserted that \u201cGod does not play dice\u201d.<\/span><span class=\"s3\">[118]<\/span><span class=\"s1\"> Yet by pursuing the broadcast on Earth and from space of 5G, an unprecedented technology of millimetre waves previously used as an energy weapon in <a href=\"http:\/\/jnlwp.defense.gov\/Press-Room\/Fact-Sheets\/Article-View-Fact-sheets\/Article\/577989\/active-denial-technology\/\"><span class=\"s2\">military operations and crowd control<\/span><\/a>,<\/span><span class=\"s3\">[119]<\/span><span class=\"s1\"> world governments are recklessly playing dice with the future of life on Earth.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">To refuse to accept and apply relevant and valid scientific knowledge is ethically unacceptable.
